Steam servers too busy... for over 3 days now!
The answer to your question is... Chartreuse.
If you have noticed, the game has been insanely busy since going rogue has launched. The two most populous servers are always in the red meaning they are full, the others are busier than I have seen them in years. This is a good thing, it means a lot of people are playing.
If you are having trouble logging on, just wait a few days until the new shiny wears off and things will cool down.
I have no idea how steam does things but I am pretty certain that none of the people in charge of it are on this board, if you have a complaint about steam, shouldn't you publish it somewhere like say, oh, steam?
Also, this is a place where players answer questions for other players so, Chartreuse.

It might be at steam's end or NCSoft's, so try emailing both. For NC try the account support or post this to a GM petition.
A game is not supposed to be some kind of... place where people enjoy themselves!
I have no troubles logging in with the client, and the all EU servers (4) are no way near the red, probably because NCSoft decided not to sell the game retail in the EU.
The issue is that CoH Going Rogue cannot be downloaded at all when using Steam. And I didn't pay for workarrounds.
I was even nice enough to wait 3 days before posting, but if support fails what do you suggest I can do. Steam support and NCSoft support failed until now, because I never got a reply from any of them, not even some basic steps I can try, or that they are investigating the issue.
Edit : The GM petition might be a good idea, because I have a support ticket on Steam and NCSoft for this issue. NCSoft GM's at least listen, I know because I play Aion as well.

That said, Steam is a virus.
As it has been mentioned in an earlier post, sounds like a problem with Steam and thus out of Paragon Studios' or NCsoft's hands. Consequently, venting at either of these, while possibly cathartic, is not likely to be productive.
With that in mind, workarounds is all we can offer while you get in touch with Steam support - my suggestion would be to navigate to your City of Heroes folder and look for a file named cohupdater.eu.exe {or something to that effect, I forget the actual name} and run the executable. It should also be possible to create a shortcut to it in Steam {"add a non-Steam game" option}, so you can run it from your Steam library.
I've also been trying to download a new game from Steam for about 2 days now, without success.
My guess, is they (Steam) know about the issue and are working on it. Steam is only a reseller of CoH, so I seriously doubt an in-game petition on CoH will help you. In fact, I'm sure they'll refer you back to Steam.
What's funny...I was looking on the Steam forums for help, and I ran into your thread, and a couple other of your posts regarding this issue. It looks like you're not the only one having launcher troubles, so hang in there and wait for Steam to get it worked out.
I know that a forum is normally not the place to talk about technical issues in the first place.
I did get this message in the past a few times, but after trying a few times I could always download the game.

The other game you have troubles with
Try moving the ClientRegistry.blob file which is in your Steam folder.
After that restart the Steam client, that may work in your case.
If it works you can safely delete the blob file you have moved.
Too bad this step didn't help with CoH Going Rogue EU.
I really hope that Steam is working on it like you say, but I also wish that at least they would reply to me with at least the message "Investigating" or "Known issue" or asking for more details if needed, or todo steps I didn't think of.
Can you download the client from your NCSoft account page or does Steam make that not work for you?

Not sure how it'll make Steam react - I run COH through steam, but owned it before Steam existed . Still added it to the launcher.
They should have provided a CD key. Tell Steam not to download, go to plaync.com, create the account and plug in the CD key. You should be able to download the launcher from there, as well. Just add it to the Steam launcher when it's done. (I have it bypassing the updater in mine - using "D:\Games\City of Heroes\cityofheroes.exe" -project coh as the link, so I do have to manually update.

Got KoToR too, and it works... no KoToR 2 yet... which is a bummer. Hehe. I'm not really computer littereite enough to figure out how to get some of them ventage games to work on my new system, but, 10 bucks or so to get steam to do it for me, is worth it IMO.
As for the OP... eh, I had CoH LONG before i even knew what steam was. So, i have no idea. Sorry.

Hi all,
I bought CoH Going Rogue EU on Steam 3 days ago, and after trying and trying I get the message that the Servers are too busy to download the game. After 1 hour I was smart enough to download the client from here as well and activate the CD-Key I got from Steam. I love the game, but I when I buy something from Steam I want to be able to run the game from my Steam list.
I also tried the step where you should delete the blob file, and I refuse to even try to reinstall Steam, because I don't want to redownload over 400 games again which are on my list that do work.
So I hope that someone working for NCSoft is reading this post and is taking some action. Because this issue is scaring away new customers for this game.
