i21's features are already set. It's too late at this point to expect them to shoehorn in any Proliferation. Last update on it was apparently BS making a note to look into it during a recent UStream, so don't expect any to actually see the light of day 'til i23 or so.

While the idea that sets with thematic synergy should similarly have a certain level of combined in-game potency is a good one, this is something that should fall on the sets themselves, not some sort of extra mechanic, and at this point, re-designing powers entirely for the sake of certain thematic synergy is right out. Cottage rule, and all that. It'd be something to consider for a sequel, perhaps.
Similarly, even if it seems like conceptually, some sets "should be" weaker than others, that's pretty horrible for a balanced sort of game. If you want to build a character with "Willpower" who is, in every way, weaker defensively than someone with a Fiery Aura, then that's entirely your prerogative. Go for the MAN build, my friend, you can probably even ask for tips on these very forums. But trying to dictate power imbalance in that fashion just doesn't work for a game like this.
Besides, comics and super heroes come in all shapes and sizes. The Hulk uses /Willpower too. -
I wouldn't take advantage of it, but I honestly wouldn't care if they wanted to. Other people being able to buy recipes and the like for real money wouldn't really have any effect on my own ability to play the game. The only thing I could see as being legitimately harmful would be letting people buy Influence.
That said, I can't imagine it happening, but if they're selling double-XP tokens, ya never know. -

I...don't think I could do it. But for the sake of the hypothetical, hmm, I'd probably feel compelled to keep my namesake character, especially given how much I've invested into him. I'd also really want to keep Prince Hamlet, my DB/Invuln Scrapper, simply because he's just a bunch of fun to play. There's a reason those two ended up my two Incarnate'd heroes. 'cept...dangit, that doesn't leave me any villains.But since I don't see myself giving either of them up, I guess one would have to take the plunge...

Heals seems fairly likely, as someone else mentioned, with the whole "undoing of time" theme. Speed buffs and debuffs, as well. I could imagine an ally "time freeze" power that worked sorta like Hibernate for a teammate, though I'm not sure that would be very practical or even all that strong in actual use. Finally, an EMP Arrow/Pulse clone seems like a reasonable assumption as well.

Wasn't it already explicitly stated somewhere in the lore that the whole skull-and-bones Shivans thing is the result of the meteor landing in a cemetery, not just because it was their environment but because those were, y'know, the actual remains of people, integrated into the Shivans' bodies? I coulda sworn this was something "we already knew". But maybe it wasn't as explicit as I thought.

I'm really not big on this whole Neo-Shivans thing, but the First Ward shots look pretty awesome.

Praetorian Scott is the evil one. If you can't infer it from his actions, his own #2 is even nice enough to outright state it. Granted, can't say the same as easily for the TC-man or Metronome. But yeah, there are plenty of characters that are on the same side before and after the switch. Like, say, y'know...Hamidon. So it's not too relevant.

Maybe I'm evil, but I say, keep 'em fail-able, and if they fail...so does the TF. The end. No rewards. Too bad, you suck. Insert coin and try again. Also, ideally, they should change the TF in this way, but not say so in the patch notes when they go live with it.

I think VEATs work as "natural" on the premise that they don't have access to anything that anyone else doesn't. Black Scorpion's Tech, because nobody in the world has Black Scorpion's armor (well, except Quatrexin, and that was only, like, for five minutes or so). The Crab Spiders are Natural, because even though they have cybernetic arms, anyone who wants to submit to the Arachnos procedure can have the same. What makes them special is how they use it, not the tech itself. Similarly, the various psychic powers that Widows used are all considered the unlocking of natural potential, or whatnot. Anyone could hypothetically do the same thing, Widows just do it better than everyone else, since they have talent and training.
