As far as I know, the non-combat pets cannot be altered. Maybe I am wrong and have been missing something for the past three years. If I had, that sucks.
Are you sure you're not seeing the combat pets? There's 2 different colors of each of those.

my Healer has the non-combative pet.
I clicked the Badge award under 'Veterans' catagory.
then it asked me to choose 1 of 4 pets.(non-combative)
I tried seeing Tailor but don't know how to bring up the pet.
....It may be non-editable.

If by "having their pets modified" you mean controller/dom pets, those are separate from the vet pets. The non combat pets only come in a single variety each. The buff pets come in two varieties - typically some variation of red and blue. They can't independently be recolored.
I recieved a PM from the OP asking this same question (verbatim) how is it that I was asked about it when I don't know the OP from Adam, and I had yet to post to this thread?

Some (not all) of the pets that come from primary or secondary power sets can be color-customized. (Click here for an example.)

I would chalk up being able to color-customize the vet pets in the "it'd be nice but probably not going to happen anytime soon" category.

At the moment, if it's not a primary or secondary power, then you're not going to be able to customize it.
And even some primary and secondary powers aren't customizable either.
