Not if you don't want them to be. *shrug* I play the game to play a character, not go after shiny #13275. If I happen to *get* said shiny, great.

Unless they're hit with a bug that's been around for a bit - they don't auto-dismiss. And you can't order them to dismiss, either. I tend to have to zone a few times (in/out of the mission,) eventually I can dismiss and resummon some pets that will follow me.

I'm sorry, I can't agree to this in any way, shape or form. Primarily because I've agreed with EG a few times in the past, and we're at a critical moment where if I agree again without letting some of those prior agreements decay, the results could threaten all of spacetime. Tears would appear in the very fabric of reality. Misfile would be a *minor* issue in the overall scheme of things. Arcanaville would have no interest or ability in math, instead becoming a professional cheese-clothing designer. Salsa everywhere would be threatened. Reality as we know it would be twisted into Origami cranes.
You see the burden I bear. So, I must put aside any actual personal opinion on it, make the sacrifice and vehemently disagree with this.
It's for your own good.

First, you can get jetpack recipes at Wentworths for... what, pocket lint? And that market is, of course, merged - so you can snag one at any time from within Praetoria.
Second, the jetpack vendors in GV and the Shard are there for a reason - they're two zones that *really* cause problems for people without much vertical movement ability. They weren't put there for "lowbie jetpack sales." They won't be moved.
And third, of course - I have to agree that you not taking a travel power is your choice. *shrug* -

Yeah, if you don't want to burn your freespec (or a vetspec,) use your dual build - head to any trainer, pick "Choose your current build," you'll be leveling from levl 1 to your current level just like you hadn't trained them in (power, slot, power, slot, power, slot slot, etc.)
Note this is irritating if you're doing a dual build on a VEAT over 24, as you get to 23 and get kicked right back to 1 with the branches open. -

And I can't stand One Piece. Five minutes of the animation style they use makes me want to claw my eyes out. -

Two words. "Dual builds."
Run one for teaming, with a little more emphasis on shields/clarity/etc. If you want to dip into leadership or whatnot, go in here, too - you'll have fewer attacks and such, but more team utility.
Set up the other one with more emphasis on your attacks and solo utility. You'll have some space in your solo build choices (not as much as, say, Thermal, where a solo build can skip almost all of the secondary) for the times teaming's a bit slow or you just want to kill some time on your own. -

You really need to learn about Kinetics, OP. That's all I can say. Transfusion, for instance, IS a single target "attack" - the heal it fires off affects your allies in an area around the target.
Calling Kinetics underpowered is like calling a lit blowtorch a perfect example of cryogenics. -
If by "having their pets modified" you mean controller/dom pets, those are separate from the vet pets. The non combat pets only come in a single variety each. The buff pets come in two varieties - typically some variation of red and blue. They can't independently be recolored.

It depends, in part, on the powers. If all I can do is make sparkly lights and magically give people the perfect hair for their outfit, it's not going to do me a lot of good to fight crime.
Now, if we're talking "I am a god," (or at least significantly powerful/superman-ish enough) where I don't particularly have to worry about being arrested (because, unless I turn myself in, who's going to be able to hold me?) then by definition I'd be a vigilante. Keep myself to a moral code, yeah, but what I'd be doing would by definition be outside the law... nationally and internationally, as there's no way I'd be staying inside borders if I could move quickly enough.
Of course, depending on who's doing the labeling, I'm sure I'd be called a villain at times, too. All depending on point of view. -

Looking at MM sets, we have:
3 pet tiers
2 upgrades
2 Single Target, 1 AOE/Cone attack (generally)
1 "other" power of some sort
Looking at Illusion, we have:
1 invulnerable, temporary set of pets
1 placeable AOE fear "pet"
1 normal pet
2 invisibilities
2 ST controls
1 PBAOE control
1 ST attack
On top of it, most of this does "illusory" damage if it does damage at all, which means the enemy heals back part of the damage.
Things that would come over mostly unchanged:
Phantasm. Not sure if they'd let it keep the decoy or not - given it doesn't do damage, and it's thematic, sure. Some of the Controller's control would probably be ported over to it, putting it more in line with, say, the Oni.
Spectral Wounds. Straight up attack.
Questionable:
Possibly keeping Spectral Terror as the "Utility" power. Likely with modification. It's not (IMHO) as good as Gang War or Soul Extraction, and you'd probably get some argument one way or the other comparing it with Serum or Smoke Flash. I'd guess they'd modify it somehow, possibly to keep it mobile and increase the recharge. (Straight control... I'd call unlikely.) Runner up: invisibility. (Rank, to me: useless.)
Rework guaranteed: PA.
They're not keeping that invulnerability, obviously, plus they need an upgrade path. By the time they'd finish working on it, you probably wouldn't recognize it as PA.
Needed:
Two more attacks. Yeah, "nobody takes them" - unless they prove useful and/or otherwise interesting, such as the Thugs pistols (pre-DP) or the DS whip.
A tier 2 pet set. The Tier1s, if they keep PA like PA, are going to be a mix of range and melee already (so keeping them alive... sounds like it'd be three arsonists.) The Tier2 would probably be leaning more heavily towards buffing (more like ProBots as opposed to Jounin.)
Upgrade paths.
Like I said, by the time they finished, it wouldn't be Illusion. (Though it might be more interesting to me than Ill is, TBH.) -

They should have provided a CD key. Tell Steam not to download, go to plaync.com, create the account and plug in the CD key. You should be able to download the launcher from there, as well. Just add it to the Steam launcher when it's done. (I have it bypassing the updater in mine - using "D:\Games\City of Heroes\cityofheroes.exe" -project coh as the link, so I do have to manually update. -

Which is (a) completely irrelevant to the discussion, and (b) complete and utter BS. I've made VEATs. Bane at 50, Widow at 50, others at various levels to give them as much a chance as I could. I do not like them. That does not mean I'm "missing out," bub, any more than I'm missing out on the "joy" of having various areas of my anatomy pierced, every inch of skin tattooed, or the thrill of having liver and fried grasshopper every meal of every day. It's called personal preference. Suggestion: If you just want "oh yay that's wonderful" and nobody to bring up the actual problems with it, use a blog. If you want to ignore the actual problems with it - because like it or not, the costume creator is a big draw for this game, for instance - don't expect to be taken seriously.
Oh, and there's not universal agreement on VEATs. I find them boring with an utter crap storyline. That's not an "error." -
