The Vet rewards have always been like that, with 'ooo' 'ahhh' powers/rewards at certain tiers and 'meh' rewards at others.
Be thankful the IO license didn't get put at tier 8. -
Either, both Brute and Scrapper for Street Justice work great. I personally prefer Brutes for the inherent taunt, greater HP cap, and greater resist cap. Just more upward potential.
I say, pick a concept, and roll with it. A strong character concept I can feel like I'm playing it what sells a powerset combo for me. -

It's generally a good idea to do so before running iTrials, as at -4 to the minions, you contribute significantly less damage, and have a hard time defeating enemies before they escape during the escapee phase.
That said, usually it isn't a problem, as usually there are enough +1, +2, and +3s to pick up the slack, and some powersets contribute damage multiplication (e.g. Kinetics, etc.) to more than make up for their -4 level to the enemy personal damage penalty. -
I'd offer my two cents, but not sure they'd help much. The design scheme of the end fight is just a little too chaotic for my tastes, so I just largely avoid the trial, along with Keyes, unless I'm really looking for something different.
Everything up until the final fight is fun. I just don't see the incentive to run this when the rewards/time investment are so out of whack, esp. considering the large chance of failure. -
Yeah, that has been a minor annoyance of mine for awhile. It makes me want to run tips that I haven't done before at -1/1 difficulty, so I can just stand there ignoring the ambush and finish reading the text.
But...that doesn't result in a very exciting mission. -
I'd rather run a mini any day.
Full BAFs lag waay too much, and it scales down anyways, so I don't seem the purpose behind wanting a full 24.
Mini LAMs are just fun. -
Since it's been on my mind lately, I thought I'd just chime in again to say I detest walking into PvP zones since the i13 changes.

Didn't it used to be that heroes could push NPCs around until they changed it because of some 'exploit'? I really never could figure out what exploit they might have referred to.

Desdemona. The Underground Trial is, at its heart, a huge escort mission. Yes, one of the most player-hated mechanics in the gaming industry. Even developers hate this mechanic. Yet we are subjected to one that is the basis of the longest Incarnate Trial to date.
Worse, the players that should be least responsible for caring for this dead weight (melee) are stuck with her until they die (often self-inflicted by means of Self-Destruct, something I don't think the developers meant by using "unused" powers) or the team tries tricks like teleporting the handler far enough away from Desdemona to get her to latch on to another player. -

Due to the way Brutes self generate +Dmg and have low damage mods, the -Damage penalty affects them less than Tanks.
I prefer Stone Armor on my Brute. -

Zerging an Objective isn't fun.
All the trials suffer from this to some degree by including so much unresistable damage and insta-kill effects. The single worst offender is the glowie hunt in Lambda. When a player is defeated and has to run back into the maze after going to the hospital, chances are the enemies left behind in the mad rush are going to zap him again before he catches back up to his team. -
I would fully support reverting all PvP changes to pre issue 13. Beyond that, PvP is dead to me.

$6 is not a very appealing price for an NPC costume, to me, at least.

No, it's highly useful, but on the same coin can be used in unnecessary and counterproductive ways.
If the tank has herded everything into a nice tight bunch and then someone lays a Tar Patch under them, it might be a good time to stow the knockback powers for a minute.
But if your blaster friend is about to be hacked by a Tank Swiper, knockback ahoy!
The only major issues I see are with powersets that have no choice between using their AoE attacks and not knockbacking (e.g. Energy Blast/Peacebringers), and then issues like knocking off of Tar Patches or knocking things away from a Scrappers taunt aura ensue because the choice is either attack 'and' knockback or don't attack. -

The Destiny one is a league teleport and a heal...wow...compared to every other Destiny power...that is some major suckage.
The only good one out of the bunch is the new Judgement power, useful for Martial arts characters...and it's locked behind 15 emp merits because...?
The Inteface slots are...eh..they're not as crappy as the Alpha or the Destiny but chance for endurance drain, chance for imobilize, Maximum HP debuff seems ok but will probably be tiny debuff that doesn't really add much and Chance to confuse which is damn near useless in the ITrials anyway. Compared to the near always useful -regen and -resistance debuffs...they're unfortunately just not upto snuff.
So yeah...why are they locking powers that are essentially WORSE than the ones you can unlock freely behind a 15 emp merit gate...it just makes no damn sense.
That unlock makes no sense. I figure they just want something you can earn, but really? No way I am going to unlock these powers with 15 now harder to obtain emp merits when the other 'equal' or possibly better powers require no unlock.
Okay...well, I might for concept, but I'd be frustrated at the silly pointless unlock requirement the whole way. -

They do get stuff for free, via their point stipend.
They can even eventually unlock components from previous 'pay extra' only booster packs via their stipend.
The goal of the free-to-play model change is to have more things available than you can get for free as a VIP, so you can either pick and choose what you want as 'free content' and/or pay extra to 'have it all'. The extra income they are generating is allowing them to create the more content than would've been available previously under the monthly pay system. -
