I have been told time and time again that this is possible, but for me, it isn't. I cannot change the color of them. Is this a unique bug or something? It's getting very annoying now, since no one I've talked to in-game has ever heard of it.

Seriously, which server are you on? If Talos is up and running on that server, then you may need a GM to move your characters to a safe location. -

The glowie placement is random, I've seen it on the second floor all the way in the back of the map and I've seen it in the 3rd room of the 1st floor. Seems to make sense it should be in relative range to get to it in 2 minutes, but guess it's luck of the draw! -

2) After I complete the villain Tips, will it start giving me contacts in the Rogue Isles? Because the whole idea of going over there is to enjoy the arcs on my fire kin (I love playing fire kins...they are good at soloing).
3) Since I had to go to Galaxy City to use my Vet Reward Respec, will I be able to go back to the Rogue Isles without doing the Tips again?
1. The earned respec (which a VetSpec counts as) must need to be redeemed at the contact on your native side. Remember as a vigilante, you are only a tourist in the Rogue Isles.
2. Once you are fully a villain then you will be able to get Rogue Isle contacts just as any other villain would. ( Paper missions --> Mayhem Mission --> Contact ).
3. As long as you are a vigilante, you can move freely between the Red and Blue side. Just don't enter a PvP zone from the Tourist side. You are still flagged as a hero and you will get droned ( and any villains there will point and laugh). -
You didn't change alignments, did you? If you go into a villain zone as a vigilante, any active hero missions are abandoned. Other than that, I'm not sure.

I've seen bosses spawn in missions that have destroyable portals (CoT portal rooms and Portal Corp mission in Black Scorpion's arc) but not in regular missions when bosses are turned off. Is one of the other settings (team size or level) maybe causing bosses to spawn?

So simply moving a lvl 20 Praetorian to Paragon City or the Rogue Isles should be enough to unlock an Epic AT.
If that doesn't happen, I'd recommend submitting a GM ticket. -

Auto-exemp makes this much easier, a whole team of high levels can get the goodies by teaming with a lower level character with the SG mish.

First time I ran a Malta mish with my elec/elec scrapper I missed seeing a sapper and got hit with the beam. Then I noticed, the beam...it does nothing!
Sweet revenge for all the other heroes of mine that got sapped into oblivion.

That's a good idea..in the heat of battle it's easy to click that arrow and change trays. I had always tried to not put click intensive powers into the end slots for that reason. This may work out better...thanks for the tip!!

This is as funny as the guy in the Rude Tells thread that mistook the NPC allies Nosferatu and Burkholder for real players in his mission and complained that they joined his team without permission, ignored him in chat, and got the team wiped.

Actually it's the usual Issue day schedule. They push the patch Live, then do back end work on the servers to make sure nothing broke. They probably also bring the servers up but closed to us so they can see how everything looks. Issues are definitely more work than a regular patch.

We are down until noon eastern time for the I17 publish. The Ocho posted on the announcements board about the downtime.

Usually in the updater window there is an explanation of what's happening...Predownload for Issue X. You won't be able to play it until it goes Live but you won't need to download a major patch when it does...etc... But this time it was just a blank window with the download bar, guess they forgot to include the text.

I don't believe Jillians has a cover charge. In the announcement, they said they booked the VIP/Polo rooms, which are private rooms on the 3rd floor.
