With decent recharge you can skip flares. If you have an immob that does damage you can also use that when mezzed.
On my fire/elec I skipped flares, with 90% global recharge from sets I can spam fire blast non-stop. -

Took Psi epic on my fire/kin and I don't have as much difficulty going up against Carnies/Malta, if anything transference is the answer to sappers and ring mistress debuffs and transfusion is spammable. These are not pleasant mobs to go against for most toons but my experiences with fire/kin puts it ahead of my ice/storm, both played aggressively on a big team.
Cimerorans are more difficult due to their ability to shrug off mezzes, but fire/kins can deal with anything that can be mezzed just like any other troller. -
Fire/kins aren't weak outside of farming and it does just fine on teams. It may not have additional soft controls like a KD patch or sleep like earth does but flashfire and cinders with siphon speed recharges fast enough, leverage that with your kill speed boost from FS you don't really need those additional controls.
Against hard targets it's no slouch either, siphon power, for those fire/kins that take it, will neuter an AV's damage output once you start stacking it. You may have gotten the impression that fire/kins are weak against hard targets due to player behavior. Most controllers, not just the kins, are too busy using their primary during an AV/GM fight, instead of using their secondary. Also, most of these controller players have no idea where to position themselves, they stand too close and get wrecked by PBAoEs and they stay there. -
Get Energy torrent from your epics, Torrent + burn + whatever other AoEs. It's viable, a secondary with mass knockdown like /stone, /ice or /SS works better but you can still leverage it.

Blaster Frozen Aura isn't the same as the new and improved Tanker Frozen aura. It's just a sleep.
Well, maybe you can slot the heal proc in it and dream about it becoming drain psyche's much much much much much lesser cousin.
Chilling embrace is the same as the tanker version but I don't think it's a good fit with Ice/Ice if you already have shiver and the innate slows from ice attacks. Elec/ice maybe.
You could just use your second build and make it ranged def capped. then you can have your s/l capped build do ITFs and range capped build for just about everything else. -
You skipped a lot of attacks on a primary that's low on attacks in favor of defense. Dead enemies don't hit back and that's the ultimate mitigation. Defense and Damage aren't mutually exclusive, you can do respectable damage and have decent defenses too.

Hibernate is an instant panic button. If you have aid self PFF may be the better pick. Or you could go fire for char and the self rez.

You can softcap range on a mind/ff pretty easily if you went with either fire or psi mastery. I'd try to work in some aoe def in there too as well, if you kite or hover and keep out of range you should achieve pretty good survivability with a mix of those defenses and your resistance shields. I'd go fire for a different damage type.
If you picked ice or earth mastery you can softcap range and s/l, which is pretty huge. -
Any schmuck can farm x2/8 or what have you with a decently built kin troller.
Not everyone can do the above and keep a team buffed (within reason, you don't stop everything to buff someone on the other side of the map).
The "buff stone tank only and ignore everyone else" mentality ranks high on my noob-o-meter. If you can find time to buff the stone tank, you can find time to buff everyone else, learn to manage your time. -
Don't slot kinetic combats and reactive armors for a defensive set that's based on positional rather than typed defense, when there are better, more suitable sets available. What you are doing is extremely sub-optimal and way more costly than if you slotted sets that gave you positional defense.
I hope this isn't your live build, otherwise I hope you have plenty of respecs available.

Level 32 would open up the 35-40 range rolls where the odds of getting something good is better. But I prefer 31 because of moonfire, and I'm generating some supply for the lower level enhancements on the market.
The build itself is unorthodox. First thing one might notice is No Disembowel! The goals for my speed TF runner are: AoE, survivability, and stealth. So I had to give up disembowel to accommodate those aims. Slice serves as my alternative to disembowel. I may not kill hard targets fast but at level 31 I'm pretty damn sturdy with all my defenses in the upper 30s (I ignored melee defense bonuses/slotting because of parry), and I can take x0x8 groups alone for those boss hunts. -

In this day and age where a lot of folks are chasing the soft cap the empathy buffs and heals, while strong, have lost a bit of their luster. You might find your playstyle extremely desirable on bad teams, but on good teams you might find yourself no more than a pad to up the spawn size.
Damage however, is always in demand. If you can use both you primary and secondary well, doesn't that make you better overall? The trick to empathy defenders and controllers is how to manage your time and set priorities. -
I like combustion for it's large radius. The animation time bothers some people but they are also the same kind of people that actually stay in the middle of the mob when they use it. If you know how to joust going in melee is a non-issue, if you don't know how to joust, you can try firing it at the edge of a pack of mobs.
You can go pure recharge/dam for a blaster or you can try to squeeze in defense. It depends on your playstyle. My pure recharge fire/elec wreaks havoc on anything she touches but she is more fragile than my range defense capped ice/eng blaster. The latter is sturdy but doesn't have nearly as smooth an attack cycle as the former. If you plan on teaming quite a bit buffs/debuffs will augment your survival, in which case it's better to just go pure recharge/dam. -
I'm not really looking for critique, but thought I share the build for my level 31 mid-level speed TF/Ticket farmer. Level 31 because I want my future rolls to be able to exemp for moonfire and up.

All bonuses are kept when you exemp for the mid level TFs, that means you'll be softcapped for citadel/hess and up and keep your recharge bonuses and so on.
You can sub out stun with TF and put a set of mako's in there. Since you used to PvP, jousting should be no stranger to you and you can jump in and out to use it. But you do lose out on a bit of HP and recharge. I prefer that extra bit of recharge.
There are pros and cons for building towards ranged defense:
Pros:
-avoid a lot of mezzes since most tend to be ranged.
-cheaper to build, for now.
-You can always manipulate mob AI to use ranged attacks on you
Cons:
-Harder to build for other bonuses
-Certain mobs use aoes that don't have a range component that can still get you, like 5th column obersts and their rocket launchers and grenades. But for the most part you can avoid a lot of targeted AoEs because quite a few do have a ranged component to them (having s/l defense in this particular scenario is admittedly more advantageous than having ranged defense, but then again, the same argument can be made for a S/L build facing malta/carnies/rikti etc...) -
Assault adds damage. As long as you can hit stuff more to hit isn't helping you in any way.

You could always build for max recharge since the combo is pretty team friendly.
Here is a build with s/l and ranged defense in the 40s, but the recharge on the AoEs are left wanting.

if you drop either cj or hover you'll still have perma hasten/iw/am, PA comes in .7 seconds shy. if the FF proc goes off, you'll have perma pa.
I looked at LM's build and if you use his fear set and slot PA with 4 pieces of either recharge intensive pet sets you'll get perma pa as well. -
