    The behavior you describe is the exact problem that WindowBlinds causes. I'm wondering if you might not need to remove CoH from the ignore list and re-add it.

    Some of the Firewall software had similar problems at times when the coding in the updater changed. Removing and re-adding it to the safe list resolved the problem.

    Since I'm not sure how the ignore system works in WindowBlinds, I don't know if it's a specific file that's ignored or an entire folder. In either case, it wouldn't hurt to try it to see if that resolves it.

  4. Either uninistall WindowBlinds or go into the program itself and set it to ignore City of Heroes.

    This is a known conflict between WindowBlinds and CoH.
  5. Here's an easy way to tell if Taunt is working on them or not.

    Taunt the Bifurcation, have a teammate use Brawl on them as soon as you see notification of the Taunt hitting.

    If the Bifurcation then attacks the teammate, then Taunt is bugged since you should have aggro..

    If the Bifurcation doesn't attack the teammate they are obviously aggro'd on you meaning Taunt is working.

    As others have pointed out, Sniper's only move if hit with Knockback, and then it is only to stand back up.

    Well, that's not actually correct. If you come up behind them or from the side they will turn in place to face you. If you move, they will turn to face you. If you move behind an object to break LOS, they cannot move to a point that gives them LOS again as other mobs do.

    From what I gathered talking to some QA people at Paragon Studios, they don't have rednames to post under, no priveleges to post in the Announcements section, or anything similar.

    They have to rely on others, usually the OCR team, to post things. Being that this was an emergency patch to fix the Winter Event as quickly as possible, it is very likely that they worked through until they got a fix and were able to test it on the closed servers. After that, they likely pushed it out as soon as they could so that the Winter Event stuff was working right. When we had problems before, they extended the event's scheduled timeframe because they couldn't get a quick solution. However, it's possible that they haven't been able to make personal contact with anyone on the OCR team to have them post about it.

    Just to get it posted here in the forums for all to see, I have a question to ask Cai (again).

    Is teaming allowed or is it against the rules?

    Yeah, seems ridiculous for the person that doesn't even team at Hami or Ship raids to ask about teaming, but well, some people need things spelled out specifically.

    When you start receiving replies for the new petitions, explain that you no longer have the email account that was used to set up the account and ask if they can help you get it reset to use your new email address and a password of your choosing or if they can just reset it as if you'd never set it up before. They may have to bump that portion up to a senior GM, but they should be able to offer some assistance with that.

    I can say that Positron posted last week about the 3rd freespec being granted tomorrow as well as why we'll be getting the 3rd freespec.

    Game Freeze

    Riva Tuner is likely the culprit for your freezes. Turn off Riva Tuner before trying to open the Options window. It also causes problems with the windows for Contacts, Tailors and other game windows.

    There is no need to run the game in XP Compatibility mode. That may be causing other issues as well. On the Compatibility tab, the only thing that should be checked is Run as Administrator. Some people also recommend using the Disable Desktop Composition and Disable Visual Themes settings, but I've not found a need for it on any Windows 7 installation I've done.

    I have seen a multitude of problems reported when using the XP Compatibility Mode.
  14. Simple. The Veteran Rewards are tied to your accounts purchased time so the store handles verifying those as well. If the store is unavailable, it can't verify.

    The announcement of Avatea's that you quoted was for a publish on December 7.     EDIT: The only character I've used the freespec on since the I19 launch shows that he has one respec available, so we've already gotten the second one as scheduled. I don't think it requires a patch or a publish for them to award the freespecs, just as it doesn't require a patch for them to award the veteran rewards. It's all server side work. As a side note, the annoucement about the Dec. 8 second respec is still on the updater screen.
  16. Interesting build Q. I think I like it best of the presented ideas, especially since it lets me see effective IO and Set slotting. As you know, that's one of my weak areas since I just haven't gotten into IO's or Sets since they were introduced.

    CMA's guide is informative, but it seems to focus strictly on the primary and staying with one or two sets repeated throughout the build. The build Q presented gives some alternatives to those sets and the Frankenslotting appears to keep the numbers up. The fact that it also gives me useful ideas on the secondary is a major plus.

    I'll have to start pricing and buying to work on getting the IO's needed so that I'm not trying to crunch them all in at 50. I'll have to look at the various Incarnate boosts as well, although I think Cardiac may work best.

    Teaming is something I'd like to get into a bit, so I'm trying to go for a build that works both solo and teamed.

    Q seemed to have the best grasp on the concept of the character using SuperSpeed and not SJ. The inclusion of CJ and SJ along with Hurl were from doing a respec to take advantage of Inherent Fitness. One question I do have would be whether Hurl would take the same IO sets that LBE does, as that may fit more with the concept. I'll play with those in Mid's later now that I have a base to work off of and see how it compares.

    To touch on something Rangle and Nuc brought up, since this was a Level 36 Tank, I wasn't slotting for Accuracy due to the TH Buffs in Invinc and Rage. I've not had many Acc issues since getting those slotted. As mentioned earlier, SuperSpeed is one of the concept powers for the character and I guess I should have mentioned that in the previous posts. Q's build drops SJ instead of SS which suits the character better in my mind. I do appreciate the info and will keep it in mind as I'm finishing the character.

    I guess they are going to need to make the Fighting pool inherent next since it seems to be required in almost every Tank, Scrapper and Brute build I see on the forums.

  18. This isn't something I normally do, however, I'm in uncharted territory here in two ways. I've not played tanks before (and am probably not playing it right) and I've done basically nothing with IO's (especially sets).

    I know Justice has some very knowledgeable players (especially with regard to Tanks and IO's) so I'm asking my fellow Justice players for build advice. I'm currently at 36 and don't (as a rule) team. However, I'm considering changing that a bit which is why I'm looking to maximize the effectiveness of my Tank.

    I'm not looking for the most expensive build, just an effective one. So far, the only set IO's I've slotted are some that dropped as I was playing. There are a few common IO's slotted as well, and that's also from slotting what had dropped.

    Anyhow, here's the current planned build with slots and IO's as placed currently at Lvl 36.

  19. Have either of the character's switched alignment? If so, were there any open arcs on the previous alignment? Those still count against the arc limits.

    If you think that you have cleared all of the open arcs, have the correct badges, and are the correct level then you need to file a /petition. The GM's that respond can see exactly what the problem is. Once you find the problem, if it isn't anything that's been previously stated, let us know here (just don't quote an email from support or a GM, that's against the rules) what the problem was in case others run into it.

    Forum issues

    I've been unable to access the forums since Thursday evening. I posted about it on Facebook and of course I got them to load. I posted about that and lost forum access again until this evening.

    All other sites loaded fine. Just no www.cityofheroes.com or boards.cityofheroes.com

    Both sites got ping responses, flushing the dns cache did nothing, and all attempts to correct it did absolutely no good.

    Hopefully whatever it was is fixed for good.
  21. Also, make sure that the characters have the Entrusted With the Secret badge. You CAN get Ouroboros access without having the badge apparently. This was what a GM determined was the problem with another Justice player that had this issue. We checked his arcs and everything else but nothing made sense. He ran one Ouro mission and got the badge. After that, Ramiel offered the mission.

    I19 live bugs

    One of the regulars on Justice had an issue the other day where he has Ouroboros access (due to having the crytal in his SG base) but did not have the Entrusted with The Secret badge. Running an arc from The Pilgrim (or one of the other regular Ouroboros contacts) got him the badge and then Ramiel would offer him the mission.

    The GM that responded was the one that told him it was due to not having that particular badge.
