The 100% part is enhanceable, so Integration takes priority over Fast Healing (75%) takes priority over Health (40%).

Dark Armor is actually pretty sturdy, but it's a little strange. Some of your survivability comes from you being invisible to the point of often only aggroing part of a group in melee. Some of it comes from locking down minions with stun and/or fear. A whole lot of it comes from a GIANT heal. It's got a tiny bit of defense and some decent resists. Oh, and you have a knockback hole that you need to fill.
As for Death Shroud, it's actually an endurance saving tool. You see, Death Shroud costs only as much endurance as a single-target attack, but it does AoE damage. If Death Shroud is causing you to run out of endurance, it's better to stop attacking than to turn off or skip Death Shroud. That said, I suppose I should admit that on my Katana/Dark, I prioritized getting my single-target attack chain working first, so this would be a "do as I say, not as I do" situation. -
While I BELIEVE that DM/SR could solo a couple of canon AVs with just SOs, I have yet to see anyone post success with an AV using just SOs on ANY scrapper. I hope to some day, but I've just had other things that have interested me more.
Back on topic, with Regeneration being what you want to bring to PvP, I'd suggest Katana/Regeneration. Katana makes Regen a lot more survivable by adding a lot of melee defense, plus it has good single-target and at least passable AoE damage. It's not the best in large crowds, but it'll solo just fine, and take down AVs just fine. -
Hmmm. Well, it might be an intentional difference by AT, but it sounds more like a bug. I mean, if they wanted it to do more damage to you in some situations, I'd think they'd want you to take more damage keeping uplevel enemies stunned rather than downlevel enemies.

Well, I hate to break it to you, but you probably won't be soloing AVs and pylons with a common IO build, and your DPS won't be stellar. That said, I'll post my SO-only build that I *think* would be able to solo Manticore with enough tries, but I know from experience that it is slow and painful going. And it doesn't have the DPS to solo a pylon. Also, if I remember correctly, there's a stupid error somewhere in this build, but I'm not spotting it. I do see that I'll have pauses in the chain while Hasten is down, but I suspect I settled for that rather than remove damage. I don't remember at this point. Maybe Umbral will spot the error, and possibly some other areas for improvement. He's good that way.
You want to chain Divine Avalanche -> Gambler's Cut -> Golden Dragonfly -> Gambler's Cut -> Divine Avalanche -> Gambler's Cut -> Soaring Dragon -> Gambler's Cut. That double stacks Divine Avalanche for all but a fraction of a second. You need Gambler's Cut to recharge in 1.58 seconds (+90% recharge), Golden Dragonfly in 8.45 seconds (+43% recharge), and the others don't need any recharge for that. While Hasten is up, even +90% recharge is trivial. While it's down, you'll need a lot of recharge. The answer that is no more expensive than regular IOs is frankenslotting the attacks with cheapo multi-aspect IOs from sets. But if you're dead set against set IOs, just substitute common IOs for all the SOs in this build, and you should be good.
While leveling up, you might find it useful to take Sting of the Wasp. I'll also recommend The Lotus Drops on anything but a hard core single target build. But then, it looks like you're looking for a hard core single target build.

You likely just have easily-resolved build issues. There's nothing particularly endurance-heavy about Broad Sword/Super Reflexes. You have Stamina, right? If so, then it's pretty much down to your attack slotting. Attacks need endurance reduction. The best cheap way at your level is to frankenslot. As for being squishy, do you have Tough and Weave, or did you skip those because of the endurance issues? If you skipped them, take care of the endurance issues and then pick them up. They make a big difference. Do you have Combat Jumping or Hover? I'd suggest one or the other. How about a Steadfast Protection unique? If you're going to invest in one IO on a Super Reflexes, that's the one.

Well, it won't have the survivability of an Invulnerable tank in most situations, but in most situations you won't need as much survivability as a tank. What it should have is a nice balance of survivability and damage output.

As others have indicated, do what you can to hit the magic 45% defense for PvE. I'll post a build template that does it with a single IO. Not saying to do it that way, but it's one way. Using IO sets and dropping Maneuvers is a better way.
I also think it's important to slot and use Tough, and to pick up as many hit points as you can, such as getting the accolades. To the extent possible, you want to turn your one-trick pony into something that can survive the hits. Aid Self may also be useful in that regard, but isn't strictly necessary - BillZ doesn't use it, and he's posted what he can do with his.
(Edit: Oh, and here is a link to attack mechanics. But the very simple version is that almost all PvE enemies you regularly face will have a 50% chance to hit. You subtract your defense from that, and the minimum chance to hit is 5%. Therefore, the maximum USEFUL defense most of the time in PvE is 45%. There ARE a fair number of defense debuffs, but a well-slotted SR all but ignores those. And there are occasional enemies with higher to-hit, but they seem very rare outside of Architect Entertainment.)
(Edit: Also note that there's almost no such thing as close enough to 45%. What about 40%? You're getting hit twice as often. 44%? Getting hit 20% more often. On a super Reflexes in PvE, it's almost "soft cap or go home", at least when you crank up the end game difficulty.)

Well, I haven't been on my Super Reflexes for a month or so, but I doubt it's bugged. Super Reflexes is a great secondary for PvE, but you have to have a basic understanding of the combat mechanics and how to achieve what you need. More specifically, have you heard about the defensive soft cap (45% defense)?
PvP is a different story. Not my area of expertise. -
Divine Avalanche -> Gambler's Cut -> Sting of the Wasp -> Gambler's Cut. So no knockdown, and that's why the DPS is lackluster. But that let me fit in The Lotus Drops, which I decided I wanted more than the DPS in this case.

I think my Broad Sword/Shield Defense was the most fun leveling up I've had so far. I planned out an uber build for him, but eventually realized that while it would be a great toon, there wasn't really anything he would do BETTER than my other toons. But yeah, a whole lot of fun, and a great combination. Enjoy!

ClawsandEffect made an inexpensive Katana/Dark build that still soft caps, so you don't have to spend six billion influence to get there.

Startled the heck out of me when my Emp at level 50 jumped into a mob of low level Hellions in Atlas Park. The tics floating up off her from OG were coming in at 17 per Hellion.

Main thing is that I'd have picked up 15% melee defense from somewhere, slotted Parry as an attack, and used an attack chain of Parry -> Head Splitter -> Parry -> Disembowel -> Hack. Keeping your melee defense soft-capped without taking a huge hit to DPS would be nice. With nothing to stack it on, the range defense won't do much, but it can't hurt.
You'd average higher damage if you completed the Mako's Bite set in Hack.
Integration has a higher base to work from, so I'd at least swap the Fast Healing and Integration slotting.
I'd pick up a couple more 5% recharge bonuses. Maybe Crushing Impacts instead of Mako's Bites? -
Yeah, the high endurance cost and low base accuracy are definitely factors against Cloak of Fear. Another thing to watch out for is that it only ticks every 5 seconds instead of every 2 seconds.

I pack a lot of +regeneration in my builds (Regen and otherwise). I do it because sometimes I just want to sit back and coast and not have to click things to stay alive. The FEEL of Fast Healing vs. Moment of Glory is quite different. You might reasonably prefer enhancing one or the other independent of the survivability benefit. Granted, that's just a flavor of "don't care if it's true or not". I don't care if it's true or not, I just like +regeneration.

I figure we're still in the buying phase from the double XP weekend. That's when I finished leveling up, and I'm still buying. I held off on purples for that reason, but I've gotten impatient now, so my bids are out there and slowly creeping up.

Taking it a step further, when my build is finished, I'll be soft-capped to all positions, plus let's say I'm averaging about 50% resistance. Compared to enemy damage, that 30 DPS is 60 DPS before my resistance, and 600 DPS before my defense. Figure half of those ten enemies are minions. That's 120 DPS for each minion I stunned. Believe me, those minions wouldn't have been doing 120 DPS.
Most Dark Armor builds have MUCH less defense than that, so the numbers are much smaller. So when fighting small groups with more average defense, Oppressive Gloom will indeed be a benefit. So that's where we get the rules of thumb like "Oppressive Gloom prevents much more damage than it causes" and "slotted Health will counteract the health drain from Oppressive Gloom." These are probably good rules of thumb, but they stop applying in edge cases like farming or extreme-defense builds. -

Council Empire. I kind of got sick of wading through AE, plus I like purple drops. Mind you, I'm pretty sick of Council Empire at this point, so maybe an AE arc would be a nice change of pace. Whatcha got?
