Cold APP for Defender/Corruptor

Also, Yes. I've wanted an Ice APP for my defender ever since they proliferated Cold/Ice.
Energy Absorption would be the Bee's Knees, and it makes sense for a defender APP as it is an end recovery power, which squishies often get in APPs, it keeping the +Def would be nice, and would have very nice synergy with Forcefield (and god knows FF needs something) but I wouldn't count on it.
Additionally I'd like an Electric APP for Controllers, and an Earth APP for Dominators. (Along with a new APP for every other AT that gets them.)

Keeping the Defense buff in EA probably wouldn't be too imbalancing.. Since it's not a huge bonus to begin with (7%ish fully saturated/slotted, iirc?) and would be rather tough to keep perma with the recharge hovering around 2 minutes.

I suppose they could just throw a generic power in there, like Conserve Power:
41 Gravel
41 Rock Armor
44 Conserve Power
44 Granite Armor (timered toggle)
47 Earth's Embrace

So, if Defenders get a Cold APP.....what do the other 11 ATs get to make it fair?
You can't have one AT getting more APPs than any other AT, there will be much wailing and gnashing of teeth if Defenders have 5 pools to choose from and everyone else gets just 4. This was finally balanced when scrappers got a 4th pool to even them out with everyone else, and I don't think unbalancing it again in Defenders' favor would go over very well.

I'll sign this. I am a big supporter of ATs having APPs to match their primary/secondary combos. If the AT has access to (using this example) a cold-based primary and secondary, there should be a corresponding APP. Themed characters, man, c'mon!

Them-wise, both Scrappers and Tankers could get an electricity-based APP, or Tankers could get a dark-based one, and Scrappers get electricity.
Granted that does cause redundancies with the PPP proliferation, but that's already the case with many other APPs.

We're about due for another round of new Epic pools. A lot of ATs got proliferated sets and now lack the appropriate Epic to match that element. Blasters got Psi, but lack a Psi epic, Scrappers got Electric, but lack a matching Epic and so on.
I know "more systems" is what it's all about these days, but adding more "stuff" to existing systems should not be relegated to such a low priority as it is. If some Epics can't be proliferated between ATs, then just make new epics. It's not like they use unique powers all that often. What are our power guys and animators doing these days?

I do have to say, though, that if the only reason to push for a pool for the other ATs is to "make it fair," that's just not a reason.
That said, I'd started throwing together a "project" of - for lack of a better way of putting it, "pure" power combos to see if it'd be a worthwhile chase. Now, being thorough and adding Judgement in, of course, there's only 4-5 sets that could be done (depending on if you count Ion as "part of" an energy set or not.) But I was rather surprised at some of what was missing just on the APP level - I just hadn't looked at it much before. There are some definite gaps that could be filled just to keep some themes going.
It's been a thorn in my side for awhile, that Defenders (until GR at least) have had no access to a Defense armor power in their APP.
This has been recently remedied with the ability to grab the Corruptor PPPs . But that still requires some extensive side switching in order to receive, which is a bit inconvenient to say the least.
As it stands, the APP set for Defenders is the only (squishy) set that does not have a defense armor.
I originally attribute this to the "Theme" concept the devs had early on. Defenders had no ice or earth powers, so got no Cold of Earthy APPs, and thus, got no S/L defense in their Epics.
So I suggest a Cold APP for Defenders/Corruptors. I'll throw some powers out there that I quickly brainstormed, but this is not my strong suite.
1 - Block of Ice : Balance it accordingly for a Defender hold in their APP
2 - Frost : A Melee cone, similar to the Tanker version. Pump up it's recharge a bit to make it balanced for an APP.
3 - Either Hoarfrost or Hibernate : Both are pretty commonly used in other Epic Pools.
4 - Frozen Armor : Since Defender shield value in their APPs are close to the Tanker counterparts in numbers, this should be around 17%ish to S/L. As well as some res to cold and fire.
5 - Energy Absorption : Might be a bit overpowered using the same version the Tanker gets. I'd increase its recharge to match that of Defender's Power Sink (120). Not sure if the defense boost should remain or not.
