Embarking on Ill/Rad

So I am starting an Ill/Rad and while I have a pretty good idea on what I want, I'd like to post my build up here for comments. I'm aiming for a reasonably priced (If such a thing exists) perma-PA/AM/Hasten/IW build.

I can't get the IW to perma without significantly upping the price or compromising powers. Perhaps some of you have idea that I am missing.

As for what the character is going to do, mostly TFs, Mission Running, Oro arcs, and AV killing. I know there are a number of you who have excellent thoughts on this combination and if you would mind telling me if I've gone too far astray that would be wonderful.

Welcome 41 Ill/Rad here. I'll give my perspective on the powers but not so much the slotting as I'm a bit too low to be slotting out full sets of IOs.

---Take AM at 4. Just do it. It increases just about everything. I see some of the Efficacy are slotting for ACC. It is auto hit, just keep that in mind. Not sure what the set bonuses are however (which you may be going for).
---Early on...where's the travel power?
---Flash can be pushed back later, as can Recall Friend.
---Push Hover WAY back, especially since you seem to be using it as a mule for LOTG. Get stuff then that will actually help you in missions and control/kill things.
---World of Confusion. I personally dislike this power choice/concept a lot based on how I personally play as an Ill/rad. Fire/Kin is a melee controller. Fire/Rad is a melee and really, a PBAoE controller (HF + CC). Ill/Rad is not that controller. You have no reason to be in PBAoE/melee (especially not continuously). Maybe for a Flash or EMP, but I would be in and out. ST is targetted, PA is targetted, and all your debuffs are toggles or targetted and can be used from afar. Yes, RI/EF/LR pretty much neutralizes anything to where you can get close, but still. Local Man might fight me on this one considering he loves Confuse, and this MIGHT be really awesome to stack with Confuse, but the whole idea of PBAoE for my Ill/Rad just rubs me the wrong way. I could also be completely wrong.

Question to the greater community: I'm just learning recently about IOs/sets/procs and that whole bit. I've heard about a stealth proc that can be generated through using sprint as a mule slot. Can this replace SI or GI in any way (freeing up a power selection for the tight build that is Ill/Rad)?

Question 2 (to Local Man, he'll show up eventually): With your Perma PA Build you take /Fire. If OP goes /Psi (which I did too), can we get perma IW?

I don't have access to Mids at the moment, but from taking a quick look at your build, I have a few small suggestions:

Blind: Consider replacing the two chance for Hold procs with an Acc/Dam and Damage. You'll kill stuff faster.

Superior Invis: You only have one EndRdx -- not enough. I would move slots out of Ling Rad (Only needs an Acc in the default slot with a Perma PA build), World of Confusion (the power stinks, don't take it) and Stamina to put 5 Red Fortune with the LotG Rech. You get your 5% Recharge back (that you lost from 6 Eff Adap in Stamina) and you can get more Defense and much better EndRdx in Sup Inv. That savings in endurance will probably more than make up for the 1.5% recovery loss from the Tempered Readiness set in Ling Rad.

Phantom Army: Replace the Call to Arms with Dam/Rech and Chance for Build Up from Soulbound. More damage and some nice Regen.

See if you can squeeze in a 5th slot in Phantasm, for some Acc/Dam, maybe a Hami-O.

World of Confusion is terrible. The radius is too small, and an Ill/Rad generally wants to stay out of melee anyway. Take the shield, or Combat Jumping for a LotG Recharge, or something else. Personally I prefer the Fire APP as I explain in my guide, but if you want mez protection, Psi is your only choice.

The Stealth given by an IO is similar to the stealth from Super Speed, or Steamy Mist, Arctic Fog, Shadow Cloak, or Shadowfall, or the Stealth power from the power pool. I think of them as "half-stealth," because to get full invisibility in PvE, you need another stealth power to stack with it. The IO alone will let you be seen if you get somewhat close to the baddies. If you want to take Super Speed as your travel power, then you can put a Celerity Stealth IO in Super Speed or Sprint and have full invisibility in most of the PvE game. Then you could skip SI or GI . . . but SI is still better invisibility.

Can you get perma IW? I think so, but I haven't actually tried to work it out. You will probably need more purple sets for more 10% Recharge, and you may have to sacrifice useful powers to get more powers that will take Recharge sets.

@Nemu - Maybe this is a stupid question, but why do you have 4 LOTG slotted? In the Perma PA build that Local_Man has here:
http://boards.cityofheroes.com/showt...=141225&page=4
there are only 3 LOTG: SI, Hover, CJ.

The reason I ask, is I want to desparately want to fit in Recall Friend (e.g. for Stealth + RF for many reasons). Since OP (and I) are both /Psi, can this be done by dropping CJ and using the 3 LOTG in SI, Hover and IW?

if you drop either cj or hover you'll still have perma hasten/iw/am, PA comes in .7 seconds shy. if the FF proc goes off, you'll have perma pa.

I looked at LM's build and if you use his fear set and slot PA with 4 pieces of either recharge intensive pet sets you'll get perma pa as well.

General question to Local_Man (and any other 50 Ill/Rads):

With all of the other things that an Ill/Rad has going on, do 3 blasts really get used? (SW, ST APP blast, AoE APP blast). Is it worth waiting an extra second (or whatever) and just fire SW again and take the APP armor instead of ST APP blast? Just a thought.

Even with the large amount of Recharge needed for a perma-PA build, there is a small gap in the attack chain. However, Blind-SW-Blast-SW gives you an attack chain that never lets up. Plus, that APP blast can give you a different damage type, letting you handle Psi-resistant foes like robots. The AoE blast can be used whenever you want to fit it in -- after PA has the aggro, of course. Sometimes after using Flash to set AoE containment, but the real strength for an Ill/Rad is that single-target attack chain.

As I explained in the guide, you need to take into account the Spectral Damage in SW, too. By using that single target APP blast attack with Blind and SW, you'll kill stuff faster and get to keep more of the spectral damage. Fire Blast does a little bit more damage than the others, which adds up, too.

Take a look at my Perma-PA build near the end of the posts in my guide thread. That build has Fire Blast, Fireball and Fire Shield, all with Perma-PA.

Yeah, WoC is really kinda lame, but it's a sweet mule for what's prolly the cheapest purp set (that or the sleep), plus the contagion proc from that set is the only thing that makes the power sorta viable, so I keep it around, but that's on a Fire/Rad where I'm constantly in PBAoE range (and even then, it mostly sucks). If the OP is just 2-slotting it, it's a complete & utter waste.
