Yes. The Grandville and Shadow Shard jetpacks are just Raptor Packs. No need to guess or speculate.
Also, when you have one of those, if you do the Atlas Safeguard or Mayhem, you will not be awarded a Raptor Pack upon completion. However, I think that if you later run an Atlas bank mission after the purchased pack has been used up or otherwise deleted, then you will get the one from completion of the mission. -
Once you get the Founders and PI Safeguard or Mayhem, the Arms Deal/Weapons Raid is guaranteed, because all 5 side missions spawn there. And the two missions before that, you have a good chance of getting it as well, since 4 sides will be active.

I was really disappointed that the Antigravity Matrix temp power was just another Raptor Pack. I was hoping it would be like a flying bubble or something.

I am rather fond of temp powers myself. I always make sure that my villains get their Goldbricker pack, since it can't be had via flashback.
And one villain is really really proud of her most cherished temp, and likes to pull it out occasionally in hopes someone will ask how she managed to get this...
This was before the Vanguard base was open to all levels. So at the time, she had to get Field Crafter and then start a Snaptooth mission at pocket D so a hero could team with her and craft the wand inside the mission. -

I got it on a level 10 hero during the 6 year event when she got the badge for Black Scorpion.
And I often pronounce and spell it as Ourburritos (whereas Orenbega is either Boonga-Boonga, Orangebagel, or Orangeburger. -
Easiest way to find her is with either a macro or keybind set to "target_custom_next Sally"
Fly around the lake spamming that key or macro. If she is out there, she will be targeted. -
Advise him not to bother. Since the existence of a double day job location is not game breaking in any way, he would not have a chance at all of getting Bug Hunter for it. Instead, his best bet would be to simply keep quiet about it. If the devs want to fix any double job locations, they can hunt them down themselves.

It did not seem very obvious considering the entire place was in flames. Thought there would have been at least some sort of indication of what to do.
Ah well, I'll flashback it with this character sometime and "do it right", and of course, I have plenty of other villains to go through this too, now that I know. -

I just ran the Retake Your Clone Lab mission twice (part of Leonard's arc).
It appears to be unbeatable. After defeating Protean, we were told to flee. But there was no exit to be found anywhere, and the elevators on the floor beneath the one where we fought Protean were inoperable.
To make matters worse, neither of us could continue searching for very long, due to the fire. And even when standing in a spot where there was no fire, our Aid Self was unusable. Kept being "Interrupted" for no good reason whatsoever.
How are we supposed to complete this mission, other than just letting the timer expire on us? -

It's like the bad guys got bored waiting so long for me to show up that they all decided to go hang out at Pocket D or something and just forget about whatever it was they were guarding. -

Try spending some time without CoH up (perhaps an hour) and running and see if the problem manifests as well. If it does, then it would be a problem with your ISP or with your network settings, or your modem, or router, or one of countless other possibilities unrelated to the game.

I couldn't escape by jumping backward either. Perhaps it has something to do with the size of the character model. Or perhaps it is random. I couldn't even teleport out on my Warshade with Shadowstep. Kept getting that red reticle that shows that I can't port to where I wanted to.
Self Destruct worked though, as did getting someone else to port me out.
