First off. Your Video card drivers are rather old. I'd recommend uninstalling the drivers you have, running Driver Sweeper in Safe Mode to remove the leftover pieces of the drivers, then installing the 11.9 drivers in normal Windows mode.
Also, your CoH Helper report has quite a bit of incomplete data. Did you run CoH Helper by right-clicking on it and selecting Run as Administrator? If not, please re-run it and follow those instructions then post the results in this thread. Don't start a new thread, it makes it difficult for people to keep up with what is happening when they are trying to help you.
Another thing, is that the complete HiJackThis log? It looks like some of it is missing.
One thing I do notice that is odd in what there is of the HJT log is that it shows the following:
O23 - Service: NVIDIA Display Driver Service (nvsvc) - Unknown owner - C:\Windows\system32\nvvsvc.exe (file missing)
You don't have an nVidia graphics card in your system, it's an ATI card. I'd recommend going into Programs and Features and Uninstalling the nVidia display drivers from there. If you can't find a listing for the nVidia Display drivers there, you may want to disable that entry in the Windows services.msc file. -

Because otherwise you'd have a problem I think... create a Praetorian, then drop to Premium.
From what I remember of the testing that others did, once they drop to Premium they wouldn't be able to access that Praetorian character if they were still classed as a Praetorian (hadn't leveled to 20 and chosen Hero or Villain when leaving Praetoria) unless they purchase the Create a Praetorian content through the Paragon Market, find purchase and apply a GR retail box code on the Account page (Snow Globe's testing shows this still works to get all GR content opened) or return to VIP status.
So yes, if they drop to Premium status those Praetorian characters that haven't chosen to leave Praetoria would be locked to them with just the basic Premium account. -
He was introduced in a post by Avatea in June, 2011. I've seen several of his posts, many of which have been in the French forums with a few posts in the English sections and Beta sections as well.
Most of what I've seen of his posts of late has been in either the Thank Goodness It's Mission Architect Thursday! threads or in the Creative Caption Craziness and Tell A Story contest threads.
Since Avatea has departed the studio, I suspect we'll see him taking over more duties such as the City of Comics Creators thread, updates to the Weeky Strike Targets threads and more. -

There are no newer drivers for that chipset. Intel stopped supporting that chipset with drivers in favor of newer low-end chipsets.
You could try lowering the resolution to 1024 x 768 or 800 x 600 but that would be one of the few things you might be able to do to resolve the problems if you are going to continue to try to use that laptop for playing CoH.
That graphics chipset wasn't designed for gaming. It was designed for running basic Windows programs like Word Processors, Spreadsheets, Internet Browsers and the like.
It will do a fair job for the things it was designed to do when it was released in 2009, but playing graphics intensive games was not one of those functions. -

It has been clearly stated in everything I've seen about Freedom that Incarnate access requires being a VIP.
I'm not sure why you feel cheated. -
My suggestion would be to reopen your ticket with support and politely ask that it be escalated to a Senior GM.
If they still seem to be not helping you resolve the issue, keep asking politely that it be escalated further up the chain.
Whatever you do, remain polite. -
Ah, the one you didn't ask about previously.
It's my own fault for not checking the registry first to see if there was an entry by that name. -
I never see grey numbers except during Hamidon Raids and the various Invasions.
Also, depending on which character I'm on, I don't always see all of my damage number on screen anyway. I'm putting out more damage on some characters than the system can show.
That being said, more options is usually a good thing. -

If anything with the illumination of PvP, which was origionally in bases, they are even less of a drain on the system.
Bases are a drain on the system in that they are a fully instanced map with multiple types of items being allowed to be placed in the base as well as being moved around.
On top of that, some of those items that can be placed in bases also have storage of various items as well.
All of this is using server resources both in database space for the base, the items in it, their locations and any items that may be stored in those items. On top of that it is using server resources to create an instanced map each time the base is accessed.
The Devs told us at the Player Summit that the base system itself is very fragile. The load it places on the server isn't as minimal as many would like to think.
