Cityscapes are nothing to be afraid of, there are a few simple tricks -
* Use a photo reference if you can, or your own City skyline
* and break it down into shapes, it mostly just a bunch of rectangles. Or, if you're adding depth, just a bunch of stacked Cubes.
It's the basic shape of any building, and a cituyscape is just a bunch of buildings right?
Just remeber to vary the hieghts, and throw in plenty of long vertical lines to give hieght to the skyline.
* After you've blocked in the basic shapes, add a little detail, a slanted roof here, a watertower there, perhaps a church spire, some antennas rising up, perhaps a few windows on the buildings.
You can go nuts with the details, or you can just make them a blurry silhouette, remember it's the overall shape that says building, not the individual details.

The one thing you will want to chase with IOs is extra recharge, more recharge = more heals, and enough recharge means you can chain GC-GD-GC-SD which is about the best DPS Kat will give you, (and very good DPS at that)
It's worth saying that Regen is a tricky powerset though, it's very definitely not fire and forget, its about pacing the heals, and timing the clicks right, and knowing when not to use them. I've got 3 lvl 50 Regens, and love them all to pieces, but there was a fair share of chain dying along the way while i got the hang of it. (but hey, that's why it has a self rez, dying doesn't slow you down at all )
Oh, and if you didn't pick up MoG, then do, it's awesome. -

But yeah, those few changes will make a LOT of difference, she's a beauty she is. -
My current pet project is Kat/Inv.
The plan is to have him hit the cap (or near enough) for smash/lethal Res & Def.
Throw in Taunt, a few nice AoEs and he will forever more be my choice on all ITFs.
And never shall a Tank be needed again.
(There are a bunch of reasons, but the crazy ITF ownage, with no Tanks is the top one)
So yeah I vote /Inv (though the crazy DPS offered by SR is also good incentive) -
for that build you will want more recharge.
my BS/SD has approx 70% recharge, (no hasten) it runs Hack-HS-Hack-Dis-(slight gap)
But with the 8.6seconds of recharge you have on Headsplitter, I'm just not sure you've got enough for a steady, sustainable attack chain.
Though you could perhaps bring Parry back in (drop OwtS or SJ ?? ) and fully slot it to bring you back up to a steady, sustainable chain.

I'm Reyne (most of my ingame toons are "something Reyne") and am probably better known for my Cartoon contributions to the City Scoop.
I've also got a deep abiding love of Scrappers, with two accounts of pretty much just different scrapper combinations (though i let my fiancee have room on the second account)
and for most of those it means I've simply played the characters from 0 - 50.
What does that mean? Well, I've made mistakes, I've sought help, and learnt a lot along the way. I don't know as much about numbers as some, but have picked up a good solid feel for the various Scrapper powersets by simply playing them. A lot.
I'm sure you'll see me offering my opinions where they don't belong, usually while I wait out server downtime, but I'm a helpful guy, and if I serve no other purpose in life, let it be to be a warning to others. -

from experience (my first AV soloing attempts were with a BS/SD) Medicine is WAY more important than Hasten.
The lucky hits will ALWAYS get through, and the more minions you use to feed AAO, the more lucky hits.
Meanwhile, Hasten is a little overrated, given how much you can get from set bonuses, and frankly, a small gap at the end of your attack chain isn't always a bad thing, it can help you save Endurance,
personally, i would choose the fighting pool, but there are perfectly good options for builds that don't use it.
And as for the leadership pool, well sure, it's nice, but if it's extra damage you want, nothing works better than surrounding yourself with AAO bait, fully loaded it's the equivalent of perma-build-up. -

Well, when it comes to smash/lethal Res/Def It's got higher raw numbers than your standard granite tank (of course, mines an IO build so . . ) Then theres the constant heal of Siphon Life.
So with both of those present, she became the first Scrapper I ever picked up Taunt with.
and I dropped Conserve Power to do it. So she's also the first Scrapper I've had that didn't use that in the build either.
Oh, and as for AV killing, she is currently undefeated, she hasn't always been able to beat them down, but has never been beaten down herself.
Just watch out for that pesky Psi Hole. -
I gotta say Radiation Melee is the one set I'd love to see for scrappers.
A mix of secondary effects that do -def, -res & -regen, well, that's just pure awesome.
A world of AV killing Awesome.
Not sure where you'd balance it out though, after all, so much of the game dynamics are built around AVs being unstoppable beings, and that might be too much power for one single scrapper. -
Okay, most of the advice here is really, really spot on, but for that most recent build posted?
Focused Accuracy is Crap, pure and simple defecation. Put the Kismet unique in CJ, and get the rest of the Acc bonuses from IO sets.
HOWEVER
You will need Conserve Power, Even then, at full pace, you may need a blue before it recharges each time.
I'd also think about pulling in more recharge, from purples or whatever,
(Your best attack chain is Hack-Dis-Hack-HS, but as it stands you'll be putting in a parry or two too keep it sustained, which significantly lowers the DPS, even if the pay off is the def bonus, alternatively, Slice is nice, and has the multi-target bonus to it )
Otherwise, that is very nice and tasty
PS- The slotting for Tough, that extra HP bonus and KB protection from the final steadfast? I'd drop it, a single Resistance IO could be the better choice. Or alternatively, steal that slot, and your spare slot and put them into build-up to get the 5% recharge bonus. -
It's worth mentioning that Claws has a few Knockback powers.
And both Willpower and Invun gain bonuses from having your enemies close (ie RttC)
Claws as a set is also one of the ones that benefits from high recharge (stacked follow-up = hella damage)
So with all that said i'd prolly say you're best of with Super Reflexes.
(That said, properly tweaked and Invun is so tough you'll need to pick up Taunt, and never want a tank on the team again) -

Leadership is a very hany pool, all the powers give you a decent benefit, and better yet, contribute to the team around you. Short story, it's good, but they can also be end hogs.
(most of my characters use Maneuvers or Assault, cos hey, I like the extra damage, and maneuvers has a good def buff, however Tactics is totally skippable, and better bonuses can be goten from IOs for less)
As for taking a second Travel power, honestly I quite often skip the first one. The only place two travel powers makes sense is in PvP, for ordinary play though, it's a foolish choice that uses valuable power picks. (remember, as SR you need to take 8 of the 9 power picks, along with 3 from Fitness, and still have enough for Attacks from your primary, and possibly Tough/Weave, that's a lot of powerpicks)
And soft Cap? It's when your Defense reaches 45%. Basically enemies have a base 50% chance to hit you, defense is then subtracted from that, but they will ALWAYS have at least 5% chance to hit, therefore 45% Defense is the point where enmies have that minimum chance to hit.
Again, as SR, that's what you should be aiming for from you Melee, ranged and AoE defense, it will most likely require Combat Jumping and/or Maneuvers along with a few set bonuses (such as the Steadfast unique) but getting there will make you godly.

Below is the build I've been using, it's pretty cheap, and could probably be made a little cheaper, and though I'd love more damage, it has bo End issues whatsoever, and Aid Self for when those lucky shots stack up.
like I said, it's not perfect, but it did manage to solo Hro'Drotz today, no temps, no inps, sure it took three attempts, but she did it.

So, my search fu is improving - Siphon Life Slotting
Couldn't find it at first but woo-hoo!
And yeah, I wouldn't reccommend the slotting I use, because you will want a bigger heal. However the proc is handy, it's nice to have a attack that actually helps you gain Endurance by using it (very handy for protracted fights)
Anyway, check out the thread, there are a few good options in there that achieve both high Damage AND Heal enhancements (along with Rech, Acc and End Red).
As for missing out on that Ranged bonus, well . . . . . -
It's worth thinking about Frankenslotting Siphon Life.
Theres a thread on it somewhere here, but basically, but the option I ended up using was
Mako's bite - Acc/Dam
Mako's bit - Dam/Rech
Mako's bit - acc/Dam/End/Rech
Theft of Essence - Acc/End/Heal
Theft of Essence - Chance for +End
Generic Damage IO
( totals acc 62.45% Dam 97.09% End 35.95% Heal 17.4% Rech 45.05% )
I'm not saying it's the perfect blend, it just worked for me, But you will want to tweak the bonuses on it.
The end result is that over time, Siphon Life actually GAINS me Endurance, (It was beautiful to think of Conserve Power as optional for once)
It's also worth mentioning on a DM/SD, you may want to beef the heal portion up a bit more as well.
Theres something real annoying about getting an AV down to 10% health, only for them to hit you 3 times in a row, and "Pow" - Dirt Nap, and a stronger heal could be the difference needed to stop the Dirt-nap happening. -

Lies! Broadsword is AWESOME damage!
Few things you want to do to get the best out of it though, as a set it's let down by the fact that almost all late game vilians are ridiculously resistant too smash/lethal.
So for EBs/AVs throw in the Achilles Heel proc in Hack.
Oh, and for the record, the BS Chain you want is Hack-Dis-Hack-HS.
Takes a fair chunk of recharge, so just throw in a Parry while Hasten is down (or slice, both have side benefits)
And if you can afford it, both Hack and Headsplitter can be slotted with different Purple sets (Hecatomb and Armageddon) for those tasty, tasty bonuses.
And on a side note, I'm not usually a PvP player, but recently took my BS/SD into the arena, not only did i win against all comers, but most times it was a 3 hit combo that did it, now that's sweet, sweet power -

Look, up in the sky, it's a blaster, it's tank, its a controller, no, its Crab-Spider Man! -
My BS/Shield tends to out aggro most Tanks, especially Willpower Tanks.
And my DM/Inv was so ridiculously survivable that I respecced to bring in Taunt.
In general though Scrappers are not Tanks, and shouldn't be thought of as such.
Even if a tough scrapper is often better than most weak, there is the fundamental diference of playstyle, and the inherent powers that boost Tanking and/or Scraperring. -
for slotting, while leveling, I always put 1 acc 1 dam & 1 rech into each attack power straight off. Adding a 2nd Damage once SOs are available and then some Endurance Reductions in the 30s (which is where I start to find endurance issues usually)
And yes, you will very defintiely want the Fitness pool. And taking Stamina at lvl 20 is a very good idea, then 3 slot it.
most of SRs powers only need two slots for defense anyway, so don't worry too much there.
And the reason you don't see Katana mentioned much is because a few of the early AV killing scrapper gods were katana wielders, so we all know their clever secrets.
Well, that and it's a pretty simple set, theres no hidden secrets. Or perhaps people avoid it because of the kooky power names? -

Seriously most sets are very nice without IOs anyway.
It's just that IOs help fill some gaps better.
Seriously though, there are only three IOs I ever get prior to hitting 50 - The Performance Shifter Proc, The Kismet Unique, The Steadfast Unique. And they're all pretty cheap at low levels, and the last two are in the bronze recipe pool at AE (even cheaper with merits)
everything else is entirely optional when you hit 50.
I will say though, don't pick Shields, it's expensive to lift it from just okay to godly. likewise Dark Armor is only okay with a few good IOs thrown in (has End issues and the KB hole)
Meanwhile WP, Regen, Inv & SR are all very nice and have no gaps straight out of the box.
And all the primaries are good. Though FM, DM & Claws could be better options for their well-rounded mix of powers (and the exotic damage type for the first two which helps them shine in the later game)
Seriously though, I don't think you could go too wrong, they're all good. -
Would really, really love to see a Pistols Power Pool though (so many melee attacks in the tertiary pools, but wheres a supplementary ranged attack?)
Or even a Ranged Epic set would be awesome.
But Pistols Melee?, Gyah? No, no, no! -
It's totally doable.
And worth mentioning that Swift + Quickness + Sprint is actually QUICKER than the temp power jetpack.
I've taken this option on my scrapper, Crab-spider and Widow, and have found that because I've used extras slots in those powers i'm actually quicker at crossing a zone than most fliers are, and even some jumpers, so yeah, it's totally doable
