is Overwhelming Force: Damage/Endurance/Recharge bugged ?
Which power are you trying to slot it in?
Look for "Universal Damage" in the allowed enhancement set types list of the power. If "Universal Damage" is not in there, it cannot be slotted.

Brute is 44, scrapper is 35.
I managed to slot 4 enahncement in a tanker who had a might of the tanker with Dam/End/rech.
I don't understand.
Besides, what does the level have to do with anything, if all the enhancements but one from the same set go well with the damage powers of the same character ?
I figured it out. It depends what level the character that got the drop was.
My level 40 PB had the End/Recharge drop on him. It can be slotted as low as level 37.
The proc dropped on my 50, and it can't be slotted until 47.

You *MAY* be able to identify the native level of one of these by dragging it to your chat window and seeing what it says there. The level number is normally hidden on them because it's not supposed to be relevant.
Most attuned enhancements always award at level 1 in order to prevent this.
I suspect this is a bug in the reward table. I have no idea how hard that is to fix (i.e. if it's hardcoded to set the level), or if they'll be able to change all the existing ones that have dropped if/when it gets fixed.

I wondered about that -- the Overwhelming Force pieces I put into storage sort themselves into separate stacks (presumably by level), so I'll see three or four stacks of the Acc/Dmg piece, for example, but the regular Archetype ATOs all stack together (if they're the same piece) as if they're all the same level.
Is this behavior of Overwhelming Force indeed just a bug? It's certainly...weird. Are they supposed to have "levels?"

They do because of the way they are awarded by the table system at the end of the event. It was also an issue as the enhancement screen was reading this and not allowing them to be slotted on characters who weren't high enough. This was fixed.

What do you mean, "This was fixed?" They are still sorting themselves that way in the storage racks. It *looks* like they still have some sort of "hidden" level.

I can not slot this enhancement on two of my scrappers, all the slots are greyed when I drag it.
I also have the chance for knockback one, which works fine.
