Do you mean that when the Mids' window is the full height of your screen, you still can't see the ancillary powers?
That suggests to me that your screen is just too small 
In all seriousness, there is no way to shrink the display within the window. The best you can do is 3 columns of powers vs. 2 columns, but I don't think that will help you.

I don't think screen size is the issue. I'm using a 46" 1080p panasonic as my monitor. Could it be resolution? I've adjusted the desktop to 1216x684 because icons/text tend to get a little small when I max the resolution.

Normal resolutions near that are 1280x1024, 1280x800, 1280x720, and 1024x768... I mean, it's the same ratio as 1280x720 (16:9), but it still seems like a bizarre resolution.
Anyway, if I resize my Mids' window to its max width, and just enough height to include all 5 epic powers, the dimensions are 1068x737. If I size it just enough to include the damage numbers at the bottom of the info window (4 epic powers shown), it's 1068x720. If I make it small enough to fit in your screen, it's 1068x684 (2 epic powers shown, and you can scroll the list). Of course, that's including the window border (default Aero style for Vista/Win7), which may be different sizes for different themes, and it doesn't account for the task bar, which is 30px on my screen (Win7 1680x1050). Though you could set the task bar to auto hide to gain those 30 extra pixels...

It sounds like he's using what's technically a television as his monitor, and TVs always have weird, crazy resolutions, I've seen.

I'm wondering how I can adjust the size of Mid's Hero builder window. When I open it up, the ancillary power pools are always way at the bottom and I can't see any of powers within the pool. Of course I can drag the screen to a larger size vertically, but I still can't fit everything in the window on the screen before I reach the edge of my monitor.
