I19 bug?: Mender Ramiel won't give missions to some players

I know you've solved your problem, but having too many open arcs can be the main cause as to why Ramiel won't talk to you.

People have found finishing the Midnighters arc works because it's an arc that seems to be often left open. And given we 'go to Cimeora' in the arc they put the 2 together. It's likely coincidence and just cos they have too many arcs as the trip to Cimeora is instanced.
It's having a Major arc in the works, whether you have a mission active or not. I ran into this on my main.
I abandoned every mission she had, and he still wouldn't talk to me. I'm pretty sure World Wide Red from Crimson in PI as a Major arc. (At work and can't currently check on it.) That's probably the holdup.
Until I clear it, Ramiel wont talk to me.
Edit: Digging around Paragon Wiki, says that them max Major story arc that can be run concurrently is 5. I must be at the limit.
I run 3 accounts and right now have 2 lvl 50's logged on neither of them has the midniter badges and 1 of them gets mission from Rameil but the other doesnt so it has got me beat
Also, make sure that the characters have the Entrusted With the Secret badge. You CAN get Ouroboros access without having the badge apparently. This was what a GM determined was the problem with another Justice player that had this issue. We checked his arcs and everything else but nothing made sense. He ran one Ouro mission and got the badge. After that, Ramiel offered the mission.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Both of my 50s can't get the missions.
One has ran the Ouroboros missions, the other hasn't.
Valeron � Sonic / Energy Blaster
Sugar and Spice � Empathy / Psionic Defender
Naughty and Nice � Willpower / Super Strength Tanker
Lady Sword � sword/ Shield Scrapper
both my toons have the Entrusted badge
I've now run the midnighter ard and spoken to imperious and run the 1st daedalus arc and cleared missions and all Rameil still says to me is "There is much to do,but i fear it is not yet time for you and i to begin our journey.I shall let you know when the time comes

Have either of the character's switched alignment? If so, were there any open arcs on the previous alignment? Those still count against the arc limits.
If you think that you have cleared all of the open arcs, have the correct badges, and are the correct level then you need to file a /petition. The GM's that respond can see exactly what the problem is. Once you find the problem, if it isn't anything that's been previously stated, let us know here (just don't quote an email from support or a GM, that's against the rules) what the problem was in case others run into it.

No I had the oport. I went to Ramiel myself with my own portal and he wouldn't give me any missions. I checked this thread and then had a look at my toon and couldn't see the badge so I flew up to the exploration badge and I was then given "Entrusted with the Secret" and could do the arc.
There must be a way through teaming that you can get the portal without the badge.
Seen it happen twice now (not to me, but to others) -- level 50, mission list not even close to full, but Ramiel tells them to "take care of other business" or something like that before he'll give them anything.
Is there a requirement I'm forgetting, or is this a bug?
EDIT: OK, it appears that you must finish the Midnighters/Cimerora arc, including talking to Imperious after the Latin student. Otherwise, never mind.
