Rad is probably safer and stronger against single targets because of the debuffs and it gets most of its good powers early on, while kin shines in teams and against larger groups. In any case both are good combos and as Dysmal said, Fire/Dark is tasty too...

As a troller freak I levelled a Grav/Sonic back when Sonic Resonance first came out. Painful is a serious understatement... Soloing in the 40s was probably the worst CoH memory I have :-( Nobody knew what I was doing, damage was pitiful, synergy between sets was awful... But I did hang on to the guy for a few reasons:
1. Looked cool.
2. Turned out to be somewhat useful in small-scale PvP, that is until Sonic Cage got teh nerfbat.
3. Makes a decent support toon for STF with proper IO slotting.
4. Looks even cooler after they changed Sonic gfx.

I think this is true: for example PB didn't affect the +Def of my dominator's Scorpion Shield, because the shield itself has some +Res(tox). Thank god for patron respecs... -
The dmg procs will definitely be more useful, especially if slotted in AoE powers (Arctic Air can take a few, but it will be hard to run it much before Stamina). Another option is to slot Chilblain early on for damage, you can always respec out later. In the 30s, you'll be fine for dmg with Jack, Tornado and LS. Another thing, I'd take Freezing Rain asap and Frostbite much later (mainly to use with Tornado/LS). Concerning travel powers, you should consider SS which works well with Steamy Mist for ghosting. And you should think about Glacier: it's not a must-have for an ice/storm (as Shannon said, you might not even need both Shiver and SS), but can still be quite useful (and it has one of the best sound effects in the game!).

Just a quick comment: the -rechg cap is -75%. Shiver alone is enough to reach it (Arctic Air or Snow Storm are both fairly close), so I wouldn't bother slotting any -rechg procs on an Ice/Storm.
And don't bother slotting full sets if the bonuses are not worth it (Shiver, FR, Snow Storm, Hurricane, Jack, Tornado, O2 Boost). Powers like IW or Psi Tornado need proper slotting. -

Did it yesterday with a PUG of 5 which turned out to be quite good (experienced players, balanced team, had stealth + TPer) but the only challenge was staying awake through the whole thing (took just over 3 hrs). And as others have said, they should really rethink the mobs there: everyone but me was exemping (and we had an empath) so we had a chance of hitting things, but I wouldn't want to do this on a level 12 team (or a really unbalanced one)

Having been on a base raid with an all-Thugs SG, I don't think there's much to stop them tbh (except lag): stacked Enforcer buffs = win

Power Boost increases the duration of your control powers (holds, stuns, immobs, knockback, etc) and increases the amount of healing (either self or target heal), defence buff/debuff (Fortitude, Freez Rain, FF bubbles, ...), endurance recovery (from powers like AM), etc.

Actually it doesn't affect kback anymore (since it got nerfed with I12) and has never affected +recov (only direct +/- endurance powers like Transference). On the other hand it does affect ToHit (de)buffs. -
To perma a power you need a +rechg buff = (Base recharge/Duration) -1. So for Hoarfrost that would be 200% and for Rage 100%. This can include enhancing the power itself, Hasten (when it's up) or IO set buffs (and external buffs of course).

On a controller, I would only take it if you're going for Power Boost later or if you can stack it with other -tht/-def powers. Slot recharge first, then -tht until you can slot IO sets and HOs (I use 1 Enzyme, 1 Lyso, 2 ToLG and the -tht/rechg from Dampened Spirits and Dark Watcher's). Don't bother with slotting Holds.

I'd rate Dark/Sonics above it personally (I am biased but Dark has more -resist, which is also stackable). I'd also question if either of them could actually manage to solo an AV, I doubt they'd survive the aggro for too long (again I think Dark might be a bit better at it thanks to Fluffy).

I've kept Blinding Powder on my /ninj stalker just so I can slot a purple set in it. Don't think you'll get much out of either in PvP though tbh.

Tbh the best slotting you can have for Soul Drain on IO's is 2xacc and 3xrchg since, as Carnifax said you can't lost the damage buff or the ToHitBuff.

Actually you can enhance the +tht buff, but it's probably not worth it in your case unless you plan to Frankenslot for IO set bonuses. -

High resists: some BP, CoT Hordelings and Hellfrost, some Coralax, some DE, quite a few Freaks, Ghosts, Infected, some Malta (Titans).
Vulnerable: some CoT (Behemoths, Envoy, Infernal), Hellions, Lanaruu, Igneous, some Nems (Jaegers, Warhulks).

Welcome to the game and boards!
Plant becomes exponentially better at lvl 8 with Seeds of Confusion. This will help you both solo and in teams, although you will still be low on damage for quite a while. Storm is a great secondary (and has good synergy with Plant), but a bit endurance-heavy and your damaging powers come late (35 and 38). In the mean-time you could slot Roots for a bit of damage (which is better than that of other controller AoE immobs) or even take Entangle and slot for damage. Freezing Rain at lvl 16 will help too, but definitely try to team as much as possible. Have fun!

That's true, but even with 3 Intangibility level 50 IOs it has a lower Mag than Sonic Cage (for trollers at least), so not worth it imo.

You need 275% +rechg from enhances, self-buffs and set bonuses to perma it (450/120 - 1). For some sets with +rechg powers, it's not too hard (especially kins who can stack 2-3 siphon speeds). In your case you still need about 50% more +rechg to get it perma (don't bother with extra slots in Hasten though unless your only goal is to perma it).

You should have seen when Wormhole was single-target...
The only thing I think should change, would be to move Wormhole a bit earlier (like you say, swap with Dimension Shift). For the rest, it's not that bad. Lift? Doesn't bother me much tbh. Useful at low levels with a bit of damage and the knockup, just respec out later if you don't need it. Propel gives you very good single-target damage with containment, even if the animation is a bit long. Dimension Shift? Some people like, I don't. More powers to take elsewhere. Just remember that in the end you get the best controller pet.
