Global bonuses are not reflected in individual power information. The only way that you could really tell is by manually timing it. But as mentioned by macskull, your global bonuses are shown on the Combat Attributes menu so rest assured that it's all working as intended.
My kinetic corruptor gets up to a bit over 200% recharge when he starts stacking Siphon Speed. My individual powers still show the recharge as affected by enhancements, but the actual recharge speed is a whole lot faster. -

I'm interested in creating a Stalker for GR when it comes out. The last time I played a Stalker was when CoV first came out, and frankly, the experience wasn't too great. I felt like they were scrappers with blaster survivability. Maybe I was doing the whole stalker thing wrong but I'd like to give it another shot.
From reading some threads on here I keep hearing about a 'Stalker buff' that occurred at some point. Would someone be able to elaborate a bit on this? -
My first 50 was a kin/energy defender. I'm definitely interested in bring him along. KB is my favorite secondary effect in the game.

I'm having this same problem with my Traps/Assault Rifle defender I just started. Very very annoying, but as everyone mentioned, turning off Ninja Run puts things back to normal.
From my brief research on this topic, it seems like this has been this way for a good while now. Hopefully it's addressed soon, but I haven't seen any solid information on this. -
I recently rolled a Traps/AR defender and have noticed that so far Burst and Buckshot do not go in to the proper animations when Ninja Run is active. If I fire off any of those two powers with Ninja Run on, the flash effects on the muzzle occur but my character stays in the idle lowered/crouched position. It looks very ridiculous.
Does anyone know if this is being addressed already? -
You can also take Trick Arrow without taking Archery as the 'offensive' powerset. The same argument could be made that a bow is an offensive tool. So how could you take the 'support' powerset of a bow without taking the offensive one?
I always went along with their (devs) explanation of why Shield Melee would not be allowed because they don't want to 'lock' you in to one powerset combo. However, once AR and DP were introduced for Defender/Corruptors, their explanation no longer made sense to me.
Shield Melee/Invincibility would be ridiculous, but Trick Arrow/Assault Rifle (or Dual Pistols) is okay? Hmm... -

Just curious, how did you guys handle the AV at the end? Did a few of the blasters assume tanking roles or was it an all out shootout? -
I'm working on a Traps/AR defender and am considering building this character with Stamina. I've only built one other character without Stamina (Nin/Dark MM) and I'm hurting on END with him at times. I try to be as busy as possible in fights so I'm always using up my END.
I know it's definitely possible to make any character without Stamina, but how viable is it to do something like traps without it? Does anyone have first-hand experience on a stamina-less trapper? I plan on running 2-3 leadership toggles, hasten, and focus on recharge reduction.
Any input would be appreciated.

When it comes to true phase (phase shift) then I believe the traps phase with you. I have phase shift with my /dev blaster. I can lay a trip mine in an aggro'd group while phased. As long as I remain phased, the trap will not go off and the UNAFFECTED message continually appears. The moment I untoggle PS, the trip mine explodes. Same behavior is true of Caltrops and Time Bomb. I can imagine other Traps follow suit.

Scrappers
Broadsword and Shield Defense the Head Splitter power will no longer play the Air Superiority attack animation when flying with a shield readied.
Soooo glad about that. I recently logged in to my BS/SD hover scrapper and nearly bashed my head in when I saw this. It looked so ridiculous. Very happy about this.
Imagine your T9 power being the Air Superiority animation? Yeesh. -
It's a good power. I always make room for it. Now with Ninja Run as a viable travel power, I don't think this excuse has much more footing.

Something else that hasn't been mentioned:
Supressive Fire changes from a mag 3 stun to a mag 3 HOLD if you are using any of the special ammo. This can actually be pretty useful if you've got other holds at your disposal. -
No Snow Storm? How come? I feel that Snow Storm is one of the best epic powers in the blaster pools and actually one of the better powers in the whole game.
It's just my opinion though but I find Snow Storm to work great with my DP/Dev/Cold build especially when stacked with Cryo rounds and Caltrops. -
Yeah, I've taken a DP/Devices to 44 and the only thing I'm using in devices is Targeting Drone and Caltrops. Everything else in that set is underwhelming to me. I'm going to re-roll in to DP/NRG I think.
Mainly, I want to have perma-Boost Range, especially since I'm playing a hover/teleporter. I normally try to slot for range on all my attacks so having BR at all times is going to be awesome. It's too bad BR doesn't come in until level 35, but it's something to look forward to.
It's a bummer I already slotted a bunch of IO's in to my DP/Dev. Ohhhh well.
Just curious though, you mentioned "most importantly, power boost". How do you plan on using Power Boost effectively with DP? I use PB with one of my defenders and yeah it's awesome, but I'm just not understanding how you plan on using it with a blaster.

I believe they're making some adjustments to this. I bugged the fact that you can't use costume change emotes when changing costumes while shield is equipped. The response I received was that they are aware of issues with shield animations and they are being looked at.

I had a lot of problems when I started playing again a little over a month ago. Upgraded to 185.85 and I'm running flawlessly now. Haven't crashed since.
Oh, and I also have a 9600GT. -
Yes, this seems to be the case. Also, in case anyone is interested, Lightning Storm procs per bolt not every 10 seconds.

I was looking at the available procs for Tornado and thought there might be some potential. Did some testing and never saw a proc trigger once.
Tornado really isn't DoT dmg so I wasn't sure if it was going to perform a proc chance on only the first hit or for every hit. So far I haven't seen it do either.
Has anyone had any extensive testing with this or any explanation? -
I was talking about this issue on Global chat one day and I don't really recall what the resolution was so I'm asking here.
There was mention about how the defender version of Lightning Storm was unchanged or not affected somehow by the Pets attacks no longer being affected by recharge enhancements change. Recharge enhancements will only reduce recharge time of casting the power. In regards to LS, there was mention that the only way to get LS to attack more often and be affected with Recharge enhancements is if it they are mixed IOs such as DMG/RECH or ACC/RECH.
I'm not sure if I caught that last part correctly or what the entire story is on this. Could someone who understands what I'm talking about please elaborate on this a bit more?
