Are you doing a lower than your level arc by any chance? Obo will auto exemplar you down to the mission level.

I don't think this is a 'problem' but simply a result of how Ouroboros works. As Doc said, Ouroboros will automatically exemp you if you are of a certain level. If I recall correctly (I'm not certain as I haven't tested this in detail), it works as follows:
Say you want to play a level 30-35 arc. Assuming you are solo, it won't allow you to do so unless you are 35 or higher. If you are 36 or higher, you will be auto-exemplared and get no XP. So you have a narrow window of being able to earn XP. It might not even let you start it unless you are OVER 35... (someone will surely come along to let us know).
At any rate, the main use of Ouroboros is to do missions you 'missed' by outleveling them. If you're solo or the leader, it's a lousy way to get XP. If you're NOT the leader, using the aforementioned 30-35 arc, anyone level 30 or higher can join and get XP normally.

I did a quick look around Technical Issues forum and did not see anything about this, please forgive if I missed it somewhere obvious.
One of my characters does not appear to be gaining either XP or debt properly. Level 39 scrapper, on Infinity, I've been running Oroboros missions for hours and not a budge on her xp bar. Got killed a couple of times, no debt (nor subtraction from patrol xp).
Has anyone else had a similar problem?
