Of course Stealth IOs are not for sale.

But no, none of the travel sets are in the store.
Note that while SBEs are different from IOs, if they share a name, they are exclusive with each other (So, Focused Smite Acc/Dam SBE cannot be slotted in a power with a Focused Smite Acc/Dam IO) and they do count towards the same set bonuses (so 1 Focused Smite SBE slotted next to a Focused Smite Io will get you the 2-piece enhancement set bonus). -

Looking at the ATO page at the wiki, the blaster proc is made to fire 4 times a minute, so a base 15 second recharge (or slower) power should always proc. The superior is a 5/min average, so 12 seconds or slower.
Note it's off the base rate, so recharge buffs don't affect the proc rate. -
And of course, as a VIP, you get one each time the first of the month comes around for free.

I think the confusion with shield charge is it's older brother, Lightning Rod, does NOT work off the ground.

I mostly remember "Blue Steel's a <Expletive Deleted>" pre-Grandville.
I mean, if it wasn't for him, we would not have the Synapse Task force and it's kill all missions. -
As for "coding"' it - mechanically it's not really any different than any other click buff. It also matches the Gift Giving event.

In the UK copyright is automatic unlike trademarks and patents there is no need to register it.
Things can get more complicated if you create something whilst working for someone else, using their tools and/or time in which case you may be considered to be acting as their agent and the copyright in such a case may belong in part or completely with the employer.
A similar situation may be the case here where the character is created within the context of the game. -

Also, your alignment doesn't change (or re-affirm) until you run ten tips of the same alignment, then run a morality tip. And you can dismiss tipsif you odn't like them.

As a Villain, you can do either Villain or Rogue tips.
As a Hero, you can do either Hero or Vigilante Tips.
As a Vigilante, you can do Vigilante tips, and either Hero or Villain tips, depending on if you are Blue or Red side.
As a Rogue, you can do Rogue tips, and either Hero or Villain tips, depending on if you are Blue or Red side.
Vigilantes and Rogues can move freely between the zones. There is no "getting stuck" in "alignment limbo"
