It's not under manage, it's a "Convert" link on the actual enhancement tray.

If you do not have any Enhancement Converters you won't get the Convert link on the Enhancement tray.
I didn't remember to look at TJ's tray after he had used some to convert a few enhancements and was out of Enhancement Converters to see if the link disappeared, but I know that on characters that haven't gotten an Enhancement Converter that the option isn't there.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

The option does also disappear when you run out of converters.
