I found the same bug. Its not patched and for me happened on a newspaper mission on a character that I had not played in over a year. Does this mean there will be praetorian clockwork paper missions? Some sort of scanner system in praetoria?

If there's a paper mission that's been removed, if you have a character that still has the mission, odd things occur. Usually it's some random mob group, with a guy that you need to take out called BOSS_NAME standing at the back. It just so happened that this time it was Nuron's Clockwork in the mission instead of Skulls or Hellions.
That first pic is just...creepy.

It just seems odd that they would install parts of GR before you bought it.

New stuff has almost regularly shown up in the Issue before it debuts via some bug or another. They've pretty much always piggy-backed (heh) new material that isn't due for release onto interim patches.

She seems to have the same tone at the end of the clockwork description as she does when she's telling us to pay attention to the giant cuff thingies on the vahzi- I mean, the Ghouls.
Perhaps Cole ate the Clockwork King and gained his powers, I don't know. I'd like to think he kept the goofy looking googly eyes as a memento.

It's not really strange that GR content is in the game already. It's just like when CoV was released, everyone had the CoV content installed, just only people who had bought it and applied the code could actually use it. It's an order of magnitude easier to manage an MMO if everyone has exactly the same client files.
And it's less strain on the users' bandwidth if you distribute the bits of content as you develop them, rather than in one big download later when it's all finished.
I decided to log onto one of my many alts, partially from boredom, partially to get the anniversary badge for the 100+ alts I have. I've got a level 8 stalker, nrg/nrg that's been languishing on Infinity since this time last year that I decide to log on with. I log in and see that I'm standing at the entrance of a cave mission in Port Oakes and decide to pop in and finish it up.
I stealth up and wander inside for a bit until I come across the actual mobs in the mission. When I found them, I was in for a bit of a shock:

Now, I've run into this kind of bug before. It happens when you have a character that still have a paper mission that was removed for whatever reason. You tend to get a random enemy type and a generic setup in the mission. When it's happened before, it's always been something CoT or Wyvern or something. This time I lucked out and got Praetoreans!
The animations look very cool on them. Their patterns of attack seem a bit odd. They have a single ranged attack that they cycle... and nothing else. No melee attack or anything else. One of the minions had a fire attack with -regen (that's going to suck), another had a pulse laser (energy DoT), and one of the lieutenants had this little antenna pop out of his back that fired a blast of lightning at me.
I don't think they're finished yet, though. Partially because of the single attack each seem to have, but also because of the description of on of the mobs. There's a lieutenant called a Builder, whose description reads as if he should rez or maybe heal minions. I tried a few times and he only ever shot at me.
They all looked very cool, though. Nicely detailed, and nice firing/attack/death animations. I look forward to seeing them when they're finished.
