Isn't a DM/Shield a AV destroyer and a superb ST damage dealer? With a 3.8 billion build I imagine you've slotted a lot of purples in it. For their price they are not worth it IMO, in particular because the non-purple versions already have 5%/6.5% recharge bonuses...
Anyway...
I think you'll get a slew of Claws/SR answers. Cheap in all aspects. Or Katana/SR.
But if your DM/Shield isn't satisfying your ST damage cravings I think you'd be game for a Broadsword/Shields.
Cash is an issue?
Like the AV killing feel?
Then Fire/SR is the answer for you!

If turning MoG from a power that gets you killed into making you pure awesome for 15 seconds so you can take an alpha or take a breather is a nerf... okay...
Anyway, Fire/SR is an awesome build. I softcapped mine for less than 50 mill (20-30 of it was the Zephyr -KB IO, so if you get lucky on a reward roll it will cost half as much). Softcapping it with Aid Self cost much more, but if you can afford it it is definately worth it. To be honest, Fire/SR is great even if you just softcap it without much other set bonuses, but if you can get them in on your budget though it will just make you more awesome.

Fire/Shield or Fire/Fire, maybe.
Fire/Super Reflexes is AV soloing on the cheap, but if you don't need the cheap survivability that SR offers, grab a secondary that adds to your damage.
Or keep playing your DM/Shield until you have it IO'd out.

Ive got a BS/wp/body at 50, a DM/Sheild/body at 50, a claws/dark/body at 40-41 and had a ma/regen at 39 *killed because of MoG nerf*
I wouldnt mind rolling another /regen mainly because MoG isnt too bad, not great but eh... gotta live with the Devs choices
