I think Lockdown chance for mag 2 hold is great in Distortion Field, and if you're using Basilisk's gaze for the set bonuses you could do worse than it's proc. In an Electric/Time I would not put impeded swiftness chance for smashing damage because I don't want it waking up people in my static field, but YMMV.

First thing I noticed, this build is very expensive, you're using 4 purple sets, an a good chunk of a 5th, and that's not going to be cheap. The confusion purple set is pretty cheap on the market, but the hold, ranged dmg, and ranged aoe damage set are going to cost a lot. If you have the money, great, otherwise you may want to go a bit cheaper.
I also question your inclusion of weave. You're sacrificing a lot to get you're softcapped defense, boxing and tough aren't really doing anything for you. You could drop the fighting pool, pick up combat jumping and hover, and still softcap defense with you're build, then you'd have an extra power choice(which should go to flash, it's your only AoE hard control power), and some more slots to spare.
I also think you're missing out the the most important power out of Ice Mastery, Ice Blast. With blind and spectral wounds you have the beginnings of a very strong ST attack chain, and it's a shame to see you picked one of the epic pools that have a great addition to said chain and didn't take the power.
On to more specific points.
Spectral wounds is way over the damage ED cap, you'd get more damage dropping the proc from the set in instead of one of the others enhancements in the power.
Blind would benefit more from a straight damage IO than a second Acc/Dam IO, you allready have plenty of Acc on the power.
Decieve is way over the confusion ED cap, but doesn't have the amazing proc from the set you're using which I find a bit odd, you should drop the straight confusion IO(don't worry you'll still have over 40 sec of duration), to get that proc)
Fly allready hits the flyspeed cap without enhancement, and the second BotZ IO isn't giving you enough of a set bonus to warrant it.
I'd drop the Acc/Hold out of Distorion Field and putting in the proc from basilisk's gaze instead. Acc does nothing for DF, and the hold is short and unreliable, so you're not getting much out of that enhancement.
You're hasten would still be perma with only two(or even one) recharge IO, just so you know
Slowed Response could use a little more Acc, a single Acc IO would make such an important power hit a lot more often.
If you do drop the fighting pool, you can throw those resistance uniques into frozen armor, one of the reasons I like Ice Mastery.
Frost Breath is way over the damage ED cap, but you could throw in that chance to knockdown proc to give the move some extra control.
Also, another general note, you're hitting perma PA, Chrono Shift, and Hasten by a large margin even before your alpha slot. If you're going to devote this much to getting recharge bonuses, you may want to pick a different alpha slot(musculature is always good), because honestly you're not benefit that much from the extra recharge. -
Heck, I'd love to take all the powers in Ice Mastery, but I'm not skipping either of my last two time powers for them. One new advantage of the old Illusion/Rad is they can take their whole epic pool if they want(like Ill/Rad needed to be better). It is slightly annoying that the best two powers Time gives to illusion are the last two.
I've been thinking of modifying my build just a little, taking away a slot from temporal selection(leaving it with just a heal IO), and adding the tempered readiness chance for smashing damage IO to distortion field. What does everyone think? -
I also went mace mastery myself. More pets are awesome, and the -res on that ray is very attractive, but I thought that having a good strong and quick ST blast was more important for me. YMMV.

Psi is a great epic, don't get me wrong, but for pretty much all the reasons mentioned by Local Man, I choose not to go with it. In fact, after looking at all the options (both hero and villian), I really narrowed it down to either Ice or Fire.
They both provide a good single target blast, fire does a little more damage, but ice provides some kiting ability with the slow(enhanced by spiritual radial paragon even), and can slot the slow damage proc. Fireball and ice breath are fairly equal, fireball hits more foes easier, but ice breath deals more damage and has the slow once again.
As far as shields go, a defense shield is simply better for most purposes, it allows for softcapped defense, which isn't necessary for a controller, but doesn't hurt as long as you are not giving up control for it, can slot those great globals, and still can take resist IOs.
Hibernate and Rise of the Phoenix both do about the same thing, they help you when things go bad. RotP saves you when you face plant, Hibernate prevents you from faceplanting, I prefer the latter. Honestly neither Ice Storm or Consume really fit the Illusion/Time build. Ice storm is a DoT, and isn't going to get perma, and Consume is a PBAoE that provides no real control, and the build has a ton of end as is.
You could easily use fire instead of ice in my build, psi would weaken the build. I could see Primal being decent but not great, and none of the PPPs provide a good single target blast. -

1. every 10 seconds
2. chance to go off with every potential tick of the hold
3. chance to go off every time a hold does
In an activated ability, a proc has a chance to trigger when the ability is clicked.
In a passive or toggle ability, the proc has a chance to trigger every 10 seconds the power is on.
Pseudo Pets are a special case, because even though they are activated abilities, they inherent the proc, and their own ability(which is passive for them), can trigger the check every 10 seconds.
In short, Pseudo Pets are awesome. -
I'd agree that with the short duration of the hold, hold enhancements are not the greatest. However, the basilisk's gaze proc does have purpose in Distortion Field, and I think it warrants being in there. I also want the power to have some endrdx and some recharge in there so, and since I'm allready using the proc I might as well use the rest of the set because the set bonuses are amazing.
The lockdown proc would be useful in the power, but I consider the holds to be an added bonus in the first place, nothing to be relied on, and I can't really think of any enhancements in any other powers I'd want to slot in order to get the proc(and if I did have a spare slot, there are other places it would go first)
I don't want to slot slow effects because between /time, ice mastery, and Spiritual Radial Paragon I can cap slow move speed easily without slow sets. That said, while I don't need slow sets in this build, I could see tempered readyness being very good in another build(I personally don't like pacing of the turtle, unless you really need accuracy it's only really good bonus comes in at the 6 slot mark which is way more than pretty much any slow power needs).
So basically, I can either keep it at minimum slotting, when it will still be a good power, or I can mule some extra recharge, recovery, and defense out of it. I choose the later.
EDIT: But of course, when I actually realize how Lockdown works because I read it(I thought it was chance for +2 Mag), I realize I should have it in there. I suppose I can give up 1.5% recovery from Time Crawl in order to squeeze that proc in
Also, silly question, how do you slot enhancements in mids that are lower than the max level for the enhance?

If you're not married to psi, soul mastery is a good PPP for fire/rad.
It's got an end heal and +dam move that both do PBAoE damage, a targeted AoE blast, a pet, and a decent shield, and since fallout is skippable you can actually get all 5 powers from it. -
My best is 9min 20sec, but it was with a controller so I feel happy about it(an Illusion/Time controller)

Here is the build I'm working on, it had no purple sets(aside from the confusion set, which is fairly cheap on the market, and the proc in PA), perma Phantom Army, Chrono Shift, and Hasten, near softcap S/L defense without having to use Superior Invis(which isn't slotted for endrdx so shouldn't be used in combat), and tons of recovery and accuracy, with some decent damage to boot.
EDIT: I played around with the build a bit. By using HO's in farsight over IO's, I was able to free some slots up to cap damage on a few abilities, and add some endrdx on superior invis, allowing for true softcap S/L defense without sacrificing control. And in a really long fight or against end draining mobs, you can turn off sup invis, still have almost 44% S/L defense, and have really good recovery.
If you decide you want Time's Juncture(which I don't think is necessary, this build is plenty hard to kill as is, and I don't think it's worth going into melee for), you can remove combat jumping for the ability, and take the procs out of slowed reflexes and ice blast to put three of the dampened spirits set in there(the -To-Hit, -To-Hit/Endurance, and -To-Hit/Endurance/Recharge ones). Dark Watchers despair will violate the rule of 5 on +2.5% recovery.

It look similar to what I was building, save you skipped slice for grant cover which does save slots, but it makes exemplaring to level 20 or lower painful.
My biggest problem is I can't seem to get perma hasten(which is needed for the hack->HS->hack->disembowel attack chain if I recall correctly) and get softcapped defense. -
I was thinking of rolling a broadsword/shield defense scrapper, a) because I really like the aesthetics, and b) I like all the knockup/down from disembowel, headsplitter, shield charge, and spring attack.
Unfortunately, I'm not used to scrappers, so I'm not good at picking their powers and slotting them, and I don't really know how to get a good build. In mids whenever I try to softcap def without using parry, I find myself unable to get a good enough recharge to make a good attack chain, and my regeneration and resistances go largely ignored.
I suppose what I'm looking for in a build is maximum survivability while still having a decent attack chain, and preferably spring attack. What are some suggestions for achieving this? -
It should be noted, that one of the best BS attack chains(if not the best ST chain): hack->disembowel->hack->head splitter contains a knockup, a knockdown, and a -def move(that hopefully has the -res proc)
Plus, broadsword has more weapon customization options than any other weapon except maybe dual blades, so that's a plus.
I used to think taking BS with a def set sucked, but since the really good attack builds don't use it anyways, it's not a big deal. You take it when leveling up, and respec out of it later in def builds. -

I've seen people raving about /poison too
since Elec and poison are two set I tried but didn;t like (didn't give a chance to?) I'm thinking about trying Elec/Poison to 38 as an experiment.
Electric lives in melee though, so putting that extra layer of control and safety in with the set helps make it insane. Electric is a set with no truly great powers, but amazing synergy between the powers. Static field, conductive aura, synaptic overload, and jolting chain all combine together to provide amazing AoE control, and Time's Juncture and Distortion Field just add onto that combo, covering the holes where mobs might actually get an attack it.
By the by jolting chain is great, and should be in any electric build. It's great if you miss a control power, and it knocks down bosses long enough for you to stack another hold on them. -
I think these are the two sets that have the best synergy with demons without a doubt, and they are both really really good.
Thermal is defiantly an easier ride, while I think world of pain is just as good as the shields in the long run(the rest to psi makes up for the less res IMO), it takes some work to be perma, requiring an IO build, an likely a spiritual alpha(but a spiritual core paragon is about the best alpha you could pair with pain dom). On the other hand, I think it's a little easier getting some of the other abilities in pain dom perma, so maybe that balances out. -
/time is a great set, but it doesn't benefit demons any more than it benefits any other melee pet set.
Thermal may well be the gold standard of Demon sets. With thermal you don't really need to be a tankermind, because you can fairly easily cap the resistance of your pets, heal them, and provide status protection. Add in the late game buffs/debuffs of thermal with the whip attacks and you're pets will do high damage and be tough as nails.
Honestly, I think sonic for most cases is bad thermal. It's pretty easy to cap resistance with demons using thermal, and while sonic provides a little more -res, I think thermal just provides more useful tools overall(most notably the heals), and is very thematic.
Dark is good with all pets, especially melee pets, but it works better with defense pets. To-Hit debuffs are simply stronger when paired with defense than resistance. In any case, dark is great if you want a more active play style, and you want to protect your pets with controls/debuffs more than buffs. It also is fairly thematic.
Pretty much everything I said about dark applies to storm summoning, except in addition to being slightly better for defense based pets, SS is also a bit better for ranged based pets. It's still a powerful active set that relies on control and debuffs, but it's synnergy isn't as strong.
Traps is traps, it's a good set if you like it's playstyle. While slightly better for defense than resistance, it's not enough to matter a great deal.
Trick arrow is great is you want an active controller-y set. Bonus points for having multiple pets who can ignite oil slick arrow(which is a fairly big deal).
Force field I personally think is boring, and I think thermal does the job of protecting you're pets better. Once again Defense stacks best with defense, and resistance stacks best with resistance(-To-Hit stacks best with defense, while -Damage stacks just as well with either).
Pain Domination is actually a really good set that meshes well with demons. The heals are very strong, as are the buffs/debuffs. World of pain is also amazing if you can get it perma(which takes some doing, but if possible, especially if you slot a spiritual...which is a good idea for pain domination anyways) -
Time is rather end heavy, that much is true, but you with some good endrdx slotting you can manage.
What are you trying to accomplish with this build? Are you aiming for perma chorno-shift, do you want high damage, high defense? It would help to know what you're aiming for.
Also why do you have two travel powers? It would make more sense to either grab a tier 3 power form a travel pool, or get another epic power instead of a second travel power. -
I think recharge is a better option than relying on power boost. If you can perma chronoshift(which is a worthy goal in and of itself), you can then get farsight below 60sec recharge, which means you can double stack it, providing around 28 defense to all positions and damage types from that power alone(and a nice tohit buff to boot.) After that you can just pick up a defense shield from you're epic(Ice is good, though ice storm may be a miss for you electric types), and you got easy S/L softcap, and with some basalisks gaze sets that you were probably going to slot anyways, energy/negative softcap is pretty easy to hit as well.

Dominators are a bit harder to play than most archtypes, and if you play them like a blaster or a scrapper you will be killed. I think they are appropriately placed because if a new player who knows nothing about the game grabs a dominator thinking they'll be like a ranged or melee dps class form another game they'll be sadly disappointed.

I just love how interesting and varied controllers are. You could make 5 controllers and have more play variety than if you made five different characters with other archtypes.

How about this then. if has perma PA, hasten, and chornoshift with a little extra room for error, plenty of endurance, and still manages to softcap S/L defense with pretty much no effort(If you take a defense shield in you're epic this build almost caps itself.)
Without spiritual it's PA and hasten are slightly less than perma, but even a basic spiritual boost gives it enough recharge. With all the endrdx and recovery in there I don't think cardiac is needed, and I really like the extra heal, slow, and ToHit spiritual provides.
Also to note, I don't like Time's Juncture, I know others do. If you want it you could just drop recall friend and use the slots from Spectral Terror to slot it.

My game has been freezing up and crashing Intermittently for the past month or two. Sometimes I can play for hours with no problem, sometimes I crash every five minutes. Sometimes I can ctrl+alt+del out of the game and exit out before my whole computer crashes, but usually I'm forced to perform a hard reset to get my computer working again. When I do ctrl+alt+del out successfully, it says something about my drivers failed and having had recovered. I have allready updated to my latest video drivers to no avail.
