I remember Lord Xenite (I think) relishing that the PB was always an 'Underdog'. I suggest that if you want to play an underdog, just purposefully screw your slotting and power picks up. But no, some want under-performance 'Built In' to the AT.

Overpowered? Who cares? I don't think so, but even if it is, for the first time ever, PBs might be slightly overpowered in a tiny niche area.
Lamenting that you won't need the shields? Why? I'll now forego the shields completely, and concentrate on getting my damage, recharge, and defense, and endurance management up there. Maybe I can at least get in the ballpark of upper level excellence some of my other maxed characters are. -
Well, I have an all human PB build that I will try taking out of retirement when all this hits.
So, I'd like to sit at close to cap resist (85%) when I hit the new lightform in all non-psi areas, so that means I'll have and use all the shields. What kinds of slotting are we looking at for the Shields and Lightform for that to happen? Will I need to get Tough to max out S/L resist?
btw, Love that lightform isn't turning us into the glowing puffball anymore - what can I say, I make character costumes for a reason, and hate having them disappear. -
I hear you - hate Ninja Run's animation, but use it cuz I like its stats
Beast Run is fine, but only if you're using an animal themed toon. -

k heres what they do.. Since human form has melee and ranged powers... Instead of us getting all new set of powers when we transform, we will just have the human form powers carry over..
So transform to dwarf..
We would still have dwarf heal and taunt.
Radiant strike
I-Strike.
Solar flare.
Pulsar..
Dawn strike.
Inner Light
All the shields and the two human form heals.
And any other pool powers and light form carry over.
Now we raise the dwarf hp cap to 3000 and lower the resistance on dwarf to about 30% to all including psi.. since we will have access to all the shields and tough.. plus we would have three heals in dwarf making it an really effective tank..
Nova:
G-BOLD
G-EYE
G-BLAST
P-SCATTER
LUMINOUS
AND SEEKERS.
Inner light..
all shields and heals
and pools..
So now instead of enhancing powers we already have in human in forms.. we can just enhance one set and have the slots effective..
Idk what the balancing factor would be.. maybe someone else who knows about numbers can chime in...
Now, purist won't like it because they'll say that the forms should give 4/6 automatic extra powers when you pick them, so you don't have to pick the same powers in Human Form, thus potentially making all the forms very different in play. They have a point, but your suggestion would've been the better way to go, imo.
But...we're too for along now - this is never going to happen. -
Here's how Alignments should have been handled:
1) All Alignments can physically go anywhere
2) Contacts and Missions suitable for all Alignments exist in all zones.
3) Certain NPCs will attack certain 'opposed' Alignments on sight (ex: Longbow will attack any non-Hero)
4) Certain NPCs will be neutral (yellow reticle) to certain alignments (ex: Vahzilok won't automatically attack Villains, Goldbrickers won't automatically attack Rogues, and so on...)
5) Incredibly Potent NPCs will 'remove' you from certain locals, say if you're a Villain entering Atlas City Hall (think Drones zapping Baddies that get too close to the Market)
6) All Alignments get the same kind of 'Merit' for their Tip Missions
Alignment powers are fine as is.
Probably many other interesting things that could work: such as Alignment 'Events', something like Arachnos doing a 'Sweep' in a RI zone to take out dissidents (ie. Heroes/Vigilantes). These could be similiar to Rikti/Zombie raids (spawning, periodic), but they only go after certain Alignments.
The currents systems works, but wow it could have been so much better. -

So, Solar Flare is keeping Knockback, in all it's personal and teammate annoying glory, because doing otherwise would make a PB too powerfu compared to a Tank/Brute with Footstomp!!!

Has anyone tried the New Solar Flare while in the Air above a Spawn? Can you get high enough that you KB them down into the ground without scattering them?
Also, lovin' the changes to Light Form (I know, lots liked it, but I hated the Glowing Fuzzball). BuildUp -> Inner Light and Photon Seekers changes look nice too. My PB will be coming out of retirement for a bit to check these out. -
We're talking about Solar Flare right? Question: since it can now be used in the Air, can you do it high enough above a group that you KB them to the ground instead of scattering them? If so, that's something, I guess...

This means that there are an infinite amount of exact duplicates of you and our planet spread across an 3 or 4 levels of infinite cosmology and also an infinite amount of "almost" exact duplicates as well. All it takes is someone taking the trip that far distant space and it is a 50/50 shot they'll meet their exact duplicate.
A good scientific theory must be falsifiable. That means that has to be at least the possibility of finding evidence that proves it is not true. To say something is 'falsifiable' doesn't mean it is false; instead, it means that if it is false, the evidence or observation to prove it is false has to be accesable to us (at least in principle).
This is why creationism isn't a good theory. Invoking God as evidence isn't sound because I can never provide proof that God does (or does not) exist. In other words, God isn't falsifiable, and such is beyond the realm of scientific enquiery.
IMO, the many universes (or planes, whatever) theory, where all possibilities happen, is a theory that's in much the same boat. Outside of conjecture, is there any real evidence that any universe outside our own exist? Will I ever be able to peek into these other universes in any way? Will I ever observe their effects? If there isn't even the possibility of doing so, then such a 'theory' needs to be seriously questioned -
I'd try anything and everything I could think of. After all, with my Infinity Gauntlet powers, I could reset everything back to 'how it was' anytime I wanted to.
In that vein, remember that movie 'As good as it gets?'; the scene where Melvin is in a psychiatrist's waiting room and turns to the other patients and says, "What if this is as good as it gets?" Wouldn't it be a bit a downer to discover, after trying everything and watching the repercussions, that the way things are right now is really the best way things should be? -

I made special 'Get back Here' Macros just for him, so he'd stop his suicidal attacks and come back to me in passive mode long enough for me to heal him up a bit.
Amazingly, though, once I hit 50, put all the Pet Uniques into Gangwar, got IOs, Maneuvers, etc, some Incarnate abilities, and all my Pets got softcapped, my Arsonist actually surives quite a bit now. He still dies more than the others, but it's at a fully acceptable level now.
He don't need baby sittin anymore; mah boy's done grown up haha -
Yeah I took them on my Thugs/Traps MM. I wanted less obtrusive extra pets, and I consider the drones to just be part of his 'Traps' arsenal.

I don't mind not being able to activate new powers, but shutting off toggles and passives is a deal breaker. I know the tech for allowing this probably doesn't currently exist, but I think it would be a good idea to create it.
I know that's not your area, but I want the others to know that this is important if they want to make money off of selling vehicle powers. -
Walk is plenty fine as is.
Without knowing the code, I'm fairly sure that making it so that walk got temporarily overridden by normal running and attack animations when you perform an attack would be easier than making all new animations - but still not nearly easy enough for BaBs or anyone else to do in their spare time.
There are time I'd use walk when fighting if we had it (ala Darth Vader beating up on Luke in Empire Strikes Back) but those would be pretty rare. Better things await Dev Time. -

The game, as is, is still quite enjoyable to me. I simple would be equally fine if we also had something similiar to what the OP is suggesting.

As for within at AT, well, Powersets within an AT *should* be close to the same in effectiveness. They don't have to be exactly equal, but they should be close. Are you really okay with them not being so?
I'm well aware that some are not(*ahem* Robots/Thugs MMs vs Ninjas), but unlike you, I say that AT powerset balance should be a striving goal of the Devs, not something that we all should just accept as unchanging.
And I'm not alone - we have new threads almost every day discussing how a Powerset needs adjusting, and by far most of these are posted because people are comparing that powersets effectiveness to other powersets in the same AT and *gasp* see disparities.
je_saist, using powerset disparities within at AT as an argument against Powerset Respecs instead of seeing that maybe the disparities themselves should be fixed just isn't sound thinking. There are other arguments (I provided one myself in my last post)- use those instead -

Stone Tanks are virtually unkillable after you get Granite Armor - The balance point of that is you are rather squishy before you get Granite.
If Total Respecs existed you could level up as a Willpower Tank, who start out strong and level easily, and just switch your character over to Stone at level 34 (which is when you can 6 slot Granite Armor). Voila, you just got to the good part of a set without having to play through the weak part.
Same goes with scrappers:
/Shield Defense scrappers get insanely powerful at high levels, but much like Stone Tanks, they are a little squishy at low levels. Enter Total Respecs, now you can level as a /Regen scrapper (which still level very quickly) and switch to Shield Defense at level 35 or so (when Shield Charge is available)
Every AT has powersets like this that are powerful in the late game in exchange for being relatively weak in the early game. If you could respec between powersets at will you'd completely destroy that balance point, and probably get a LOT of those late game powerhouses nerfed into the dirt because there would no longer be any drawbacks to balance their late game power.
And in DnD that problem did exist, but does it really exist in CoH?
Why is, say, switching to Stone from Willpower at lvl 35 so so HIGHLY exploitable? Is Willpower 10 times easier to get to lvl 35 than Stone? Is a lvl 45 Stoner that much more awesome than an equal level Willpower? I don't see it.
Even were the above true, when you can get *any* AT to lvl 35 in a few weeks (days for some hardcorers) I just don't see the how comparing early level glaring powerset disparities (if they even exist) as a good argument to not allow this idea. If anything, it's a big ol' red flag telling us the powerset disparities need addressing.
Now, not allowing total respecs so as to encourage Alting is a decent argument. I will be rolling a Titans Weapon AT when that set comes out, but if this idea was implemented by then I'd probably just switch my IOd and Badged-out SS/WP Brute to the new set. Is that good or bad; I dunno, but I can at least see it as an argument. -
I really don't see a major issue with this, provided it's limited by being expensive (with those new PPs), having a VIP requirement, and you have to stay within the AT.
What true exploits are there? I level a /WP brute to 50 then switch to Invul? If that's an exploit because WP is so much easier to level, then that's indicative of a Powerset Imbalance that needs fixing.
No single Powerset within an AT should be so much easier or faster than another that it's considered exploitable by swapping them.
And it's not like there isn't genre examples of this (Electric Superman, Rogue getting Ms Marvel's powers...)
Now, if the Devs just dont want to do this just because they don't want to do this, well it's their game... but I generally consider people with that attitude (Devs or not) a bit curmudgeony -
I agree that it's pretty iconic of Iceman, but there are some instances of other supers using it...sorta. Steve Jackson Games, GURPS Supers, had an NPC female super called Icepick who used an ice slide to fly. Maybe she's to obscure to count, but I certainly noticed
