I love this combo! It's one of the best kept secrets in CoX.
Couple points:
1) You're underselling Charges Brawl. /Elec is an awesome set for blapping, and this is one of its main tools. The damage is good and E^3 doesn't suffer enough from End problems for it to be a factor. Take it. Slot it. Enjoy it.
2) Don't slot any of the attacks for End drain! Slot them as straight damage dealing attacks for maximum DPS potential. With the right attack chain their blue bars will be completely drained anyway. make their red bars disappear just as fast.
Going with the attack chain of: Ball Lightning > Short Circuit > Power Sink > Thunder Strike will have them completely depleted of End(if they're still alive at all). The other option is to insert Static Discharge in between Ball Lightning and Short Circuit while you're still approaching the spawn. Either way, they will be completely drained.

Now I have heard of SPEED RUNS finishing in 15, 16 ?? whatever minutes. YEAH your fast.. but how much richer are you? Did you get X number of Purple drops? How many shards did everyone get (since this has become a pretty big issue lately)? See my point? I am not saying there is anything wrong with Speed Runs or MO Runs but aside from a FEW people's opinion that THAT is some sort of standard all TFs should be judged by how is getting done fast any better than getting done SLOW but finishing with a TON more stuff?
Plus, I actually like to play the game for it's own sake. Like someone else said on these boards not too long ago, "I'm just here to kill s***". If I only wanted to make a bunch of numbers go up real quick, I could always just play Progress Quest.
I like the cutscenes. I always get a smile out of Arbiter Sands and his cup of coffee on the STF. Please don't alter them. -
Let me tell you about something that just happened to me 30 minutes ago:
I spent that last 2 hours leading a team on the Montague Castanella arch- but the mishes belonged to someone else. When it came time to talk to Argot'BurWot, I handed the star to the guy with the mishes so he could set it while the rest of us crafted, etc. We then headed to Perez Park to cure the Lost. Then we exited back to Steel Canyon-
And I abruptly Dc'd...
When I fianally got logged back in(all of two minutes later), my team was long gone. The one person left I could find acknowledged that they all got their shiny new Midnighters badge.
So. If I ever want to access Cimerora, I will have to endure the tedium of the Midnighter's arch yet again on the exact same character that's already done it, or wait for the serendipitous coincidence of seeing a rare broadcast for the last mish by some benevolent soul while I just so happen to be in Steel Canyon.

New to Doms? Just remember not to take the AoE Immoblize when it becomes available(you can take it later in your build). A Dominator's AoE Immobilize is a "Hey everyone! Shoot me first!" power. It's the main reason why Dominators initially got a bad rep from a large part of the playerbase.

I too can confirm that it is not due to Ultra Mode, being that I don't have it enabled.
Again, the lag isn't very bad for me, it's the brightness in these new tiles that bugs the hell out of me. It's so bad that it hurts my eyes a little. And there's nothing wrong with my vision. -
I've been having problems with this too. The lag is only a minor annoyance for me though. I thought it was simply time to upgrade my rig. But if everyone's having it, that means that it's definitely an optimization issue.
The real problem is how freakin' bright it is in a few spots. Tonight I even commented to my team "This is waaaay too bright here", and got a unanimous response. -
I agree with Psychoti. You already started off right by doing the first Task Force. Wouldn't the logical choice be the next one on the list?

ALL of the old Task Forces are desperately in need of a revamp. What they did with Posi was great. They need to continue the trend. Make the old TFC ones more like Apex, with interesting end fights that are actually a challenge.
A Task Force should be a different type of content with unique, memorable aspects to it. They shouldn't be just a series of miscellaneous maps strung together by a plot that no one on a merit-hungry team of 8 is going to even bother taking the time to read. If we wanted something like that, we could just run papers or radios instead. -
I strongly advise against building Blasters like they "need" defenses as though they're Scrappers. Blasters work off of the concept of "Kill it before it can kill you". like they say in American football, "The best defense is a good offense". Charged Armor and Surge of Power(and maybe Maneuvers or PFF) are all you need on there, IMO.
E^3 are superlative blappers and AoE specialists. On teams, your job is to AoE and End drain everything to death the second after the Tank grabs aggro. Whatever is left gets punched in the face.
Six slot Ball Lightning. Add and adequately slot Short Circuit. Those are absolutely essential to team play. Like someone else mentioned, get those End Mods out of Shocking Grasp. Slot it for hold, damage, and accuracy if needed.
I feel this build doesn't even need Hasten. You should have enough offensive powers, and enough recharge from IO sets that it would be redundant. Unless you like farming on x3 + and actually need your AoEs up that often.You can get the extra Recharge by 5 slotting both Build Up and Aim with the Efficacy Adapter set.

My first(and main) is also a Mind/Fire. It's a great combo.
General consensus is that Telekinesis is pretty skipable. I must admit, I have never used it myself, but I've never seen anyone else in game that that uses it either.
I went all the way to 50 with Levitate, but found that there were way too many enemies it straight up didn't work on: Most Elite Bosses, Heroes, AVs, and anything that's really big(like giant Malta Group robots you start to encounter late game). I have since respecced out of it, and very glad I did.
I originally had Total Domination as well, but felt its recharge was too long to make it really useful. Take Mass Hypnosis in its place as an emergency lockdown or as an opener if you ever play solo.
Definitely don't pass up on Terrify! It's one of the main powers Mind/ has to offer. It does AoE damage as well. The downside is that it can be a bit of an aggro magnet, so you have to be careful of when you use it.
I highly recommend everything in /Fire, with the possible exception of Blazing Bolt. I like it(and use it), but most players tend to hate snipes due to their long activation times.
Wyatt does raise a valid point regarding Consume, but only if you go with the Cardiac Incarnate path late game(which would improve your endurance recovery). I went the Nerve path for its Accuracy, Hold and Confuse bonuses, so I find that Consume does come in handy during longer fights.
He was totally right about Blaze, though. You'll love it when you finally get it.
I'm going to disagree with him regarding your choice in Ancillary Power Pools. Take one of the Villain Epic pools so you can get a pet! Mind/ is the only type of Dominator that doesn't get a pet, based on the fact that the devs felt that having two confuse powers would make having one a little overpowered. It's mostly justified, but if you ever find yourself alone with an Elite Boss, you'll definitely want some backup. I went the Soul Mastery path, and I love my Fortunata.
Mind/ is such a great set with so many tools that whatever playstyle you want to use with your secondary is totally viable.

I have a scrapper based on Taarna, the heroine of the last segment.

Shards are components(that drop from mobs level 50+*) used to craft special incarnate salvage. That salvage is then used to actually make the Alpha "enhancements" themselves. You then slot the Alpha enhancement to take advantage of its bonuses. Someone else may be able to explain it better than me.
Once you've unlocked your Alpha, you can do the two new task forces. I haven't done Tin Mage yet, but Apex is highly recommended.
* As of i20, they will also drop when you're exemplared down. -

I still have a few on Infinity. If they do free transfers again, I won't any longer. The big servers do spoil you. -

It's really amusing to me that someone who has "ERP" and "sub" in their bio would object to a skimpy costume. Maybe something about the half-naked corpse concept is tweaking parts of their kink-complex that they're not comfortable with.
Is there a chance that someone may misinterpret that your intent for your character was that her deceased state was a sexy thing? Because considering that she had ERP and sub in her bio, there may actually be a real reason why she felt offended. But it's hard for us to make a determination without seeing the costume and bio in question. I'm assuming this happened on Virtue?
There's no way they could penalize us for dressing our characters in anything they've given us to dress our characters in. The day they do that is the day I quite playing. -

Yeah no one told me why my build sucked. No I was not the only one who left. Two left before me during that second mission after being tired of the team wipes. So that went from 8 person mission to a 6 person mission. I said the mission was too slow because it normally didn't take that long. I've done the respec trial at that level before. You guys can give me as many examples as you want for km/inv brutes. A good one for a level 30-40 could help and then a separate one for level 50. That's why I'm saving my vet award respec. You guys are more than welcome to shoot me an invite when I'm in game @Praetoria Woman

I don't slot those attacks for End Mod either, but they still drain a lot. Slotting them as attacks is the best option all around. Slot Ball Lightning with Positron's Blast and fill Short Circuit with Scirroco's Dervish if you can. Your job is DPS, after all.

One strategy that works for me a lot at low levels is to fight while moving backwards. Every secondary seems to start with an Immobilizer. Use it on guy #1, run backwards, fire an attack at guy #2 that's running at you, keep moving back until the Immob recharges and hold him as well. Guy #3 is in you face by this point. Blap him. You're not a tanker. Your defensive set is quick thinking. -

The Task Forces in particular need to be revamped. Is there anyone that didn't appreciate what they did with Positron 1&2? We all loved it! And by providing us that, the devs have firmly planted the expectation in our minds that they might continue the trend. Please, do it!
Especially considering that the Task Force Commander accolade is very important to get if you have any intention of maxing out your characters. We "have" to do them, yet most of them are unbearably tedious(this week's WST being Sister Psyche is a perfect example).
Noone wants to do a TF that takes more than a couple hours max. The original notion that people would play them over the course of a few days was horribly ill-conceived. Get rid of the redundant Kill Alls, get rid of the missions in multiple zones, and give us some more quality "Set Piece" battles like Dark Mirror and Reichsman.
I tried to do a bunch of contacts in the Shard, but it got way too boring after awhile. The same cave maps, fighting the same enemies over and over again. Revamp the missions and open it up to villains.
Yes, Shard TFs need an overhaul too. I slogged through Sarah Moore once, and have little to no intention of doing Dr Q as a result. -

My main blueside is an E^3 Blaster.
As others have pointed out, you have to pair Electric/ with /Electric to really benefit from any substantial End drain. And most of it comes from the AoEs.
If you play the combo at range like most Blasters, you're doing it wrong. The combination of Ball Lightning / Short Circuit / Power Sink / Thunderstrike will completely drain(and decimate) almost any spawn. On teams, I'm two seconds in behind the Tanker, and I almost never faceplant.
/Electric is quite possibly the premier Blapper set. It's melee attacks are very good, as previously stated.
As also mentioned, it has three controls which make it a little Dominator-ish. Not as well as Ice/Ice does though. -
