Each of those powers, like every power, has a base initial slot which is labeled (A). It also says at level 13 he put two slots into Ice Storm, and at level 15 he put another slot into Ice Storm and one into Freeze Ray. Then at level 17 he put two more slots into Freeze Ray.
That's what he did in Mids, so if you want to create the same build in the game you would take the powers at the levels shown, and then add slots at the levels shown to those powers. Mids records not just what powers you take and what slots you add, but the exact order you do it in, and Mids forces you to do it in the program the same way the game will unlock and give you power choices. Short of a bug, if you can do it in Mids you can do it in the game, and if you can't do it in the game you can't do it in Mids.
So, if you wanted to make deadboy's build, you would take the powers listed at the levels listed down the left, and at the levels where you get slots instead of powers you would put those slots into the powers shown. Your first two slots at level 3 would go into Ice Bolt. Your next two slots at level 5 would go into Ice Blast. And so on.
In terms of what to put into them, deadboy is suggesting that prior to level 22 when SO enhancements become available, he slots one accuracy, one damage, one endurance reduction, and one recharge TO or DO. My guess would be that the order you would slot them in would be something like accuracy first (accuracy always first), then endurance, then damage, then recharge. The alternative is generally accuracy, damage, endurance, recharge.
Why is deadboy slotting Ice Storm first, before Freeze Ray? Because Ice Storm is a damaging rain power, while Freeze Ray is a hold. He's probably looking to enhance his attacks first.
I should point out that when some people make builds in Mids, they are trying to communicate the end state build, and don't pay close attention to the order in which they do things because they don't intend people to necessarily play the build in the precise order it is created. I don't think this is the case with deadboy's build, but its something to be careful about when you see builds posted on the forums, particularly fully slotted level 50 builds -
Pre SO levels on Blasters I've always had success in having 4 slots in my attack powers 1 Acc/1 Rech/1 End redux/1 Damage.

Now I know it is a lot of reading and information to soak in but that's the best way (IMO) for one to learn it all. -
This is the current build I am using for my Fire/Energy/Mu - and hopefully it should give you some ideas - it's a layered defense strategy with a decent amount of recharge. I play him primarily at range (hover blaster style) but can mix it up in melee when I need to.

Here is your build (in the future you can just post the data chunk).
Your build is ok. You have your attacks fully slotted out (which is good) and you have a goal of softcapping to Ranged. You have Ice Storm with just the base slot, Hover overslotted, Aim and Buildup with just one slot and Aid Self over slotted. Stamina is underslotted. You also have two (I'm guessing as they are typically unused unless you solo alot) set mules in Flash Freeze and Frozen Aura.
First, are you married to Ice/Ice/Cold Mastery? Frozen Armor is typed Defense shield. I would probably go for a Ranged softcapped build with a Resistance shield underneath (layered defense strategy).
My fire/energy blaster has capped ranged with charged armor underneath. My melee centric sapper (Electric Blaster) so when IO'd him I went for softcapped to S/L.

Build is missing caltrops which is immensely useful solo and on a team (depending upon team makeup - obviously do not use with melee peeps who have Invincibility for example).
Put the Kismet in CJ not in Afterburner since it toggles on/off with the power
Level 22 is Beanbag though no power is listed.
You're at 42% Ranged when the stealth effect from Cloaking Device(in Mids go to options/configuration/maths and effects) is suppressed - were you aiming at 45%?
Need to stick a stealth IO in Sprint to stack with CD if you want to toe bomb. -

With TD running you should be fine with 1 SO.

It is my unpopular opinion to remove the pew pew pew T1 and T2 attacks while mezzed.

A 3 piece of Eff Adap. (End/Rech, End/Acc/Rech, Acc/Rech) + 2 piece Perf Shifter (End/Rech, End/Acc/Rech) puts you at a base Rech of 212.8 Seconds...almost 25 seconds faster!

What difficulty are you running? Are you solo or teamed? Not that I'm the worlds greatest AT player but blasting is pretty much straight forward - just manage your aggro and pew pew pew. Why not just make a Sonic / EM Blaster - Do DFBs until you hit 18 then from that point onward abuse Siren's Song?
I know it's not the answer to the original request but I've seen several posts by the OP regarding blasters and I cannot understand what the problems are. -

Catalyst 11.10 at 1920 x 1080 has been fine since I last posted. Extended game play sessions with no crashes.

People keep arguing that def+resit is better sometimes. I'm not arguing against that. I don't really care. What I have a problem with is Talen Lee's post that doesn't actually match any AT/powerset combo in the game.

Both blasters went redside but in the first example, the cost for the IOs (the Kinetic Combats in particular) was more than the second example (barring the thanksgiving sale). NOTE: Please excuse the unfinished build lol -

1) I notice that you have the first two abilities, Lightning Bolt and Electric Fence, were fully slotted. How often do you use the Bolt and is the Fence an effective damage dealer (weave into rotation that is).

2) Personally I would slot Short Circuit and Thunderstrike the exact same - 5 slots (3 Erads - D/R A/D/R and A/E/D/R then 2 Scirroco D/E and A/D/E). Usage it really depends but I always use it with Power Sink and BL.
3) For the single Boss/LT - Tesla then SG then beat down. AoEs depends with the team but TStrike is typically my last attack. -

In AT sections people collect, they think up and share ideas, that's where people should read a title and immediately know which AT it is. Even if no one responds to the assistance, multiple viewpoints are there to absorb. -
I would go with what I posted in the build above. I never tried running LF on my Blaster so I cannot offer any experience there (on my SS/ELA brute though I certainly have it).
