Steadfast Protection: Resistance/Defense Unique in Strenght of will. Exemplar?

From Paragon wiki regarding global enhancements (which Steadfast is)
Just like Set Bonuses, they are always on and providing their bonus even if the power they are slotted in is not active or even if it's greyed out due to exemplaring down in level. The one thing that turns these types of Special IOs off is if the character is exemplared more than three levels below the level of the Special Global IO itself.

So get the lowest level you can get your hands on, so that the IO bonus takes place in a wider range of exemplar levels.

My scrapper DB/WP build is very tight on slots, so I was thinking about using the defaut slot of Strenght of will with Unique:steadfast protection 3% def, lvl 30.
If I exemplar down, will I still get benefic from it to lvl 27 or will I loose it because Strenght of will is avalaible at lvl 38?
This exemplar stuff and bonus always confuse me.
