I have a Pillar of Ice and Flame in my base. It adds no additional cost to base rent.
The base portal is extremely convenient to Taskmaster Gabriel.
Similarly, an Invention Worktable could be placed in the base for no additional cost to base rent. -

I had no problems getting him to accept running Missions in Ouroboros for completion and got the 2 Empyreans as a reward for completing the arc.
All done through Ouroboros since I had already completed the arcs normally before he was put in the game.
Make sure you are talking to the contact after getting the end of arc reward table or the game won't consider the arc to be completed. -
If you do not have any Enhancement Converters you won't get the Convert link on the Enhancement tray.
I didn't remember to look at TJ's tray after he had used some to convert a few enhancements and was out of Enhancement Converters to see if the link disappeared, but I know that on characters that haven't gotten an Enhancement Converter that the option isn't there. -

Yes, they've introduced a new business model that has some F2P elements and a microtransactions system. That system now has ala carte items instead of having to wait for them to release a Super Booster with a bunch of stuff you may not want but one or two things you absolutely want.
So, how much money have I spent outside of my subscription to enjoy the game and get goodies from the store? Not a cent. I've bought Super Packs. I've bought powersets. I've bought a German Shepard even though only one character will use him. I've bought emotes. And I've still not spent a cent above my subscription
Yeah, it's obvious that you are right and they only care about new customers. That's why they give me points every month and new rewards in the Paragon Rewards shrub, along with all that free content.
They have released more new powersets in the short time since Freedom launched than they have in any year since at least CoV launch. Even Going Rogue only released 4 new powersets. -

They can't get missions in DA but they can get in the zone.
EDIT: I currently have a Level 23 Blaster on my Premium account in DA, so not only is it not level restricted, it isn't restricted from Premiums either. His level and the account status both make him unqualified to be recruited. -
It appears that your Video Driver installation is corrupted judging by the date shown on the driver. If the Audio driver had the same date I'd say that was caused by using a date format other than MM/DD/YYYY on your system. Since the Audio driver date is correct but the Video driver date is funky that usually indicates corrupted drivers.
The best way to avoid that is to use proper uninstall reinstall techniques as follows:
- Download but don't install the video card drivers
- Download and install Driver Sweeper but don't run it
- Uninstall the Catalyst Control Center and Video Drivers from Programs and Features
- Uninstall the video card from Device Manager
- Boot into Safe Mode for Windows and run Driver Sweeper
- Boot into normal Windows and cancel any driver installations.
- Run the installer for the drivers that you downloaded previously
- Run CoH Helper again and paste the results into Notepad and check the Video Driver date to make sure it is correct and not the 01/01/0001 it currently is.
Also, your CoH Helper report is missing all of the ingame settings. Are you downloading the file and then running it as Administrator or are you either running it from the download link or simply downloading it and just double-clicking it to run?
If you are doing the right-click to Run as Administrator on the file, then something on your system is interfering with CoH Helper being able to read from the registry. That could also be causing other problems including the ones you listed.
Lastly, the ALL ACCESS: Gameplay/TechnicaL Issues & Bugs forum section is a better place for this as that is where most of the Tech people hang out or look for this type of issue to be able to help.

He only stays in your Active Contact list with an unfilled bar if you skip one or more of the optional missions.
Unfortunately, it looks as if they tied moving him to the Inactive Contacts list to having completed all four of his missions. Even on a character that has complete all four missions and is showing him on the Inactive Contact list the bar is still looking like it's about 1/3 to 2/5 of the way filled. -
One thing that people forget about is that you MUST have the Remember Account Name box on the login screen checked. If it isn't checked, it won't create or use the playerslot.txt file. This may be why you can't find the file.
Otherwise, Feefa J has it pretty much correct.
The playerslot.txt file is located within the games installation directory inside a subfolder based on your Account Name.
It can become corrupted or set to read-only. If that is the case then you can simply delete the file and the game will recreate it and you'll be able to re-order the character list and have it saved. -

He didn't change his mind. The part that was removed was a violation of forum rules. Rule #4 of the currently posted Message Forum Rules and Guidelines states:

Instead of changing shields try zoning to see if that fixes it.
If it doesn't, try using an emote such as /e teabag (I know that emote works with a shield out)
If it doesn't, go to https://support.cityofheroes.com and log in to your support account (create one if you haven't) then use the Ask A Question tab (yeah, you aren't going to ask a question) to report it as a bug. Give as much detail as you can including not only what you listed here but also what zone you were in at the time and any other steps you took to try to get it to show the shield (including my two suggestions above).
I'd test it on my Shield Scrapper except I'm not willing to spend points on the Coyote Travel Power. -
I'm sure that, like the rest of the Paragon Rewards and Tier structure, this was not a snap decision and where to place those rewards was discussed rather extensively.
I believe the Devs have made a pretty fair set of decisions with where things unlock and how much investment into the game each Tier requires.
They are giving enough away for little to no investment by a player. I see no need to lower the bar and give them more rewards for less.
If the players want access to those systems the currently priced entry point is rather modest. -

I have a few characters on the server already so didn't need to copy anything over.
I headed to Talos to look at things there.
I22 is NOT on the Test Server.
Currently on the Test Server the Halloween Event is active.
Dark Astoria's gate from Talos is open.
Dark Astoria still has it's "fog".
Mot is still sleeping. -

I haven't been to the Test Server recently so I'm not sure what version it is on. I'm not at home so I can't log in to check on it myself.
It's possible that some of the servers involved may be down while they are working on trying to identify or fix a problem.
That "unknown map" error is the same one that we were getting a few days back when the servers all went down IIRC. It could be that they either haven't been informed that those are down or they are down trying to replicate what caused the problems or find a solution.
In the meantime, just copy them to the Beta Server instead and install the Beta client. You'll be able to test some of the new stuff that hasn't been released yet as well. -

There are also 2 Repeatable Mission contacts in the zone that offer repeatable missions. Repeatable Missions are not Story Arcs and have different Reward structures. Ephram Sha is the contact for Heroes and Maharaj is the contact for Villains.
These work just like the Repeatable Mission contacts that have been put into some of the other zones in the game such as Borea in RWZ, Marcus Valerius in Cimerora, Meg Mason in The Hollows, and the group of Boyd, Huxley, Hammond, Flynn and Volkov in the Shadow Shard. -
