And SS's superiority over IM is directly proportional to how fast you can recharge Rage & spam FS. I've argued that a well leveraged Frost can close that gap, since Frost recharges far faster than either FS or FA. Still, Stars' charts puts SS ahead of IM and I trust his math.
IM's ST damage isn't meh. It's godawful pathetic. That's not subjective either--in the Oxford dictionary under pathetic, you can see a blurb about CoH's Ice Melee ST damage.
Dark, EM & Stone have by far and away the worst AoE damage among tankers, btw. Those are sets I'd call "meh" damage, but then I tend to favor AoE over ST damage, esp on tanks. No, I won't be soloing any pylons in my Stone/Ice tank (I mean I could, it'd just take me most of a day). -

ELA, yes, get Tough, but try to pump up your defenses as well. Imagine Elec Armor w/77% S/L res, capped en, around 50% everything else (except toxic), and add capped S/L defenses. Yeah, you don't need that heal so much. -

Concept is very important to me, but there's no reason why you can't fit a concept around a powerset combo that happens to be powerful. I rolled a DM/SD after seeing what that combo could do w/ST DPS, but fit a concept around the powers (half demonic guardian of the shadows). I also like playing w/different powers (never duplicate powersets within an AT) so I play just about every primary/secondary. I will say I don't play MA or Claws (yet), because I've never been excited about them enough to think of a concept (would be easy enough to do). Conversely, even though Spines has been the AoE king since launch, it was only w/custom weapon graphics that I finally was able to roll one up to fit a concept that would be acceptable to me.
BTW, I find the OP's comments about a D3 ironic considering they're one of the most powerful defenders out there (I'll take a D3 over an Emp/* any freakin' day of the week and I'd hazard so would most experienced players). Maybe you should stop teaming w/ppl who just want their healorz & SB-bots, and you might even find some good (well played, well thought out) Fire/Kins out there. -

This gets at what was brought up earlier in the thread: Expectations. Post an SO-only build or a frankenslotted build on the forums asking for advice and you'll get a purpled response. Result is people think they need such builds on every character. The expectation bar is set way too high. -

I don't think there are MANY people above that, because there's only a certain amount of PVP IO's generated per week (for instance.) I don't know what that number is, though, because there are all sorts of subgroups in this game. Many of them don't frequent the forums. I've peripherally run into a couple of groups of people I never knew existed, because they asked me to shift three, four, five billion from red to blueside or the other way around.
I know guys in my SG who aren't even close to being big-ballers (who think *I* for all intents & purposes have infinite wealth, and I know I'm hardly a top dog) who are making 50M+ a transaction on some niches. These are relatively casual players who've prolly never even seen this board, but just through conversations w/me, and just looking at the market in general, are raking in prolly around 500M/mo, again doing very, very casual marketeering.
BTW, if you're talking about a single toon w/40B, that seriously would take a long time to set up. My 16B screencap (see sig) took me like 2hrs (including time to then redistribute back the inf) w/a very understanding SG-mate helping out. That's only 7 slots, so to fill up 20 slots (+your own cap, so 42B really) might take almost 6hrs. Of course, I was being *very* careful w/all transactions so as not to lose any inf--you should be able to cut that in half. Having said that, someone seriously needs to do this. -

Oh, if you want some money back (say for some LotG), replace the lvl 35 Kin Combats in Brawl & Boxing (assuming you don't actually use those for attacks) w/lower level Kin Combats, and sell the D/E & trips for around 80-90M each. Also slot w/the A/D, D/R & procs, and whatever's cheaper this week bet. a lower level D/E and the triple. Still get the +def bonus for a fraction of the price. -
My Fire/EM tank w/capped S/L def is well nigh unstoppable. Has zero problems tanking even mixed psi mobs, e.g. MS raids (pure psi gives him problems, which you can't do much about). And you won't need to spend 3B on the build either, though you can spend a lot more on +rech as added mitigation, to get Healing Flames recharging as fast as possible. +HP and regen are also key--try to get to around 300% regen and all the +HP accolades.
Oh, I heard PvP IOs are being sold off the market for up to 4B a pop, so I don't think I'd go that route. -

My DB/WP has capped S/L def, 53% S/L resists and 750% regen w/1 in range of RTTC. My Kat/Regen looks similar, though uses DA for more def (and many clicky mitigation through Regen). More layered mitigations.
My FA & DA scrappers (and tanks) have capped S/L def, med-to-good resists across the board (save psi for FA) and a fast heal. Oh, high regen & HPs too.
My SR has capped positionals (and a bit of buffer), pretty much maxed out def debuff resists, high regen & HPs and AS. SD looks similar, but w/low resistances scattered throughout. Not really scared of much, but is prone to unlucky streaks. This is what separates the def-based sets from the res sets--you're more prone to unlucky streaks (WP/Regen also suffer from this a bit).
Bottom line, I like all my scrappers (and tanks), but I tend to prefer the resist based sets which you can then max out the def on, esp since they come w/a pretty kicka** heal (well, FA & DA do anyway). But as I alluded to before, if you're looking for the highest DPS builds, you can't afford to slot for +def, so SR or SD will often be your best bets for max survivability while minimizing your pylon times or whatever. -
Currently 0 (retired), but I've seen some of my old niches w/wider profit gaps than ever. If I ever get low my liquid reserve (not likely), I'll make more.
Back in the old days before PvP IOs and whatnot, and you could get most purp recipes for 30-40M, I was making about 1.5B a month w/low-medium effort, so around 400M/week. I'm sure I could more than triple that w/the same level of effort once I got everything set up. 1B/week would be easy. -

Fort & AB (and RA indirectly) contributes to damage, as does lowering enemy defenses through Earth control. You just don't see a lot of big orange numbers yourself.

Slotting aside, OP's taking Fire Breath way too late, causing Blaze also to be moved down. Same for Shiver and Inferno. Fire Breath & Fire Ball should be taken early and slotted often. Blaze at 22 at the latest, though you can try to fit Health at 16, Blaze at 18 and Stam at 20 for best results. Unless you think you're never exemp'ing down too much, which happens quite a bit now w/SSK.
Rain of Fire has a lot of good uses, as does a snipe. I don't think most focused builds can sustain both. I'd drop Blazing Bolt, personally, since I find many more instances where RoF comes in handy, esp. combined w/Shiver, than a snipe.
No Ice Patch on a */Ice? No Freezing Touch (yet)? Those are sorta why you'd play Ice secondary... FT and an epic hold will insta-hold bosses. Very handy on a blaster (on anyone, really). I'd drop both Blazing Bolt & RoF for those two powers at 35, and pick up one or the other later on. Again, w/SSK, I think you'll find IP & FT will come in more handy than RoF or a Snipe. Even if you don't want to respec, definitely pick these two powers up ASAP.
Slotting's hard to comment on w/o loading your build, and also knowing what you're trying to accomplish. I've never been a big fan of Devastations in my blasts favoring either Thunderstrikes for defense or Decimations for recharge, but again, I don't know what you're trying to accomplish. One thing I'd highly recommend is adding +range to Fire Breath. -
Mobs run away from my scrappers w/damage auras when their HPs drop to a certain level. Spines/Dark, Fire/Fire both have to kill stuff very quickly (fortunately, not really a problem, but still annoying) or things will run. I have to wait til most mobs' health goes down where a single big PBAoE (say FSC) will just kill them all, because if I lead w/the PBAoE and the damage aura takes them below a certain level, everything will just scatter to the four winds. This behavior is very consistant, btw, and the con of the mobs don't seem to have that big an effect.
Few things run away from my Kat/Regen, DB/WP, DM/SD or ELM/SR. It may also be a function of how I play, since w/my Spines & Fire scrappers, I tend to throw down a lot more AoEs, which kill more mobs, but not quite as quickly. My Kat, DB & DM scrappers are more ST oriented (my Elec's still in his 20s) and might be finishing off most mobs faster than their run impulses are triggered, but then bosses and above don't run on those guys either, even when I have to wail on them for a decent amount of time.
Nothing ever runs from my tanks because of damage auras (or debuffs). -

Is what I use. Obviously, I use f as my travel bind for leapers. The parsing makes the 2nd power come on first, so if you have neither toggle on and you press f, CJ will activate first, then it'll toggle bet. CJ & SJ.
And yeah, CJ + Hurdle ftw. The only toons I take Swift on are Fliers, my Stone tank and those w/a Quickness-like power. Quickness (LR) + Swift + Sprint is hard to beat. -
Yeah, I'm tempted to say that too, but Regen's big weakness isn't usually "not enough healing," which is what Siphon Life gives you, but damage spikes, which DM doesn't do a lot about, to hit debuffs aside. I prefer pairing DM w/defensive sets (DM/SD here), so that you can heal back the occasional lucky shots that get through. Then again, you can't really go wrong w/pairing Regen w/anything.

I think I'd go Elec/Regen myself. I'd think Regen's too clicky for DB (redraws, possible (tho prolly rare) combo interrupts, etc). -

Since the OP specified Stone/Ice for RP reasons, I wasn't even going to comment on your build, but... well, it's pretty bizarre. Please try not to take offense at any of this, and I'm sure this build can survive a lot out there, cuz that's what Granite does, but it's really poorly built.
Why do you not have your armors IOed? You're using IOs elsewhere including some very expensive ones. If this were a pure SO, Granite-only build, I'd still say you're overslotting Granite for end redux. You have Tough (5-slotted at that) for what reason? Stone Skin w/1 slot caps your S/L resists. Same for Weave--you're so far over the softcap, you're just wasting end. Your psi def is negligible w/o your accolade temps (I was wondering how the heck you got it that high) and Weave won't help much in that regard. And what's w/the Stealth IO in TP? And resists in EE, no recharge? Assault/Tactics? Leadership & Fighting pools can be valuable to Stone tanks, but not used like this. -
