What's your level up build going to be? The one you posted is the finished product, what are you going to do before that build is realized?
While leveling up you won't have the luxury of softcapped defense, so you'll have to rely on fundamentals. If you want to endure the 40 some levels it takes before you start reaping the rewards of your soft-capped build/investment, you first need to work on those blaster fundamentals. If you don't you aren't going to enjoy the ride. So the question you really should be asking is "How should I augment my playstyle so I'll enjoy this new blaster enough to justify such an investment into my build?" And you will get a lot of different answers.
To help you get started, these things have helped me as I was learning the game as a squishy.
1 - Line of sight is you friend, if mobs can't see you they can't hit you, if you are in danger, hide behind an obstacle and use inspirations while mobs are running to you.
2 - Identify mezzers (ruin mages) or annoyance mobs (e.g. sorcerers) and deal with them first and deal with them fast.
3 - Mobs are stupid, if you move close to them they switch to melee mode, move away it sometimes they stay in melee mode, so they chase. If they are chasing you then you aren't getting shot at, and you have the luxury of tossing ranged attacks on the move.
4 - Keep moving, this should be #1
5 - Immob protection and KB protection are really nice, a stationary blaster will inevitably become a dead blaster.
6 - Don't shy away from melee but that doesn't mean you need to stay in melee either, hop in, take your shots, hop out, combine this with #3
7 - Pop inspirations, that's what they are there for.
8 - Know when to hold back on a team, and know when to go all out.
There are lots more tips and I'm sure others will chime in.
Finally when you reach the pinnacle of blasterdom, you can start playing like a noob straight out of outbreak, the only difference will be that you aren't the one face planting, you'll be the one melting faces.
That said fire/eng is a top notch combo, the burst output on it is nasty and that aspect flourishes earlier than most other combos. I hope you do stick with it. -
Try to build for either s/l or ranged softcap. Building for both will dilute your defense bonuses and gut other bonuses such as recharge.
I have a template that I use for all my blasters. They are build for ranged defense with about 50% recharge bonus. They also run tough and the epic resist shield for added layered mitigation, when the defenses fail, the resists kick in and allows for more time to react.
It may sound counter-intuitive but I favor ranged defense even though I'm quite liberal with melee power usage. The reason is two-fold:
1 - Ranged defense covers more mezzes than s/l defense
2 - You can always make ranged defense work on your terms. Some people believe blapping means staying in melee range, I don't subscribe to that school. I joust, and doing so keeps enemies chasing and shooting, and this makes ranged defense work for me on my own terms. -
burn's great now and so is fiery embrace.
I'd build for recharge, and get energy mastery for conserve power and energy torrent, the former to get your end use under control and the latter as mitigation and another place to put a force feedback proc. -
Most people stick to A/TA due to concept reasons or they think that redraw is the devil, but I think Archery is a lackluster pairing with TA.
There are some other blast primaries that bring more to the table:
-Sonic blast brings oodles of -res to stack with acid and disruption, and it has a sleep.
-Dark brings -to hit and a self heal and an aoe immob so mobs stick around in your debuff area.
-Fire does lots of damage in a hurry and can light up oil slick naturally.
-Ice brings more holds to stack with ice arrow and ice storm slows the mobs so they stick around in the debuff zone longer, and does damage to boot.
All the above do exotic damage as well. -
ice/fire is good if you can build up some defense bonuses with IOs.
Ice/Stone is also a popular choice for the non-IO crowd due to the extra mitigation that fault brings. It also feels very smashy if you don't mind the mallets and the lack of AoE. -
I think a Kat/Fire/Soul build with an emphasis on recharge, +def(just enough to softcap with shadowmeld), and +hp would be pretty beastly in the late game.
Well I think all /fire/soul builds following that scheme would be significantly more survivable now that soul mastery is available. -
If you play an aggressive blapper well, you probably can play every other AT in this game save masterminds just as well, or even better.
You can softcap defense on a blaster as well, it's not impossible to survive against AVs when you have softcapped defense. EZ mode is EZ mode regardless of AT. -
Capoeira, drunken master and animal styles for martial arts.
Two handed weapon animations, like a two handed overhead smash, I want that on bash with a shovel, or a double handed whirling sword/mace/axe. Sheaths for weapons.
More blaster animations, finger beams like executioner's shot without the guns. Sonic animations with a bunch of #$@%'s coming out from the mouth for my pottymouth panda. More flashy nuke animations. -
Defenders get APPs with resist shields, so slotting will be the same.
As for getting a travel power so late, use your imagination, I'm sure you can shuffle some power picks around. -

You can try a few blasters. I don't know how populated the Defiant server is but with a sewer team or maybe an AE team you should hit level 10 in relatively short time.
If you want safety with decent AoE capabilities try:
Ice/mental, Sonic/Mental (sonic doesn't get safe till level 18, and you are pretty much stuck with single target attacks if you choose to use siren's song, but it is ridiculously safe as long as you leverage the sleep)
If you want to see what dealing mass carnage at very early levels is like try:
Fire/Energy, Elec/Energy, AR/Energy, any of these combos can achieve very high burst AoE damage by level 12, just be sure to take build up asap.
If you want to be crazy and learn to be an ultra aggressive blaster that has a good mix of Single Target and AoE damage, and likes punching stuff in the face try:
Fire/Elec, Fire/Energy (you will die a lot as you level these up and I'm not saying these are the best blasters, although they are very potent. But if you can play these well, you will most likely have learned the most about CoH mechanics out of any ATs that a beginner chooses as his first main.) -
Just because you have a few PbAoEs doesn't mean you need to spend all your time in melee. Building for S/L is one way to obtain defense but that leaves you open to a lot of mezzes, and despite defiance mezzes are still the #1 blaster killer. This is even more so should you choose to actually spend all your time in melee.
Here's a range capped build with 45% s/l resist as an alternative for you to consider. Use the jousting technique to get those PbAoEs off without getting stuck in melee.

Funny, I don't consider people that use siren's song and then pick off foes one by one blappers either. Have you seen a real bunny hopping blapper delivering jousting death all over the battlefield? And you don't joust away from the spawn, you joust from one enemy to another so you land next to your next target setting it up for the kill.
Learning how to move, how to position yourself, how to use LOS, how to use inspirations, how to exploit enemy ai does far more for your overall competency as a blapper, and as coh player, than siren's song, I can assure you that. And once the survivability issue is addressed by IOs siren's song and it's kin are nothing but IO mules at best, wastes of time at worst. -
I know about the level of control in sonic/energy.
Depending on what you solo that much control is overkill. I soloed on my fire/elec just fine before level 40 and before I purpled her out. Siren's song is safer but I put much more value on cj+hurdle and some sort of invis to get the first drop on the target.
If I were a sonic/anything I'd probably use siren's song, but I won't miss it if I find myself without it. Jousting and breaking los and all sorts of blaster tricks has done more for my blaster than any control ever will.
For that very reason I advocate going ranged defense over S/L, because you'll never be in melee for more than a split-second if you know what you are doing, and you can always force mobs to shoot you because of your mobility. -
Yes it is, so is regen, no more quick recovery.
All varieties of sprint are going to cost 3 end/sec. The devs want you to get in the habit of turning off sprint when fighting. -
Electric is better.
More attacks and better end management via power sink, lets you keep going and going and going... -
You can do a lot better and get ranged softcap and not sacrifice so much. Any other AT can do much more than your current build if the plan is just to cycle those 3 ST blasts + howl while hovering out of range.

I'd cap ranged defense and take tough and an epic resist shield for roughly 45% s/l resist + whatever other elemental resists that gets sprinkled in. Sounds counter-intuitive for a "blapper" I know, but it's more layered mitigation, and you don't have to stay in melee just because you have a few punches.

You'd be surprised at how many badly built "billion inf" builds there are out there. Maybe the guy doesn't want to get laughed at....

My damage output comment was aimed at the attack chain you are running. You could run gloom->tentacles but you will have a few seconds gap in between, more especially if you get slowed.
Since AoE is the name of this game and you prefer playing team support I was going to suggest that you fit at least nightfall into the mix but you already did that in your updated build. -
Why? It doesn't boost the strength of your shields, only the buffs from manuevers/veng and ups your heal on life drain. But I don't really think those are justification enough to settle for power boost.
Is this a PvP build or something? you have pitiful damage output for PvE -
Softcapped range def + 46% s/l resist and 50ish global recharge without hasten. You can play aggressive debuffer and buff people too. Plus you have attacks, something sorely lacking in your first build.
Alternate build involves dropping the hold and getting maneuvers, you can shuffle some slots around that way and get more global recharge via lotg 7.5s.

Get on better teams, aim higher than just being a healer. The stuff you suggest almost sound like macros in WoW, and this game isn't that game, at all.
If you want to be the best emp you can be, learn how to prioritize your buffs and balance your time so you can buff/heal and attack. Also, learn how to move, you'd be surprised how that can help your overall game.
At higher levels and on better teams you'll be buffing a whole lot more than healing, the only time you'll need to spam healing aura is during raids, but chances are there'll be other emps/rads/thermals spamming the heal aura with you.
