Everyone is under the premise that I have stashed points or I am wasting it upon costumes. Hell, I am lucky if I have the spare points necessary to buy a power. The system for rewarding your monthly points is borked beyond belief because you literally have no clue when you'll receive them and freedom been out at least a year for them fix problems within the PPM system.
I do like the current development team and as a player I enjoy what is being distributed within each issue ( well issue 23 seem kind of ok IMHO). I am looking forward to I24 personally .However, you shouldn't have to pay for powers as V.I.P period their apart of the game. Everything else doesn't matter me that's my only "gripe".
So what you're saying is that if the rate of incoming power sets should be slowed down so that they are free.
You cannot have "tons of power sets put out at a fast pace" and "all power sets free for vip" in the same game. You just can't. Pick one. And then realize that your pick doesn't matter cause the devs have already decided that some power sets will come with VIP and some wont
You aren't being short changed. You are getting more content than ever at an unprecedented rate. You are getting more now for VIP than you ever did in the past. The fact that there is MORE on top of that which costs extra is what bugs you. And probably the fact that the sets you want cost points and the sets you dont care about are free and those don't count because obviously they aren't the ones you wanted. But it is no different than us buying expansions for power sets or costume bundles for costume sets. We paid extra before for these things and we will continue to do so.
Only now we get MORE stuff FASTER. How anyone can see that as a negative is beyond my ability to comprehend. -

V.I.P. means Very Important Person. There's a reason subscribers are called VIP. You're insane if you don't think VIP's are treated well or aren't the preferred customers. You have no logical basis for such a claim at all. -
I'd kill for a new crafted knockback IO set that included a proc that just turned KB to KD and wasn't unique. Just give me that so my energy blast characters can stop knocking things out of their own range please.

Let's see...
1) Any character over the number of character unlocks you have. You'll have to SPEND POINTS/MONEY if you want more characters than your premium limit allows. (that varies based on vet status etc)
2) SSA access unless you SPEND POINTS/MONEY to unlock them without VIP. That can be significant to some folks (like me).
3) Incarnate content as you mentioned. While I can take or leave the trials I do LIKE having the powers and the solo content.
4) Mission options like First Ward/Night Ward/Praetoria unless you SPEND POINTS/MONEY to unlock them without VIP. That can be significant to some folks (like me).
5) Any character using free for VIP powersets. That affects MANY players. You'll have to what... oh yea... SPEND POINTS/MONEY to unlock them without VIP.
6) Mitigated costs. The VIP sub at tier 9 grants you 550 points per month. Easily enough to buy a new costume set every month or a powerset every other month without ever paying a dime beyond your sub.
7) A reward token every month. If you aren't SPENDING MONEY to buy points you aren't getting these. As a tier 9 that may not be relevant but the fact that you can use them for consumables as a premium should still be counted as value for the VIP sub.
8) No access to tier 9 VIP rewards (the costumes and superpacks). These have value.
I've dropped to premium out of necessity here and there and I notice all of these missing things. VIP has far more value than I think you realize or are willing to admit. And for all the things you would have to spend money/points on to unlock as a premium you could maintain your sub and use your point stipend to unlock things that VIP doesn't give like Nature Affinity, Bio Armor, etc. -

Is this a Digital Storm built rig? Asking because I only see reference to a Vortex Liquid Cooling system at their site.
They built my last computer however many years ago and I loved it all this time. I simply had to get another from them now that it's time for an upgrade. They really know what they are doing and their customer support is top notch.
Since I'm afraid to build my own machine I prefer having a reputable company do it so if anything goes wrong I have someone else to blame and a warranty! But my last computer from them was wonderful and they were running promotional sales on the vid card, an extra year on the warranty for free and 10% off the top of the cost so I felt it was a great time to get it.
I wanted the liquid cooling system (its a sealed loop system, I'll never have to touch any fluids or refill anything) cause it is quiet compared to some fans and its good for overclocking the processor. I do alot of work with video and audio editing in addition to gaming on my my rig so having the cooling and extra ram is worthwhile to me. -
And I was wondering what the opinions of our illustrious community thinks of the new rig. I play alot of different games some more resource intensive than others and my current machine is pushing 5 or 6 years old. So I felt it was time to upgrade. Here's what I am planning on but I was hoping some of the more technically minded among you could point out any flaws or things I've overlooked in my setup. I've only submitted the relevant parts for the sake of brevity.

My current system while old is still fairly robust but coh gives me unacceptable fps if I try to push the ambient occlusion. Otherwise everything else is maxed. I think that's probably the fault of my current processor (dual core 2.66) since the video card (ATI Radeon 5750 I think) should be more than a match for anything coh can throw at it. While I know the above specs for my new machine will be overkill for coh I do play other games that are very graphically intense and I want this new machine to last awhile. Any feedback about the specs would be appreciated! -
Once upon a time having a level 2 in your group threw off the xp curve and gave everyone that wasn't the level 2 massive amounts of xp. The lvl 2 got no xp but got paid by basically getting all the SO drops.
I remember people camping out in the magic shop in IP while one higher lvl killed mobs around the shop and people were just dinging left and right. -

I spend much more than I used to simply cause there's more I want.
I maintain my sub because I like playing at all levels and having access to pretty much everything. I also like the 550 stipend each month. I've spent on the order of 200$ more than I probably would have just on bulk point purchases.
The first hundred was way back just after freedom launched cause I was a few months away from tier 9 and didn't know how soon celestial would be replaced (needless to say I had plenty of time and didn't realize it). But the extra tokens were well used and I've had a surplus since then so whenever a new tier 9 costume set is added I will always have the tokens to get them all on day one.
The second hundred was after all the new shinies, super packs, inventory expansions, etc had depleted my stockpile and I had to refuel. So I bought another 100, used several of the tokens for free super packs (and yay got my wolf!) and saved the rest of the tokens for new costume sets.
I'll be spending another hundred in the next few months since my stockpile is again running low and I'll have a ton of new stuff to buy like Sorcery, Nature Affinity, Bio Armor, more enhancement inventory, new super packs and who knows what else!
Sure I look back and am surprised at how much I've spent but when I really examine it I can't honestly say I am unhappy with my expenditure or haven't gotten my money's worth. I have all the ATO's from sp1 I could possibly want, reward merits galore for other needs, tons of costume and power set options and overall the value of my account feels enhanced by all the global unlocks I've got now. Even if I drop to premium I'll have access to virtually everything except incarnate content. (but I like my incarnate stuff and the solo incarnate content so I keep subbing!)
In my eyes Freedom has been a massive success for ME. I can't speak about how much money its made for Paragon Studios/NCSoft but for me I've gotten more out of City of Heroes since Freedom launched than I have in years! I can only hope that the same success I see for me is translating as success for Paragon's bottom line cause I don't want this train to stop any time soon! -

After some thought (more than when I first posted at least) the kernel of an idea has gathered. Would it not be great if there was a "Generic Blaster Set" "Generic Brute Set" "Generic Scrapper Weapon set" "Generic Scrapper non weapon Set" Etc, you get the idea. The Set would have the most generic Primary Set progression .(Possibly A secondary set too)
Heres what it would look like for Blasters:
1) Minor Damage Ranged
2) Moderate Damage Ranged
3) Cone or PBAoE or Targeted AoE (Player Choice!)
4) Aim
5) Snipe
6) T3 (Close High Damage) or (Hold High Damage like Abyssal gaze)
7) (Rain of Fire Clone) or Cone or PBAoE or Targeted AoE (Cannot duplicate choice from 3 above
8) (Life Drain clone) or (Power Push Clone) or (Voltaic Sentinel Clone)
9) Nuke, choice PBAoe or Targeted AoE or (Blizzard Clone)
Each would be customized with whatever animation you wanted. The set (even with the choices I am suggesting) are not overpowered. They are merely flexible to playstyle. If i love Blapping, I choose Point Blank Stuff. If I enjoy skulking at range... nuff said. It will still favor Blappers, since all the secondaries except devices are written for Blappers.
For reskinning the animations, just use many of the ones we already have. Offer 2 or 3 per power. Go with a full on Energy Blast feel (I would!) or do a Fire/Ice Mix! Your choice.
For secondary effects - None. Ta freaking Dah. Maybe (Maybe increase damage by whatever amount someone thinks is the effect secondary effects have on overall gameplay, maybe not) It basically "Product" in a White can, with Black Letters. What it gives you is flexibility. It does not (nor is it meant to) unseat Fire Blasters, or let a min/maxer create the ultimate "......." It is just (just, heh) to allow someone to have the flexibility to choose powers and theme that fits their concept. -
Regrowth is a cone heal that Heals YOU and anything in front of you. I wouldn't suggest skipping it as a soloer.

Vindicator: Ms. Liberty
Why: I wanted to stay true to the patriotic feel of her original costume but give it a more modern style. As a martial artist, this costume gives Jessica more freedom of movement, showcases the Vindicators logo, and still keeps some of that feel from her original costume. The mask and hairstyle stayed but her facial expression changed to give her a more serious look, especially given what happened to her mother, Statesman and Sister Psyche. Jessica is a woman of today and women aren't as worried about showing a little skin these days as they were in the past. We replaced her skirt with some pants since skirts don't always allow for as much ease of movement when you need to kick a criminal in the face. While I personally would have kept the Liberty Belt for her costume, since it isn't available in the creator I went with the next best thing, the gunslinger sans bullets belt. The overall palette is basically the same as her original costume but darker, grungier, more serious.
From Jessica's perspective, it was time to cast off the trappings of the old and step boldly into the new reality of a world without Statesman. Jessica felt the need to toughen her image so she'd be taken more seriously by both villains and her fellow heroes. Caring less about modesty, Jessica decided to bring a little sexy back with her new look but kept it close enough to her iconic costume that she's still easily recognizable.
Vindicator: Woodsman
Why: I tried to stay true to Woodsman's original costume but give it a more modern touch up. I liked him in a helm so decided to use one in this costume as well. As a being of nature, I wanted to showcase the raw power of life he commands by giving him some glowy accents. His palette doesn't really vary much from his original costume except there's a bit more green that gives him a vibrancy he lacked. The bark of a tree was the concept I was going for with his leggings with some of that "power of life" glow I mentioned before. I felt the ram horns on the helm gave a nod to the stag horns on his original costume. I went with the steel bracers, belt accent and chest strap ring to give that steel from his helm more solidity within the costume.
From Woodsman's perspective, with Numina's help he is once again part of the living world, and in that world, nature is constantly growing, changing and evolving and so should he. Drawing on the essence of the forests in Eden, he girds himself with armor of tough bark infused with the essence of life. To give tribute to the wildlife he adorns his new helm with hand carved ram horns fashioned from fallen branches. His upper torso remains bare to the elements to keep him close to nature but the leather straps from animals he's hunted bind the leather shoulder coverings he now sports give him some measure of protection.
Vindicator: Mynx
Why: Poor Mynx never had a very elaborate costume to begin with so she's probably the one that varies most from her original outfit. For Mynx we kept her hair and ears but changed her face to a similar choice of her Praetorian counterpart, Bobcat, since it seemed more "feline." Like Ms. Liberty I wanted to give Mynx the opportunity to show some skin so her upper body is less covered but still has a rough and tumble kind of vibe. I figured the spiked collar also worked toward that end as well so I added that. I chose the monstrous hands option to give her natural feline claws and the fingerless gloves left those claws out to play. I added some dull gold accenting to the costume to break up her original palette a bit.
From Mynx's perspective, After undergoing some experimental gene therapy to try and restore some of her original human physiology while retaining her feline abilities Mynx decided it was time for a new costume. And while she'd never admit it, her new look took some inspiration from Bobcat. Mynx saw how comfortable Bobcat was with her sexuality and wanted to embrace that trait within herself. She also felt a bit out of date with all these new heroes on the scene sporting more elaborate and memorable costumes and felt it was time to get up to speed. Her new look is still comfortable and leaves her limber and ready to move in an instant yet has a more playful look that not only gets her attention but potentially distracts foes or causes them to underestimate the threat she represents.
Vindicator: Valkyrie
Why: While not as simplistic as Mynx's original costume, Valkyrie's original costume shows its age. As a warrior empowered by high tech weaponry from another dimension I felt it was time to give her an upgrade! Valkyrie's entire original palette basically consisted of various shades of yellow. I wanted to pay a small nod to that but really add some warmth in the tones and add another color which ended up being the dullish brick red I chose. I liked her original Winged Faceplate but went with the higher res wing detail from the Valkyrie set and used a simple fact texture to make it connect with the rest of the armor. The rich gold and brick red work nicely together and the warmer yellow glow gives Valkyrie a more modern armored warrior style.
From Valkyrie's perspective, with greater foes and greater challenges ahead a warrior must be prepared to adapt. Valkyrie saw the need to adapt to world as it is now and returned to Warrior Earth. With Battle Maiden gone, it was easy to find warriors to help her upgrade her armor and weaponry. With a fresh infusion of nanites, her armor evolved into its current form and supercharged with more raw power, Valkyrie feels ready to take on the coming challenges in this new world without Statesman. -
Everyone's game is "broken" in that respect. That piece really needs to be fixed so it is seated on the body and not hovering over it. I am unable to use that piece for females because of this glaring issue.

Again might not be perfect but sometimes it is good enough to give someone a decent over view until the update comes out.
But it still leaves my assessment the same. If you want to rely on Reach for the Limit to get fast snipes you'll NEED tactics (unslotted tactics for blasters gives you 7% to-hit so even with no slotting it's enough with RftL). A kismet will not be enough since it's only 6%. That said, with no to-hit debuff resistance, having excess to-hit from slotting tactics and kismet may not be a bad thing. I am still up in the air if I want the snipe or not though. -
I have a test toon fire/mc at lvl 27 and maybe I've missed something but...
On beta Reach for the Limit gives 15% to-hit. If you want to be able to use snipes on the proc you'll still need to also have Tactics. A Kismet unique will not be enough (though it will also be unnecessary so long as you have Tactics). That said, having Tactics on my beta toon, I was able to hit the snipe fairly regularly so it's definitely something to consider.
I am unsure if I will bother taking the snipe on live though (still going with fire/mc). As nice as it can be I am not sure I care enough about it to make the power/slot investment since this character will be a part time blapper due to concept.
My mid's build has him with all but the cone stun and teleport power from MC, soft capped s/l/e and 30ish% incidental range defense. The damage I seem to be dishing out seems sufficient so far and his survival is better than expected with it only getting better as he gets higher and gets more of his planned IO's. -
I'd love to see more chest detail options and shirt and shorts options that are more like the roman chest details, gunslinger female shirt, barbarian male and female chest details or say the boxing shorts that still show some leg above the knee. Really tight and form fitting but overlaying rather than replacing the body part.
One of the most annoying limitations of the COH engine is the fact that if a costume piece shows skin it can't have a secondary color. A way to work around this and have a broader character palette is to use a chest detail in place of a shirt. Then you have your strong guy showing his biceps... AND he can have tattoos or he could be a feral character with fur showing beneath his armor. Here's an example of something sort of like what I'd want to see:
See? It lets you show a little cleavage but still have 2 colors on the chest.
More stuff like that (especially cool glowy stuff!) which will mix well with tighter clothing options would be welcome. I like having a more complex palette for my characters and try to show skin when possible (without being gratuitous mind you) just to add the skin tone to the overall palette in more than just the face. It breaks things up a bit and makes the costume more interesting overall. -

My Time/Energy/Power defender tanked both Primal and Praetorian Duray after everyone but me died. I wasn't actually hurting them but they weren't really able to hurt me in any way that mattered either. I kept building threat on Praetorian Duray until my team got back so we could focus on Primal (and his annoying teleporting). Praetorian Duray stayed focused on me while we wrecked his primal counterpart and then he was just toast after that.
I've come to appreciate the much higher buff values of Defenders over Corruptors just because it often means even if my dps isnt Corruptor level, I can often be virtually invincible (depending on the power sets and build), often with less slot investment than a corruptor, which means as long as my dps can overcome their regen I can't lose barring a spectacular one shot. In the case of this defender she has perma capped defenses to everything thanks to power buildup/farsight (as long as she doesn't exemp below 30), some -regen, a great mix of buffs/debuffs/controls and, when i24 hits, she'll have perma fast snipe as well to add to the mix. -

What I like to do is wait until lvl 20 before touching the SSA's, confirm my alignment, and then start doing them as my level allows. It breaks up the standard missions and allows that character to start building a bank of merits. I will often do enough runs for the week to get the "first time" reward (alignment merit) and then do additional runs to get weekly alignment merit and the weekly reward merits x4. This stocks that character up during the level process so when I am ready to delve into IOing that character out I don't have to spend out of pocket. I can get the expensive stuff with merits.
