Is there a way for me to copy my characters to other servers

Sorry, no "Copy Tool" for Live servers.

Usually Freedom is actually at the bottom of the list, along with Virtue because nowadays the servers are arranged by [Last one you were on] followed by lowest to highest population.
There is currently no way to pick which server you want to use for any character, you have to explicitly transfer them there. I think the free transfers are still running though.

I've never noticed the server list acting in any way other than what was described. Has always been "last server used" on top, then "most populated" from the bottom up for me. Maybe something resets if you get disconnected and/or a server's full?

Busy servers are good but too busy creates indirect problems like lag, disconnects, etc. I'm sure in a month everything will go back to normal but how do you build a more flexible gaming platform that can adjust to demands of game play. If a server spikes and I'm a paid user, shouldn't I be allowed to utilize the same server on another server? Also, does NCSOFT have detailed server utilization reports online? I'm curious to see what they're dealing with day to day.

Aren't character transfers free right now? Or has that ended? I've been busy and haven't gotten to log in. If they are free they give like 20 transfers a day, just transfer to a less populated server.

There is nothing stopping you from just starting your character over on a different server.
The only thing you won't have is the level, because you can just email anything else you want to the new character. A lot of players do exactly that. It also helps when your home server crashes altogether.
I don't think there will ever be a way to copy characters from one server to another while leaving the original in place. It is far too open to exploitation, and the devs don't seem to like the idea of getting one character to 50 and copying it 10 times for a total of 11 50s.
There is also the fact that the servers would copy your character exactly as it is, including anything you may have in your inventory. Got lucky enough to get a Gladiator's Armor +3% Defense recipe? Well, how about that, now you have 11 of them! When you copy a character to the test server it works like that, and there is no reason to believe a copy between live servers would work any different.

Yeah, there's no way to "Xerox" a character. Because certain things are tied to your character on the database, especially Inf, recipes, salvage, etc., allowing such a feature, even at additional cost, would break things like inter-player trading and the Markets.
The only thing you can do is transfer the one character to whichever server you wish, or copy a character's costume in the tailor and re-reroll him/ her on another server from Level 1. The only tricky bit would be to ensure that your character's desired name is available.

Let this be a moral lesson, kids: don't get locked into one server.
(I play on, in roughly chronological order of starting: infinity, pinnacle, victory, freedom with an intermediate moment where I created characters on all US servers, both sides, so I could run an inf transfer service.)

Grab some friends from your main server, run a little alt SG/VG on another server. Email yourself a nest egg. Play them once a week, once every two weeks, whatever, even for an hour at a time. They'll level, you'll get a base started you can do new and interesting things with, and when your main server's having problems you're not stuck.
Plus, who knows, you might just like the new server.
