Just find a lower level player who has them and see if you can team with them to run it. If it's one you had not previously completed, you'll get the temporary power associated with it.

Heck, considering you can hold a safeguard indefinitely, I will go as far as to say that it still requires everything to be at least green, since it is quite possible to still do a safeguard long after it has turned grey.
