I find my Necro/Storm The Captain of Corpses (my only pirate themed character) to be a lot of fun as well as strong. There's good synergy too; for example, the -acc of Hurricane stacks with the -acc from the Lich, and Steamy Mist helps protect your flammable undead.

You want to get some Accuracy into Freezing Rain I think. Unless they changed it, the system checks to see if your Achilles proc goes off before the defense debuff of the Rain takes effect.

I'd go for Scrappers since Scrappers do more damage with Shield Charge. I rerolled my villainous DM/SD as a Scrapper when GR came out, in fact.

Propel is just too cool and unique to the set to get rid of. I'd rather see it buffed/changed for Doms to make it worth taking. A damage increase, change it into a cone, give it an irresistible KB that can knockdown even AVs, etc.

Staff Melee will need a completely new combat stance developed for it (which was one of the reasons we got Shield Defense 2+ years or so after it won the poll), so just laying the groundwork for the set is going to eat up a lot of time. -
Hmmm. Theme for a Plant/Time controller: time traveling intelligent dinosaur with command over ancient and ferocious plant life.

Nothing even approaching the difficulty inherent in "Hunt 10 CoT in Perez Park" or the Atta mission, or getting across the Hollows in the old days. Praetoria was a breeze. -
Beam/Traps and Grav/Time have thematic appeal.
I already have a character concept and name in mind for a Bots/Time time traveling robotic conqueror. -

I did write up my idea for an Earth Blast set a little bit ago:

1: Fling Stone. Fling a stone at a single enemy. Chance for knockdown.
2: Hurl Boulder. Throw a good sized boulder at a single enemy. Good damage, knockback, chance for stun.
3: Fling Gravel. Fling a mass of gravel at your enemies, blinding and damaging them. A moderate damage cone attack with an -accuracy component. I'd consider adding a momentary Terrorize effect to it to force the "cower and cover face" animation.
4: Build Up
5: Fling Stones. Throw multiple medium sized rocks at your enemies. A cone attack with multiple rocks flung in a spread. Chance for knockdown (not knockback).
6: Fossilize. A single target hold, target must be on the ground. Negate KB for a short time.
7: Seismic Strike. Heaviest hitting single target attack with knockup, target must be on the ground. A line of cracks and dust speeds along the ground, then a large block erupts under the target flinging them into the air.
8: Stalactite Strike. Summon multiple stalactites from the earth that damage your enemies and fling them into the air. A similar animation to Stalactites of Earth Control with thicker stalactites. A ground targeted AoE attack with knockup, moderate damage, slowish recharge; designed to be good as a fight opener.
9: Avalanche. The set's nuke. A massive rain of boulders crashes down upon your enemies,with extreme damage as well as knockdown and stun effects. -

5: Barbed Arrow: This painful and difficult to remove arrow disables the target for some time. Single target slow/damage & accuracy debuff power, minor DoT damage.
6: Stun Arrow: AoE stun, the bread-and-butter AoE control power.
7: Cryogenic Arrow: AoE Hold.
8: Arrow Storm: By unleashing a massive flurry of arrows you drive your enemies into a panicked attempt to escape the onslaught. A Rain of Arrows style targeted AoE that does minor damage but causes Fear.
9: Summon Disciples: Your martial prowess has attracted fellow devotees of the ancient forms of combat whom you can summon to aid you in battle. You summon three human NPC pets, which are randomly either archers or swordfighters. -

Controllers do control better than Doms, outside of domination. And contrary to what some people seem to think, permadoms are a minority. And Controllers of course have buffs/debuffs that Doms don't.

If you like KB, then Bots/Storm is definitely for you. I found it fun enough that I have two, hero and villain versions.

If you solo a lot, Ice, Earth and Electric Control are better on a Dom because Doms bring their own damage.
