You can make as many as you like and swap them out when out of combat.

I dont have a lot of experience with claws and I'm sure BillZ will soon have something more insightful to say, but untill that happens heres my 2 cents. I'd go spirit 1st and possibly muscle. Spirit first to get tools, esp follow up, up as fast as possible which will contribute to overall performance (this is what I did with dual blades and DM - perma-soul drain 
with armaggeddon) as well as boost your heals. Muscle has some nice secondary effects with de-buffs that would complement the claws and running for SR. Cardiac is out IMO, because u state no end probs and you wont benefit from the rez much or the other secondary effects (maybe range). Nerve? well, do you need more acc with follow-up stacking more predictably (hopefully) from Spirit? And again, secondary effects dont seem to fit.

Do you have Focused Accuracy? Plan on doing any Incarnate TFs? I would probably go for the Damage and Accuracy boosts and switch them out when you see fit. Damage for normal play and Accuracy for LV54's. Pretty much choose whatever boost you're lacking. My scrapper has decent recharge, good end management and great accuracy, so I made a T2 recharge/heal and dam/immob boost and use whichever depending on my mood.

Without seeing your build I can't really say what you should go for. Damage and Accuracy are always good to go for. If you don't have good Accuracy and To hit go for Accuracy but if you do then go for more Damage.

Obtaining Alpha boosts is incredibly easy so far. That's why the best advice someone can give you is to just try them and figure out what YOU like. You can get your first tier boost just by doing two task forces. Your second tier can be done in 2-3 more, depending on your luck with shards. That's why I don't understand why people are asking what boost to use. They are so easy to make and swap out that it doesn't matter which one you make first.
It really comes down on your build.....
Mine runs all SR toggles, tough, weave, CJ, assault and FA with no end issue...
I went with Spirit to run FU-Focus-Slash for around 215 ST DPS while still having spin, shockwave and ET for some aoe goodness

I have a 50 claws/SR scrap that just finished the Alpha missions and I'm not really sure what would be the best choice to slot him with. My defense is soft capped, I have aid self, my recharge is pretty good, and I don't have endurance problems.
Any other claws/SR scraps have any thoughts or suggestions? Thanks.
