Also, Returnil is no silver bullet. It, of course, does nothing to protect you after the machine starts up (i.e. if you go to EvilWebSiteOfDoom.biz, then a few hours log into your bank... you're likely screwed). Returnil also isn't invulnerable- if you can get any code running in kernel mode (there are a number of attack vectors), then the code could bypass Returnil and go straight to the physical disk.
It's long since been common for various nasties to disable/cripple antivirus and other common security software, but now it's becoming common that niche products are also targeted (often changing their behavior to appear innocuous). The best way you can defend your computer is to practice a little thing I call common sense: DO NOT GO TO SITES YOU KNOW ARE SHADY. This alone, will greatly decrease your odds of becoming infected- unfortunately it's rare for it to be followed. -
Verification will, largely, depend on the speed of your persistent storage (generally hard disk). I'm running on a slower laptop HD, and get around 35MB/s.
Traditional hard drives will likely run inside that range, but SSDs (Solid State Drives) will blow any HD away in performance (and price... not in a good way). -

Alt+Tab is a system command in basically all versions of Windows to switch between applications. There aren't any ways to disable that behavior (short of resorting to black magic).

Are you running in full screen, or (maximized) windowed mode? I'd take a guess that it's full screen mode... and I only ran full screen in 7 for a short amount of time, but never experienced anything like that.

I'd be highly surprised if a laptop for the price you quoted could even run CoH in non-ultra mode well. Without knowing the actual parts (especially the graphics), there's no way we can say for sure (who knows, one of the OEMs might have become oddly nice and caring). -

Not all Blast sets have aim. And Aim's damage boost really doesn't make that large of a difference over time (and if you're not a mini-nuke set, your nuke doesn't really, either). Aim is largely an inferior version of Build Up (if you actually slot your powers with accuracy, you'll rarely need the additional tohit... very rarely), and in pve spike damage only has a moderate amount of tactical use... and rather minor in team pve.

FYI, Teleport Foe has standard accuracy. 3 slotting for accuracy would pretty much be over kill.

From my Super Sekret testing, it would appear that Ultra Mode is either not included, or explicitly disabled in the Training Room currently.

Why? You can crank the physics to max in this game with an old processor and video card and notice basically zero difference in performance. Until Physics actually DO something, I don't see any reason to change anything.
(now... if you proposed a rewrite to that as well...)
Also, OpenCL isn't what you'd wanna go with, that's too low level, you'd want an engine on top of OpenCL. -

I'd imagine as long as the other parts are decent (mostly having at least 2 gigs ram in your computer), you should have no problem with all settings on highest (I ran with everything on highest with the 8xxx version of that card, so the one you're getting should be much better). Depending on how much control we have over Ultra Mode options, I'd imagine a decent proportion of them should be usable with the card.
I say it'd be a good investment if your current one is dated (just make sure it'll work with your computer!). -
I know many people that dual boxed, and for a short while (on a trial) I dual "boxed". I also remember running a Statesman Task Force once where our tank was also tanking another task force at the same time (which 'caused the entire team to crack up when he told us), and he was doing a damn good job at it.
I didn't use two computers, but played two characters on one. I didn't spend a lot of time practicing, but in only a short while I was able to fairly adequately alt-tab between the two and keep them both busy fighting (mind you, making one a support character helps a LOT), and I'm sure if I actually invested the money in it, I'd be able to do it to a level that you wouldn't really notice I was on two accounts at once. Generally when I'm playing the game, I'm alt-tabbing out all the time anyways, so instead of going to read some random article on the Internet, I could be activating one power and queuing a second, and then switching to the other to do the same. It'd require more focus than I generally give CoH... but generally CoH doesn't require all that much focus (it's not that hard of a game!).
At least in my experience, most of the people playing multiple accounts at the same time do a fairly good job at it. Although on the other hand, the one person I've run into that used 4-5 accounts at once resulted in the worst ever KHTF I've been on (I could have duo'ed it easier with one of the other people on the team set for 8), but that's really been the exception, not the rule. -
