To perma a power you need a +rechg buff = (Base recharge/Duration) -1. So for Hoarfrost that would be 200% and for Rage 100%. This can include enhancing the power itself, Hasten (when it's up) or IO set buffs (and external buffs of course).

Or, if you have enough recharge to make Hasten perma, you should automatically have enough recharge to make Hoarfrost and Rage perma.
If you haven't got perma-Hasten, you have to leave Hasten's 70% out of your calculations, since it wont always be up, so your power wont always be perma.

I have Hasten + 55% recharge bonus on my ice tank which is more than enough to perma Hoarfrost and Rage. I can double stack rage for a good amount of time to avoid the -defense from the crash (wonder if they will ever fix that?).

How much +rech from set bonuses would you need for perma-hasten? I can never understand the guides out there because I can't tell if they added the 70% from Hasten itself there or not.
You need 275% +rech in total, and since hasten gives 70%, that means you need 205% from other sources, such as set bonuses.
If you use mids, it will calculate the recharge on the fly. If recharge = duration, then your power is perma. You can turn on Hasten, and it will include it automatically in your calculations.
