BC, Looked at your build.
You forgot about stealth suppression so your short on range defense cap.
Not a fan of Trip mine but that is neither here nor there.
This is what I am considering. Here is the deal with the build. You need to use 10 slot enhancers, 5 in defenses and 5 in target drone to obtain the 22%. Assuming that is what they are going with.
OR
Move the open slot from Sniper to a defense power or add it to combat jump for the Kismet and use 5 slot enhancers.
OR
Move the opens slot over to Hasten and you will be 6 seconds short of Perma Hasten.
Using slot enhancers in recharge IOs of powers I can get for example Gun drone down to 52 second recharge. That means I can get 2 Drone outs for 40 seconds. If I get some sort of speed boost or Accelerated metabolism I can get 2 drones out for almost a minute. Again not a bad way to start a fight with 2 drones out.
slot enhancers can get sniper down to 4 sec recharge. Again not bad..
Full auto is at 17 second recharge. I do not know if slot enhancers can be added to ATO's MIDs will not let me add them.
Of course having super speed, sprint for the stealth proc and hover allows you to set up for a fight. Just drop SS and sprint as your firing off Full auto.
Of course you can stealth missions if you like.
EDIT you will need to place the slot into a defense power for range defense cap.

Update I just respeced into the build posted and tested it out. Suppressed I'm at 45.8 range defense cap.
You don't need the stealth proc its left over from an old build. You can stealth around just fine and you can hover super speed + cloaking device to setup. The Stealth proc IO will just give you some greater stealth distance.
I 5 slotted the Hit Buff IO of Gaussian and noticed my to hit bonus moved up to 22%.
Musculature is a mistake as well atm. I am using Cardiac. I will test out a few to see, but atm I notice no matter if I go Musculature or Agility I notice that the endurance ratio is low. I don't think the build could handle either. If I had a choice though I would go Musculature since the endurance numbers are the same and the recharge of agility does not outweigh the damage increase of musculature
With speed boost in a BAF I was able to have 3 Gun Drones up. Though one was up for only 15 to 20 seconds.

I forgot about the changes to recovery and regeneration for blasters. I don't know where it will put me with this build but It might make Musculature doable if there is enough recovery built into cloaking device.

I think I am getting better with Blasters! Based on the (potential) rule changes I had to come up with a concept for an AR/Dev Blaster. I had resisted this build for a long time, I hate redraw, not fond of weapons. The KB on AR can also be problematic. But I found a nice concept and set out to 50 the guy. I have him at 24 now, and he runs very well. Planning for knockback and AoE combos seems to be the key. With the right placement i can help my team annihilate one mob after another and never get too much agro. Also, the KB to KD proc is very nice looking. I have one that level 30, and cannot wait to throw it in the M30 grenade. The KB from Buckshot still exists, but it can 1) be useful since it is one specific direction, and 2) be turned into KD when working as a hoverblaster. Targeting Drone and Cloaking Device are both sweet additions to my playstyle. I'm not sure how mine and bomb will be, I will try them both. I can see great applications for both solo, unsure of team usefulness. Although trip mine has to at least help on a BAF. Gun Drone. heh, that cannot hurt. End problems do exist, so I am looking to solve those once I dial in how extensive they are. As it is I am running 2 SOs and a Proc in Stamina at 24 and still bottoming out towards the end of a long AV fight. (not soloing AV, fire support for team only pls thx)
My build skills are variable depending on the day. I spent a day on this build, but there are already things I don't like about the power choices, and i am not slotted into any of it yet, so unsure how it will go. I have all the enhancers ready to go, with what is possible "tuned" and the rest in base storage. Still, I wish I understood the synergy of AR/Dev better. All the AR/Dev guides are from years ago.
Please critique and suggest anything that might help. Thanks! (PS the new Damage set is in M30, why its blank)
