Membranes enhance defense and recharge. Without them in Active Defense, you won't reach the DDR cap (95%) on a Shield Tanker.

And I am aware it's well over the cap, but it's a case of it not being hard to get that high, assuming the right sets, that I figured 'why not'?

While the to-hit is endurance-hungry to run, it is at least useful to stack it with your other to-hit buffs when facing foes with defense buffs. That alone makes it a better choice than taking a power that provides no benefit. -
Those defense numbers are not high enough to make a big difference. You would still have to pop a lot of purples to soft cap. Also, you didn't include Weave but you got Boxing and Tough. Weave gives the most defense from all of the pool powers.
I recently revised my Spines/Fire build due to the soaring prices on Enzymes. The alternative was another very expensive IO (Gladiator's 3% defense), but it can be purchased with Hero merits. This build is designed to soft cap against Melee + Ranged + AoE by using one small purple inspiration. It sacrifices some damage and recharge, but I figure a dead Scrapper does less damage than a defensive one. Also, the damage auras count for a significant portion of your DPS.

I don't feel like putting all of that into Mids'. Seeing the defense numbers is much easier on Mids' for sure. Post a build exported from Mids' when you get a chance please.

Turn on Phalanx Fighting in your build. It is automatic and provides 5% defense to all positions without any allies nearby. You are way past the soft caps on all positions. Look at my build again. You could be slotted more efficiently to hit the soft cap (45%). My build only needs more recharge bonuses to get Hasten perma and Active Defense on a 60s cooldown to double-stack it. Once you get Active Defense double-stacked with Membranes you will be able to stay at the DDR cap and ignore defense debuffs. Going past 45% will be pointless for a good Shield Tanker build.
You can slot Gaussian's in Rage if you are convinced that Focused Accuracy is a bad power. -
You don't have to use Patron Power Pools. It would be a good idea to unlock them before you switch back to hero.
Without seeing your build it is hard to make a reccomendation. -
My preferred method of dealing with defense debuffs is to have defense debuff resistance. Shield Defense can easily hit 90% on a Scrapper, which is high enough to ignore debuffs.

I was thinking about making a similar character, but I would take all of the AoE knockback powers just to annoy people I don't like. Steamy Mist would be great for stopping people from completing escort missions.
It is probably a bad idea to make a Storm/Energy Defender. You would never get to attack on teams and there are far more useful Defenders you could make if your goal is to not attack while teamed up. -
You should be able to right click on the attack powers (not the ammo) and view detailed info. Be sure to switch tabs to read the descriptions and view the numbers for the powers. You may have to have the desired ammo type on in order to see the effects. I don't have a DP character, so I don't know for sure.
Mids' latest version includes full functionality for Dual Pistols. -
The "sweet spots" for defense are 32.5% and 45%. Anywhere inbetween will require a small purple inspiration to soft cap for tougher fights and the extra defense from sets is generally wasted. Aim for 32.5% to either a positional or S/L to make your build more efficient. You might even be able to get 32.5% melee and ranged if you are careful with slotting.

Go to Mids'. Click Window -> Set Bonus Finder. You can then look up all the sets with S/L resist.
There are only four sets. They are ranged AoE, pet recharge, accurate defense debuff, and the PvP melee single target. For the first three, your build could only fit those in epic pools. That means you have to rely on 5 bonuses from the PvP set at 1.89% each, which is 9.45%. That would leave you at 6.07% away from the cap, which you could not fill with epic pool set bonuses due to a lack of slots for the 47 and 49 powers. The most bonuses you could get would be 3 sets, leaving you just shy of the cap no matter which set bonuses you pick.
However, let's look at the potential for when you get to the final tier of the Alpha boost because 2/3 of that 20% resistance enhancement will bypass EDR. So, 70.55% * (1 + 2/3 * 20%) = 79.96% resistance, minimum. That only accounts for the portion that bypasses EDR. It will likely hit 80%, giving you the opportunity to push yourself to the cap with the PvP set bonuses and one epic pool set bonus. -
This started happening to me when the Winter Event patch was released. I can log to the character select screen about 10% of the time, but the other 90%, the client completely freezes. Before the Winter Event patch, my client wasn't freezing, but it would say "Account Already Logged In" or something like that. Now, I don't get that message.
I have no idea what could be causing this. I mostly want to know if it is only happening to me or if someone else is experiencing the same problem. -

sounds like a good idea for a def based toon to me, more accuracy and more def is always nice.
I don't think you wasted shards. We still have plenty of time before I20 comes out, so we can farm enough shards to be ready for the next Incarnate slot. -

5-slotted Thunderstrike = 4% run speed, jumpspeed, jumpheight. Sort of cheap ranged damage set (it's a popular set though, despite being all common drops.)
Lots of things grant 5% run speed (and jumpspeed/jumpheight in some cases): 2-slotted Aegis (resist); 2-slotted Performance Shifter (endurance), 2-slotted Gaussian's Syncronized Fire-Control (to hit buff) just to name the easy ones I picked. These are not cheap sets, but you can buy the cheapest/least popular pieces from each set.
3-slotted Winter's Gift grants 6% run speed/jumpsped/jumpheight. Unfortunately the set includes a unique so you can only slot it once, in a travel power. You can get these cheap with candy canes at the moment.
Gift of the Ancients 7.5% run speed can be slotted in any defense-related power: Hover, Combat Jumping, Weave, Stealth, Invisibility, Grant Invisibility, Manuevers, Vengeance. You should be able to slot 5 of these. Not an especially cheap IO usually though.
I piled on a bunch of those IOs, turned on sprint and ninja run, and was able to get the gold medal slolom badge in just a few tries, where I failed consistently last year. ^_^ -
Testing has shown that weapon draw times do not affect your DPS.
I prefer Defenders over Corrupters. Corrupters get a slightly higher base damage and ~25% damage bonus from scourge. Defenders get a 30% damage bonus when solo and have much better values on buffs and debuffs. A solo Defender does almost as much damage as a solo Corrupter. In a team, your teammates can do damage better if they are buffed better or the mobs' resistances are debuffed more. -
If you drop F/C/E/N defenses to 32.5% (or whatever the lowest is without set bonuses) you can soft cap them with a small purple. You will need a small purple inspiration or outside buffs to soft cap S/L anyways. Dropping the defense bonus sets might help you achieve your goals.

You should definitely try to get your defenses soft-capped and get psionic defense to a decent amount. Run speed bonus is important for moving in Granite Armor. You can toggle Rooted on and off because it is essentially just extra regeneration when in Granite Armor and you may not always need it.
Here is a build that I share with anyone looking for a Stone Tanker build. It is designed to have everything you need in Granite Armor while being adaptable to any secondary power set. With the extra slots, you may want to add recharge, HPs, or regeneration. Remember the sets are the important thing in this build. You can change the epic pool if you want something else for flavor. Just try to put the sets in different powers.

There is no right answer when you tell us from the start that you can't take advantage of any of the Alpha boosts. Your build would help others point out what could be useful but you may not have seen it.
Obtaining Alpha boosts is incredibly easy so far. That's why the best advice someone can give you is to just try them and figure out what YOU like. You can get your first tier boost just by doing two task forces. Your second tier can be done in 2-3 more, depending on your luck with shards. That's why I don't understand why people are asking what boost to use. They are so easy to make and swap out that it doesn't matter which one you make first. -
Obtaining 45% defense will grant you a lot more mitigation than trying to stack resistance on a Defender. The resistance cap is 75% for Defenders. Also, it only mitigates the damage type that it says. So, if an attack does smashing and cold damage, all of the cold damage will get through while you take 25% of the smashing damage. If you could get 45% defense in S/L and ranged, you would be much better off. Almost all melee attacks have a S/L damage component to them which means you will mitigate the non-S/L damage too. Basically, only a few AoE and auto-hit powers will get through your defense while you take only 10% damage from everything else, compared to the 25% with resistance.
If you have four slots in a hold, put Basilisk's Gaze in it for the recharge bonus. Four slots in a pet power will hold either of the pet recharge sets for more recharge bonus.
Hover is a nice defensive power. Don't be afraid to slot it and use it as such when stacking defense.
It would be better to slot Shadow Fall for defense. Kismet is not a good set to use when slotting for defense. -
You can make as many as you like and swap them out when out of combat.

Ninja Run is effective enough as a travel power. I used it on my Scrapper until I19 came out. Without knowing what build you are looking at, I can't evaluate them.

There is a lot of energy damage flying around at level 50. Considering that is Dark's weakness, I think it is worth soft-capping to prevent energy damage.
If you have two characters that can solo well, you can start saving up hero merits on one for the Gladiator's proc, and sell stuff on the other for influence. Luck of the Gambler global recharges are a safe investment but random rolls may get you more INF in the long run. -
Influence should not be your biggest concern when planning a build. If you have Going Rogue, you can earn Hero Merits for reaffirming your alignment as a hero. You can then spend those to buy any invention in the game. Browse the market and figure out what would be the best way to earn INF per Hero Merit spent. Luck of the Gambler: Global Recharges are usually a safe investment, but I have read about someone making more per merit by doing the random rolls over 30 days.

You can easily hit the soft cap (45%) to all positions. Take a look at this build then try revising yours. Alternately, modify this build to your preferences. Attempt to get lots of global recharge so Active Defense is always double-stacked by having a 60-second recharge with Hasten on.
