So get the lowest level you can get your hands on, so that the IO bonus takes place in a wider range of exemplar levels.

I wouldn't mind this at all.. An "Only show floating numbers that directly effect you" option wouldn't be a bad idea.
So you only see the damage you take, and the damage you deal.. Extended to pets as well
Should also filter out other screen-spam like "SCOURGE" and "DOMINATION" if those don't belong to you. -

Doubt it, as I don't recall those powers having any damage portions. (So I dont think Interface can even proc off them)

I notice that sometimes that new keybinds (which I set using the GUI, like Power Tray 5 hotkey = R) reset when I zone.. In which case I set them again and they generally stick..

I am thinking about getting Barrier on my fire/kin corr to go with her Clarion.
Clarion is great while solo, vs enemies who mez (and it only needs tier3 to be perma). But sometimes I'll be on a team with an Emp who keeps the squishies CMd, or against mobs that don't mez all that often, and i feel like Barrier would do more good.
I'm also tempted to pick up, at the very least, T1 or 2 of Ion Judgement, just to get some lulz out of it while its still bugged to hell. (Fulcrum Shifted Ion Judgement is glorious) -

That would be pretty neat actually..
Set the recharge buff to 30%, recovery to half of what SB gives now, and cap 'stacking' at 2, or make it incredibly tough to stack any higher.
This way, if doubled stacked, the Kin player him/herself will still retain the recharge of what triple Siphon Speed gave (which, in my experience is about as high as you can reliably stack.. I've had up to 4, but you gotta be on top of it), but also be granted a nifty +recovery buff.
The fact that it requires a to-hit check, and a target kinda balances the whole "But aoe buffs need to be weaker" aspect, especially since it would have to be stacked twice to match what SB currently gives out. (okay, surpass it, slightly) -

Be pretty neat if they could merge Speed Boost and Siphon Speed into a singular power, which acts functionally the same as the other two..
If used on allies it would act like Speed Boost currently does. If used on an enemy it would act like Siphon Speed does. (So usable on both allies and foes, buffs allies, debuffs foes)
Not sure if there's tech for that though.
Then they'd have to think up an additional power as well...
Also, while its true that Siphon Power is eclipsed harshly by Fulcrum Shift, it still has its uses later. Like if you're against a single AV or something, you can stack up a few Siphons to compliment your Fulcrum Shift. -

Though you probably made somebody very happy.
I've almost had that happen to me several occasions, either my finger twitches and I press 0 a few times too many, or my 'last bid' is still retained and I try adding to it.
(like let's say my last bid was 1,000,000, then I look up a new item and try to bid on that.. Well sometimes 1,000,000 is still in the field, and I'll sometimes add to that, making it some absurd number)
I usually catch myself, but it does slip every once in awhile (though nothing of that magnitude) >< -

Didn't the apes originally rise up during a very critically bad time for humanity? Like we were on the verge of a World War 3, or something, which gave them a tactical advantage.
I've never delved too deeply into Planet of Apes lore, but I do recall that being one reason why they were originally able to overthrow humanity.
On a side note, I've always thought movies like these were a bad idea. The mystique and mystery surrounding the whole "how the Apes rose to power" event is part of what made Planet of the Apes so compelling. The same could be said for most any movie that had either a shroudy past, or a shroudy-yet-set future (cough Terminator).
Stuff like that is best left in the imagination of the viewers. Which causes them to form their own theories, discuss it with others, then watch the movie again to confirm, all the while handing out mouth-to-mouth advertising.
Also, as a side, side note.. I don't care how smart an ape is, if they don't evolve their hands properly, they won't be as good at using tools as humans.. Which is essential. Sure apes have great hands, as far as most animals go, and opposable thumbs. But they are a far cry from being as manipulative as ours, especially in the small scale. That being said, they do have some other advantages.. Could they shoot guns with their feet? (Imagines a Chimp quad-yielding pistols) -
I have a hard enough time coming up with enough costumes to fill the slots we have now, let alone even more slots.
So there's little likelihood I'd ever get much use out of such an addition.. However I can see how this would be a huge boon to much of the player base, so I would totally dig this being added.

You can't have one AT getting more APPs than any other AT, there will be much wailing and gnashing of teeth if Defenders have 5 pools to choose from and everyone else gets just 4. This was finally balanced when scrappers got a 4th pool to even them out with everyone else, and I don't think unbalancing it again in Defenders' favor would go over very well.
Them-wise, both Scrappers and Tankers could get an electricity-based APP, or Tankers could get a dark-based one, and Scrappers get electricity.
Granted that does cause redundancies with the PPP proliferation, but that's already the case with many other APPs. -
My current Dark/Dark/Dark Defender is specced highly towards Recharge, and damage-procced attacks. She kills quite quickly for a defender, and is a joy to play as long as she doesn't get mezzed. (gotta get her Clarion!)
Most her attacks have at least 2 damage procs, with the rest being a set for a +rch bonus, or some sorta franken-slotting. I also have some dmg procs in Tar patch.
Tar Patch increases the damage from procs to the low 100 range, and with all her recharge she can cycle through her 2 cones (TT and Nightfall) very swiftly. All the to-hit floating around keeps her nice and safe, and of course there's a heal and fluffy too.
Then toss in perma Soul Drain from her APP, for a nice chunk of increased damage, and the end utility of Dark Consumption.
Her biggest downfall is fairly lack-luster single target damage, but I built her for pure ranged AoE madness. So I usually turn bosses off, although she could handle them, they just slow her down too much. -

My rules of thumb.
SB when bored and have nothing to do like waiting for the start of the separate parts of a trial.
SB stones automatically.
SB while waiting in the hospital.
SB anyone that specifically asks for it.
SB other kins so that they can SB me hopefully.
SB anyone that applies a buff to me. -
I can say that the -res debuff in Reactive does work on pets, or at least, Rain of Fire (which is a pseudo-pet of sorts). I have seen it visually on the mobs, and the fact that the damage ticks jump up is a clear indicator.
But I don't think the DoT works, probably because that would just be insane. -
I have also noticed similar findings on my Fire/Kin Corr.
The Dot ticks from a fire attack all seem to have a chance to proc the interface slot.
And powers with multiple damage components also seems to be able to proc them on both portions of the attack. I have also seen Flares proc Reactive twice.
Lastly, 'pulsing attack powers' such as damage auras, Rain of fire, Caltrops, etc, seem to roll the proc chance per tick, as opposed to once per 10 seconds.
