So simple, popular, and standard. Why reinvent the wheel? When it's all said and done, some people are going to get together, pew pew, and there will be some winners and some losers, no matter how wacky you make the structure around the whole thing. You can discuss it all you want, but you're not gonna suddenly invent some mysterious super tournament structure that's 10x more fun.
FWIW, I've played in a tournament for another game where the organizers decided the finals would be seeded 1v2, 3v4, 5v6, 7v8 instead of the standard 1-8, 2-7, 3-6, 4-5. The organizers thought it would mix up the final results from the usual suspects. What it actually did do was create a giant cluster **** of collusion and thrown matches during the late rounds of the tournament. Very, very lame, and serves no purpose other than giving worse players an opportunity to finish higher than better players. -

Fewer bans = better.
TK/Soul Storm/Stalag - increases scores in matches, reduces ties, for an overall positive benefit. No ban.
Lore - No benefit other than cluttering up the map. Ban.
Reactive/Destiny/Judgement - eventually we have to accept that incarnates are part of the game. The result of including all 3 of these is a slight increase in offense, and that's a good thing. No ban.
Taunt - No limit. Any lineup with >2 Taunters counts ties as losses. That way alternative strategies can be attempted, but are forced to play for the win instead of trying to force a tie. -
If you had an event like this, I'd play and, most likely, have fun. But I think you're focusing on the wrong thing.
Budget PvP builds exist (for teams, at least - 1v1 is a different animal). Some KB IO's, a Miracle and/or Numina proc, a few LotG's, and some Devastations make for a perfectly competitive kickball blaster. I played through the entire first Freedom League with 0 PvPIO's and 1 Purple IO (An Apoc proc I got as a drop while leveling my Psy/EM - it was fate!). Granted, I was no elite player (I'm still not), but it was effective enough to be competitive, get farmed, and learn some skills.
Spike + Lock + Evade > Glad Javs + Apocs + Panaceas. Those super expensive GJ procs really aren't worth a nickel until you've got the skills to put them to good use.
An all SO event might be amusing, but it's not going to be a stepping stone toward becoming a competitive PvPer. KB mechanics vs non-HP-capped toons change the game enough that you'd be learning warped skills for a warped environment. It also wouldn't likely change the status of players much - the best all-out hardcore players will still be the best SO-only players, provided the bottom half of the crowd skill-wise didn't invest a LOT of time in breaking the format - time that could have been invested perfecting the skills needed for more standard IO'd PvP.
I'm not trying to be negative - it's an interesting idea. Just trying to point out all the angles. -

Might want to remember when making a new toon to add the Arena channel to your chat list so the event can coordinate.
Also remember the /arenalist command, so you don't have to sprint to Port Oaks. (No Pocked D at lvl 2.) -
