Demme is a Thugs/Storm MM. He started out in the Rogue Islands hoping to land the weatherman job at WSPR-TV. That never happened. But while he was there he made some friends who like to chase storms and tell jokes.
His weather chaser cohorts are always at the ready anytime a storm is brewing. Demme has given up trying to be the TV weatherman and has settled into being the "Weather Man", utilizing his ability to call upon weather phenomenon to foil some evil plan. He is currently fully heroic, but it is always in his nature to go vigilante if need be to correct an unfair situation.
Demme has recently come across a time portal that allowed him to abscond some of the earliest Nemesis-created steam-powered weaponry, and a flying machine backpack, and bring them back to our timeline for use and study. -
I put the ragnarok knockdown proc in caltrops, and positron chance for energy damage in full auto (actually the full posi set)
I did this for 2 reasons.
1)trops still needs enhanced for recharge and slow
2)the other ragnaroks Ive come across I've put into LRM Rocket -
I know its open on union still, but never was opened on victory.

I tried that, and it did not work. Still blue.
However, Quick change at the bottom left hand side of the page worked. It must override personal preference settings. -

I just followed Kats instructions above, deleted the folder myself, and now no more warning.
Im going to leave UAC control off for the time being. I cannot believe what a difference in FPS I got from just stopping that.
Can anyone explain to me why UAC affected my frame rate so much? I was typically 15-30 before, now up to 45-60 fps.
I team with friends now using skype, and the frame rate is great. With UAC enabled, I was about 2 fps, totally unplayable running skype and cox together. -
Steam Jump + hover makes a great makeshift travel power.
Used it a lot to avoid Air Strikes called in by Duray last night.
another reason why the steampunk pack is worth it. -
You'll only ever be 50 [+1] for the regular content. To my understanding, the other level shifts are only applicable during incarnate trials. If you start to feel overpowered, bump up your difficulty. And try foes you're weak against.

Update:
Support asked me to disable UAC. I did. It did nothing to eliminate the original NCLauncher error. However, my framerate jumped dramatically, so I am at least happy about that. -
I have decided to not disable UAC at this time, as the game is still playable. I started a support ticket about this, it has been escalated but I have yet to hear anything after the first email. I'll keep you guys posted.

I keep getting that warning too. However, I bought the steampunk pack, and it applied properly yesterday morning. I have another thread asking about this warning, but so far no responses.

All day yesterday, and now today I repeatedly get this warning when I open the NCSoft Launcher:
The NCLauncher has detected a Windows Virtual Store folder for City of Heroes, and an install in Program Files. The NC Launcher would like to remove the folder in your Virtual Store; not removing this folder could cause errors. Can NCLauncher remove the folder below?
Then it gives the location.
I click yes, then the next time I start the launcher it happens again.
Whats going on here? -
I have a male widow, I have called The Human Swarm. He has insect wings and a bee costume, and the firefly aura.

One thing you could do with Ex-Agent Hotspur is remember where you had the most fun with him. Was it the Hollows? Steel Canyon? Skyway?Brickstown?
Make a build that exemplars down to say, lvl 19, with as much set bonus power you can squeeze in, and go to Skyway and kick butt.
Or exemplar to 39 and go to Brickstown and kill all the Paragon Protectors and Super Stunners you see.
This can be easily achieve by using Ouroboros, and choosing an arc in that range and then instead of doing the arc, go to the level appropriate zone and street sweep. I do this a lot with my solo characters.
I have an old AR/Dev blaster that I exemp to 25 and go back to Talos with and just kick butt. Its more fun now because I can Toe bomb things I could not do before, it really does make you feel heroic. -
One thing I want to warn about laptops, as this was true on my wife's Dell that I was using for about 2 months away from home this Spring. If you use the numbers to fire off attacks with your left hand, be careful not to hit the disconnect wireless button, which on her Dell is right above the 3 key.
With my fat fingering, I ended up using a whip cable and plugging into the network instead of using wireless, so I wouldn't accidentally get myself killed because i hit the wrong key. Also, hotel wireless, sucks for gaming, especially during evening hours when everyones in their rooms. -
I go against the popular board advice:
2 50 Damage IOs
Kinetic Combat - Knockdown Bonus (for style points)
Touch of the Nictus - Heal, Acc/Heal, Acc/End/Heal
Gives me:
47.7 ACC
83.3 Damage
88.1 Heal
54.2 Endrdx
Plus 9% acc bonus to all powers and 1.88% max health from TotN set bonus.
Then, when the KD occurs, the mob looks like he gets lifted up by his collar and dropped to the ground. I love that effect, so I will never remove that proc. -
I think you're taking Boxing, Tough, and Weave too soon. I'd move up: Acrobatics, Hasten, and Murky Cloud to those spots.
I personally would be afraid to run Cloak of Fear, Tough and Weave at the same time. With your resistance toggles, Dark Embrace and Obsidian Shield running first, thats a lot of endurance to recover at 28.
I guess I just think its silly to take pool power defenses when you still have secondary powers you need (Murky Cloud).
Like Gavin was saying try to get those +Endurance procs slotted to get your endurance issues under control. -
I just want to thank the devs who left the Hive on Guardian, instead of staying and making a total mess of a Hamidon Raid.
They enter and chatted a bit, and we responded with how uncool it was for them to interfere with a hami raid and they obliged and left. We then completed it successfully.
Again, thanks for being considerate of those attempting this trial on Guardian. -
Lets see:
For Dark Armor, the only 2 powers "skippable" are Shadow Dweller and Soul Transfer.
I recommend choosing between either Oppressive Gloom and Cloak of Fear, you don't need both.
With that said, when we got inherent fitness, I needed power choices to add that would be useful with just the base slot, so I took Shadow Dweller, and Soul Transfer at that time, well after I already got to 50. I do enjoy Soul Transfer.
For Dark melee, pretty much take any powers that fit your concept. I personally skipped Shadow Maul and Touch of Fear.
I say just do not skip Smite, Siphon Life, and Midnight Grasp. They are your best "scrap it out" type powers, powers you want to fill the attack chain with. Shadow Maul is a cone power that you need to line up to get it to affect more than one foe.
If you take cloak of fear, touch of fear would stack and give you the ability to fear high level foes. If thats your idea of fun. I decided to just kill them quicker. So I omitted those.
For power pools, I definately took leaping to give me Acrobatics for the KD protection. If you have access to a Steadfast unique, then you might not need to go that route. I just have to say it sucks playing a stalker that gets knocked down, that is the one weakness that is most glaring with dark armor.
If you have power choices left after primary and secondary and leaping, I suggest fighting pool for tough. However, if you try to run tough AND your status effect toggle, you might run into endurance issues, so you would have to decide then what is most important for your concept. I did not take tough.
I ended up doing Ghost Widow's arc, and taking Soul Mastery. Lots of good power choices there that fit my concept. -
How about:
1) When you're in the queue, people can still send you invites to a team or a league, and you can actually see the invitation, instead of standing there blissfully unaware you're being invited.
For those who don't know, if you're in the queue, you do not see invites sent to you. Pretty stupid if you ask me. -
