This conversation is dumb...
Flash would be a Scrapper with Super Reflexes.
Also, Tankers should have low damage... they are tankers.. not broots or scrappers. They should have excellent defenses with moderate support. and mediocre damage -
I can feel for the OP and for a different reason: I'm a VIP player.. yes I don't get full access to the game. I have to pay stupid 'points' to unlock powersets that any other game would give me since I was VIP. I've already cancelled my sub. I already give this company the standard fee of $15 dollars which is no more than any other subscirption based game..
..yet they are still trying to sucker me into buying 'points' to unlock stuff that I should have immediate access to the moment it goes live. WoW doesn't even do this! And those guys are evil! EEEEVVVVAAAALLL. I dunno. I understand this game is technically 'dead' since it no longer rakes in enough cash from subscriptions and no, don't argue the technicalities and meanings of the word 'dead'. Because this game is certainly not vibrate anymore if that makes you feel better. The moment a game goes F2P or in this case P2Win, the game might as well be labelled dead. I hope City of Heroes 2 isn't going this route whenever they announce it's in the works. -

1. There is a lot of recharge here. Be aware that you can only cast 1 spell at a time thus some abilities don't need to recharge so fast. This is more of a personnal issue though. If you feel comfortable with that much recharge then go for it. But I see alittle too much for my tastes.
2. Rain of Fire doesn't need Accuracy. Replace with another Damage
3. Gale doesn't need any slots.
4. Combat jumping's defense is laughable. No need for slots. Expecially endurance reduction.
5. Steamy Mist is another personnal choice. Some people 6 slot it with maxed Defense and Resistance or some endurance reduction. Personally, I like 6 slots 3 Resistance, 2 Defense, 1 endo redux. It certainly doesn't need Recharge.
6. Hurricane doesn't want knockback. It wants -tohit.
7. Tough and Weave need Endo Redux to me. You're endurance is going to drain very quickly.
8. Freezing Rain doesn't want any damage or accuracy. It only need 3 Recharge Reduction.
9. Fly doesn't need any slots. Just 1 fly SO.
10. Lightning Storm's Accuracy SO needs to be changed to Endurance Reduction
11. No. Slots. In. Hover. I chuckled at this.

No, this isn't the best I can do but it keeps all your powers in their place. All I did was simply move around slots and enhancements. You're extremely endurance heavy but that is the typical of Storm Summoning. Turn off Hurricane if you're on a team where you're not going to be in melee. But be aware while soloing that Hurricane pretty much makes you invincible as long as you keep enemies within it.
Protip: Hurricane stuff into corners using Gale to herd them around.
I always do 2 Accuracies in my powers because I LOATH missing. If you're more comfortable with 1 then I highly suggest replacing 1 with an endurance reduction in all the powers you want. -
Yeah, Crabs dish out quite possibly the highest AoE damage consistantly. Their Single Target damage isn't too bad either with their triple pets.
But..
Rad/Dark/Leviathan Blaster. There is no other choice.
Aim (With Build-Up Proc) + Soul Drain + Knockout Blow will blow out your monitor because it simply cannot show you that much awesome. -

Seriously guys, a single target attack isn't that great. Sure, against AVs it can do some serious damage but it that really enough to compensate these sets? I don't think so. Ice is already a great single target performer. Sonic has it's -res component, DP needs help but thats for different reasons entirely. Water Blast is fine as well.
I'm just not understanding the panic that is happening concerning this change to snipes. Even with this change snipes are still rather gimmicky. They aren't becoming the next Rage+Burn or anything. The only set that is possibly going to benefit the most from this change is Electric Blast which needs it the most since it doesn't even have a Tier 3 blast.
Over-all. No comepensation needed for Ice Blast, Water Blast or Sonic Attacks. Still look at DP though.. animations make the DMV look fast. -
Technically, due to War Maces's mitigation of knock-up and stun, it does favor Scrappers and Tankers over Brutes. Brutes dislike the effects because if something isn't attacking you, you aren't generating fury as fast. Because of this effect, War Mace's mitigation is more welcome on Scrapper and Tankers.

Mine is Rad/Dark/Psy and it's really blapper-y. I like it. He was first Rad/Fire but Soul Drain is BAWS!

I can't explain this very well at this hour. This post is editted to simply say:
Playing certain ATs bring certain mentalities. Defenders and Corruptors have different mentalities and thus it's not as easy to say which is better at any particular role. -
Really want Energy Blast and Dark Blast to be able to be both white and black.
Same with other sets. Would be cool. -
Even if the snipe changes go live. It won't make any set anymore powerful. The requirements to have snipe 'not suck' are really high and aren't going to turn any set into anything more amazing then sets without a snipe. Sets without a snipe don't have to build for tohit or to some arbitrary number and can focus and better stats. Snipes are still over rated. A single target high damage attack can only be so useful.

Please fix Mercenaries. They don't have to be the bestest set evar.. but can we please just buff them to a manageable level? Serum should be changed to 'Stim Pack' and all the soldiers do the 'AWW YEAH' and lose 10 hp then go on an uncounterable killing spree.

I like LSK's build too but it doesn't use Granite. Either way, it's more flexible and provides the tanker with both ways to play Stone Armor: With/Without Granite.

Oh and I think I forgot that Frost is better over all than Ice Sword in nearly every situation.. can't remember who pointed that out.. it was someone's guide. Thanks for reminding me of that Nemu (unintentionally).

Just make 1 giant AT with every power like it was in Alpha.. that is what this game has become now anyway with stuff like IOs, Incarnates and the new P2Win powers. =(

It's too small a change to justify any way.. i'm actually curious as to why they didn't do this originally considering we (as in many other games) always refer to COLD instead of ICE. Meh, it's a minor point but I'm surprised to see so many down votes when there is no real justification other than 'derp I'd rather have them do something else' then I respond to 'with wut?' then they say something ellaborate and not even on the same level of effort.. It's liek asking someone if they want vanilla ice cream and them saying no because they'd rather have a sundae with a hot [insert gender of choice] spoon feeding it to us while watching [your favorite show here].
Yeah, we all would like that... but we're talking on the level of a simple ice cream cone. -
Before you rush out and make a Bots/Traps, also try Bots/Dark which is just as amazing if not more so in some situations.
But yes Bots/Traps is GODLIKE that can pull off WICKED SICK HAT TRICKS... sorrybeen playing too much of another game..

There is no 'safe point' per say. Cascading Defense Failure is what really keeps that strategy in check. 56% def is still ratehr impressive. I'm assuming you're doing Incarnate content (if not you only need 45%).
Of course, some would say 'the more the merrier' and I would agree if you're concerned with enemies plummeting your defenses.. but then again, you shouldn't be too concerned. You have your resistances to fall back on. The added defense is just an additional cushion.
