This is my triple ice blaster build, he is built for soft capped s/l defense as it is the easiest and it fits his concept quite well . This build is not yet live so I do not know how it will perform but in the coming weeks I should have it completed.

Nice, and not too pricey. I'd pick different pools than you. When I squirreled around with it making it my own flavor, my def sank to 41 but I think I probably saved a few 100m.

My ice/ice, that I have, not the one I just did the mids on, avoided melee, so not capping any time soon.

Just interested to what your view is on Blizzard Santorican? Personally I love it and would want a lot more recharge in mine.

Otherwise, nice build and not too pricey either except for the KCs

That was my aim, I wanted soft capped s/l and good recharge without breaking the bank. I like this character but I don't play him often so I don't want to invest too much into him. What pools would you recommend?

I love Blizzard and I'd love to have more recharge in it but I'm not sure I can without sacrificing defense.

No Snow Storm? How come? I feel that Snow Storm is one of the best epic powers in the blaster pools and actually one of the better powers in the whole game.

It's just my opinion though but I find Snow Storm to work great with my DP/Dev/Cold build especially when stacked with Cryo rounds and Caltrops.

I've been soloing +0 x8 for a few days now, it's been rough but I've been up against Carnies and they're mostly AoE and Psi so there goes my pretty new build lol.

ice/ice looks like it lends itself better toward ranged defense. you can't dictate typed damage that gets thrown at you but being ice/ice and kiting gives you pretty good tools to dictate the positional damage that gets thrown at you.

I tried s/l defense on my ice/eng blapper and I was less than impressed with the results. It did well against s/l mobs but just melted when facing other more exotic damage types. With my pure recharge/dam build I could at least dispatch the latter type of mobs quickly but with my s/l build I was at a pretty noticeable disadvantage (mainly from gutted global recharge). I've since switched to a ranged defense blapper build and it's performing better than the s/l build, though I still prefer recharge/damage for most scenarios.

The problem I had with going ranged defense was the complete lack of recharge. I had only 30ish% global recharge bonus and couldn't get to the soft cap. With my S/L defense I have 60% recharge and soft capped defenses. Usually if I rush I die but if I pop a break free hold the bosses flash freeze the group knock out the bosses and then drop ice patch and storm and then hop out throw down a shiver and then frost breath most of the group is dead and then I just mop up the rest.

How would 60% recharge help?
Maybe this a dumb question but I just ask because with my toon I currently only have like 5% recharge but I'm still able to use a attack chain without having to wait.
So aside from reaching perma-hasten and blizzard recharge faster are their any other benefits to trying to get recharge up that high?

Aside from making the big powers come up sooner, it lets you optimize your attack chain, and it also provides more cushion against powers that slow. If you are happy with your current attack chain then that's great. You can direct your build to improving other areas like +dam/hp/def.

Does anyone have any ideas for I19? I cannot for the life of me figure out what to do with this character. I've got S/L defense and I am NOT happy with it to say the least. His survivability is meh at best.

I respecced into Ice Epic and am pretty disappointed with soft cap S/L defense as well. He's Fire/EM and I think I might just embrace the glass cannon role and go back to Flame Epic with RoTP. I'm kinda bummed myself as I thought the S/L soft cap would be better.

Statistically, more recharge = more damage. You want your heavy hitter up every third attack. You want Aim and Buildup up after every downed mob. You want hibernate up asap. You want Frostbreath and Ice Storm on as often as possible.

Even getting close to perma hasten makes a HUGE difference. If you can get 60% recharge and stay soft capped, you are golden.

If you're me, you skip defense entirely in your primary build, and crank damage and recharge to 140% with hasten up at all times, get your self rez on a short timer, use your holds and scare the crap out of other players when you decide to rip. Personally, defeat is only a speed bump. Soft cap defense is for soloing EBs and I don't do that much.

In addition to DanZero's comments, liberal use of Shiver will also substantially reduce the damage you take -- a lot of -Recharge will keep the foes from taking many shots at you. Fast Recharge means more use of control powers, further mitigating damage. Whenever any foe starts taking pot-shots at my Ice/Ice/Cold, that's the one I target for a hold. I often open with Bitter Freeze Ray + Freeze Ray on a boss to take out the most dangerous foe, followed by Shiver to slow down everybody else. Ice Storm then causes the foes to want to run out of the area, but they can only move slowly and they're not shooting at me while they try to run.
