My technicallese is a bit off, so I'll go laymans on this.
the main question is are you solo when this happens or grouped. An Ice arrow in and of itself is not enough to freeze a boss, it takes one other application of a hold to do so. My best guess is your hitting it and getting one mag 3 (I think) hold on it. Later, somebody else is hitting it with another hold, and that's when it kicks in. The two holds are strong enough to overcome his resistance.
If your solo, well I don't know then. Somehow a second hold is hitting him later. -

I'll caveat this by saying I haven't had a chance to really try it out yet. That said, this is a LAME excuse. The endurance cost of Hurricane was never an impediment. one stamina reducer and I was good to go.
After the lengths they've gone to to state that they won't balance PvE based on PvP needs, I just kinda find this a cheap cop out. It won't make me give up my stormy, who is my current favorite character, but I'm disappointed. -

I haven't noticed any accuracy problems. If your missing more then you like however why don't you just throw another accuracy slot into the power. Now that you can't do the 1/5 ACC/Dam ratio, there's certainly nothing wrong with trying for a 2 ACC/3 Dam build.

My wife and I usually play together. While we don't specifically build characters to match in concept or background, we do tend to play as a pair. It's very nice always having at least one group member on hand.

I went Stone/Fire. So far it's a lot of fun, course I'm only lvl 6.

I've played my Sonic Blaster up to lvl 9, and taken all the powers, except shockwave, up to that point just to get a feel for them. Personally I don't think it's overpowered. It generally takes me about 3 shots to kill a minion. (1 ACC and 2 Dam TO's in each attack). Takes only 2 hits if I buildup, more if I miss a high damage sh ot and have to use the little ones.
The set seems to some to be a bit high damage, but by my rationale the lack of AE makes it hard to take out groups. We only have howl as a cone, which is a bit anemic. Because of the lack of AE we need to be able to keep a pretty good damage stream of single targets in order to be competitve.
This set is very controllery. With Shockwave, Sirens Song, and whatever the disorient are, it should be very doable to keep control at the same time we damage. I really like that. I was planning on starting an Ice Blaster for it's control, but with the advent of sonic that's gonna be my first choice.
My only suggestion would be to up the damage on howl just a little bit. It doesn't need a lot, but a slight boost would round the set out nicely.

For any who say that once you attack you are no longer stealthed I have to say go watch Batman begins. Batman has always been the pinacle of stealthy heroes. Of course he's not balanced for a game, so that may or may not apply hear.
Personally I don't like the nerf to stealth, especially with powers such as cloaking device and Superion Invis taking hits. These are major powers in their sets. Cloak may be in the secondary blaster set, but it is such an integral part of most /Dev characters (usually AR/) that it might as well be primary.
I admit I have not done any extensive stealth/cloak testing on I5 (to busy testing my Invuln/EM, and new Sonic Blast,) so I am just going on my gut here. I'd say leave the def bonus as is, they were never that huge to begin with (at least in the powersets where this is a major part of the whole power schema, perhaps not in the pools.) Supress the Stealth for portion for 5 seconds.

Superhero: Sinfonia
Real Name: Kadence Baxter
Powerset: Sonic/Energy Blaster
Kadence Baxters life effectively begins in a warehouse in Paragon City. She woke up covered in blood and surrounded by the lifeless bodies of heroes, villains, police, and random civilians with no idea of how she got there, or what side she may have been on. Dazed and confused she wandered out into the streets of Paragon and became lost in the city before further authorities showed up.
Kadence spent the next several weeks living on the streets. She kept mostly to herself, but one day was waylaid by a pack of young Hellions. Unknown instincts took over and she let loose a scream of anger that flattened her attackers. Scaring herself silly she hid herself away to take further review of her situation. She holed up in an abandoned warehouse and began practicing with her newfound powers. She learned to aim and focus her powerful sonic attacks, as well as focus her inner energies bringing them forth in bursts as needed. She began to patrol the city, hunting for clues as to who she was and where she may have come from.
While Kadence was unable to find out anything about herself she did fall in with a small group of superheroes who helped her to establish an identity and choose Kadence Baxter as her new civilian name. She chose the superhero name Sinfonia and began to patrol the streets as the newest member of The Experts of Justice. During one such patrol a mysterious group of assassins struck at her from secret. With her new found companions she was able to defeat the villains, but as they retreated she heard one of them yell, We shall still have our revenge Deathsong, you have not seen the last of us.
Sinfonia continues to patrol with her fellow Experts, constantly keeping a vigilant eye for some clue as to her background. She keeps her two identities, Sinfonia and Kadence completely separate as she is still not sure who is hunting her. As she gains combat experience more forgotten combat skills emerge, but as of yet she has not remembered anything about who she was. -
I've been playing a bit on test this weekend with my wife, who is playing with Trick arrow, while I play a sonic blaster.
First off, to those who say it isn't a defender set, I have to disagree. The debuffs were extremely useful, and kept my sorry blaster butt feeling a lot safer. I think the current cycle times and debuff lvls need some tweaking. Right now she has to much idle time waiting for powers to recycle, however when they 're up and working I didn't need any heal or buffs from her, I rarely had to pop a green because she kept things away from me.
I do agree that Tankers and Scrappers needed a set all the more, but I can take a guess as to why they focused on the ranged classes. My theory would be that it's because they can make 4 powersets (the 2 defender primary and secondaries) and do to the power structures of defender/blaster/controller they can service 3 AT's with them. More serviced AT's makes for more happy customers. This may make some in the neglected AT's feel a little sad, but cryptic has limited programmers, and art guys and this gave them the most bang for there buck. -

This ability would give them +perception, only really usable in the arena right now, but invis can bend light but not sound. SO thier special ability allows them to see like bats. Just a little idea to add more uniqueness.

I really like the idea of an increase perception power, but it would be a better fit in a Sonic Secondary, if they ever make one. -
After playing around the set up to Shockwave, I like it pretty well. I'm not sure how useful shockwave will be (I just got it) as the knockback might piss a bunch of other AT's off, but as a controlish power, it might be worth it.
My only gripe is the same as most have stated, that I wish there were female/male specific sound effects. -
Was there any word on a rough release date for the game? Or is it still in the TBD state?

That is definetly true. I've read a couple system books that say "you are not to change our rules." I usually set those aside just on principal. -
Now I'm the first to make up or change a rule if needed. But there is a difference between needing some tweaking here and there and overhauling a whole engine.
When it gets to the point where you've changed more things then were written, then the system doesn't suit you. I won't say it's a bad system, but it's not a fit for your style.
In a superhero game you really need to be able to adjust your powers to create those "concepts" that you want. certain systems, usually those that are class based, make that a little harder (I won't say impossible, but definetly more awkward.) -

I'll try to maintain my cool here, as I generally believe in keeping posts civil but ARE YOU INSANE. It is my admittadely biased opinion that d20 blows about as hard as you can get. Sorry, after what they did to Star Wars, compared to the old West End system I'll never forgive them. I play tested their new system, got my name in the credits and my free rulebook and everything, but it's still horrible. I will admit that d20 works well for some systems, like fantasy, but when more flexibility is needed it falls well short.
OK, now that I have my worthless rant out of the way.
I've been a HERO system gamer for some time and realize that it will probably be to complex and number crunching for the casual fan. Heck it gets a bit to bogged down for me, but it's just so darn flexible. In my opinion any system that wants to do Superhero must have that flexibility (if not the large amount of mathmatical formula and charts.) If they can do that, heck I'll convert. Otherwise I'll continue to play my CoH based game using the Champions system.
Oh, and to the person a ways back who said they should do superheroes with West Ends D6, they tried. It was around for about 6 months, and it really wasn't that good. Shame though cause I love the core system. I still play Star Wars with their rules. Much faster and more flexible.
I'll end my rant by admitting I'm biased and so feel free to take my words with as much salt as you wish. -

Might be better to tweak the lvls a bit to take into consideration when people get DO's and SO's. As a previous poster stated a well funded lvl 22 would absolutely wipe the floor with an equal build one lvl lower. -

Zoe James was an extremely hyperactive girl. Her mouth and body never stopped moving. Though she was intelligent she could never focus enough to excel in school, driving her teachers nuts.
People always told her she needed to focus her energy. She tried sports, art, debate, whatever she could, but though she had talent in most of these she lacked the focus to do well. She went to a battery of doctors, tried a pharmacy of drugs, but nothing helped. Ultimately she was labeled extremely ADHD, and moved out of the mainstream classes at school because she was just to disruptive.
All this changed when she was walking home from school one day and accosted by some of Paragon Cities numerous criminals. They tried to attack her, and in fear she lashed out. Energy exploded from her and she laid her assailants out in one punch. She stood in the street with body and fists glowing and for the first time in her life felt calm.
She has since learned that she can siphon off her excess energy through the use of her powers. Violent acts allow her to release the most energy, so she has taken up Superheroing as a sort of therapy. Though truth be told she enjoys the action, as well as helping the citizens of Paragon. -

That could be good to a point, but my wife and I have our computers right next to each other, and usually fight as a team. Who needs chat when I can just say "He's right around that corner." -
If your camera is exploded can you immediately make another back at some spawn point, or are you out for the duration?

I have no problem in and of itself with bosses being made higher, but we perhaps need to recatagorize some of the current bosses down to lietenants. Otherwise, as stated above, certain missions, like the Terra Volta trial, where bosses are popping out like pimples before prom day, will become way to difficult. If bosses are the uber build they shouldn't be spawning every third mob.
