Are you creating a Hero, a Villain, or a Praetorian?
Those should be the options presented when you select Create a Character.
As a side note, when I log in to my PlayNC account, it only lists it as City of Heroes/City of Villains. And I've had GR applied to my account since it was first offered for Pre-Purchase.
EDIT: Posts came in. Sounds like you are choosing to start a Hero. To start in Praetoria you have to select to start a Praetorian. -

When you hover your mouse over the edge of a resizable element such as the Map, chat box, etc. you can click and Grab those edges to resize them. I can't recall if it changes to a double-headed arrow like it does in normal Windows apps or if it's something else.
EDIT: Looking again at your pointers and seeing the double-headed arrow., I'll change my assumption and guess that Futurias is wanting the window borders themselves to be slightly wider to make them easier to grab. -

Those are still 2 separate things to celebrate, they just occur on the same day.
I know several people that have gotten married on New Year's Eve, Valentines Day, Halloween (yes, they were a bit odd) and even on their birthday. Still two events to celebrate that occur on the same day. -

EDIT: Nevermind. Found the answer elsewhere. You have to install their crapware Steam Client in order to be able to claim the game code. Since he and I both refuse to install Steam on our computers (and he doesn't have permissions to install it anyway), I guess I'll have to start seeking a refund. Too bad, he'd have liked to be able to reactivate it and get GR on his account. -

When we were first testing the vBulletin software during one of the Beta's, I made it a point to start digging into some of the "how-to's" of things I'd been doing for a long time on the uBB forums.
I found a link on the forums that really made me happy. It's still there in the Posting Rules box at the bottom of each page. Just click the BB code link in that box. Or maybe click the Smilies link. On either of those pages, you will find a link to the FAQ that has some interesting links and information in it. Remember that some of the things you'll find mentioned there are disabled for players on our forums, such as Reputation and Attachments.
Whatever you do, don't click the Forum Rules link in that box. Bad things happen there man. Bad things. -

I'm in an odd situation here. I tried to open the images today since I needed a laugh, and judging from the comments here I thought I might get a good one in, but I got a little pop-up message that MalwareBytes has blocked access to a potentially malicious website and gives the IP address of the site it blocked. I did a ping on jumbofiles.com and sure enough, that's the IP that is blocked.
I'll just have to rely on the descriptions you kind people are relaying since I'm not taking the risk.
I wonder if the folks at MalwareBytes know a thing or two about what's going on with the jumbofiles servers that we don't know about. -

A small point I want to bring up about the email system is that it can be disabled in the Options menu. If you do not see the Email heading in the top of the chat box with Team, League, Friends, Super, LFG and Tab then it is likely disabled on that character. This setting is per character, so even if you enable it on one it may not be enabled on another.
If it is disabled, go to Menu, Options, scroll down in the General tab until you get to the section headed Email. Make sure that In-Game Email is set to Enabled and you can set the other settings however you need. Once those are set click the Apply Now button in the lower left of the window and you should now see Email at the top of the chat box between Super and LFG. -
Uninstall or disable any of the Stardock programs such as Window Blinds or configure them not to work on City of Heroes.

I added spaces after the first bracket and just before the last bracket so it would show as text
To use your example, it would be like this:

This may be helpful to others in the future. Not to knock what all_hell posted, but just to expand on it. -
My suggestion then would be to send a PM to The Television or Alpha Wolf with all of the included steps to reproduce the issue. Be as explicit as possible with every step of the process including, but not limited to, where are you zoning from, where are you zoning to, what team number you are on, are you the team leader, are you the league leader, were the pets summoned in the zone you are in when you enter Lambda or were they summoned in a different zone, etc. The more explicit the steps, the better the chance of finding exact methods of duplicating it and finding a cause for it.
If they can duplicate the issue reliably they can then start trying to find what causes it.
We had a problem a while back that seemed easy for players to experience but it took a certain set of steps to be able to duplicate it and once some players found the steps to reproduce it EVERY TIME, they were able to find the cause and correct it.
At the same time, we had several players insisting that it was easily duplicated using other methods, but even other players couldn't always reproduce it using their steps.
EDIT: Be sure to include information such as "have you been to WW/BM", "have you opened any store interface (origin stores, FP Stores, Ghost Falcon store, RWZ store, etc", "what contact dialogs have you opened", "have you opened the enhancement window, Incarnate powers interface, etc", "have you spoken to a Merit Vendor", "have you spoken to Null the Gull or a Difficulty contact", "have you spoken to a tailor", etc. This may seem like I'm just tossing out arbitrary unrelated items, but surprisingly, one or more of these was the key to resolving the previous bug that was difficult to identify. -
