Actually, they're fighting each other, lighting fires, tagging buildings, and generally lurking. At a few points there are active gunfights and Mexican Standoffs.

Hazard Zones are good street sweeping places heroside. I think each villain zone has at least one area that spawns like a Hazard Zone to match. -
What makes Force Field not villainous enough? Masterminds get it.

Healing is the weakest form of damage mitigation in the game, I wouldn't make it a priority.
If you have one guy with buffs and another with debuffs, you may go far. -

There's a significant difference between 'their definition of an acceptable build' and an objective massive self-handicap. Let's face it, Masterminds are defined by their pets, and going without them is for crazy people. You can't deny that.

It depends. I took Slug and eventually Burst on my Merc/FF so I actually had something to do in between applying bubbles.

But that's what makes him awesome, he casually reads a paper while villains slaughter his forces. -
It might be easiest to keep the flags the way they are, having a 50 hero/villain unlock Khelds/SoA regardless of what side they're on when they hit 50.
As for patrons... y'know, I love it if Going Rogue gaves villains ancillaries and heroes Patrons. -
You should totally take Axe if possible just for the Talsorian or Rikti models.
Either way, Vanguard armour. Sport it. -

The problem is, the devs make a lot of effort to make every AT/Powerset combination balanced and equally viable to a team. They've always tried to give players as much freedom as possible for character concepts, and a lot of origin-based ideas run against that.
Even a boost with players of the same origin could result in players getting rejected for having the 'wrong' origin.
I wouldn't mind a few small things along the line though. As I said, we already get one permatemp power at level 1, why not get another one at level 10, and so on? -
Two that I think fit me, teamed and solo respectively:
Motormouth: Whether it's radio missions, a task force or V-day mish, or just arguing on a global channl, they just won't. Shut. Up.
Wanderer: No particular playstyle, stumbles around the game on too many alts at erratic times and dates, giving everything a try. Likely to have the attention span of a rodent.
