What server to play on?
Freedom or Virtue.
Freedom if you're inclined towards PvP
Virtue if you're inclined towards RP
You don't have to participate in either. Plenty of non-PvPers on Freedom, plenty of non-RPers on Virtue.

Top - last server you were logged on.
Everything else- from lowest to highest load.
Load isn't exactly population - one person doing the wrong (or right) thing, hardware issues, etc. could affect a server's load - but it can be used as a rough population gauge.
Generally, you'll find freedom and virtue the most populated, virtue being the unofficial RP server. The others shuffle around more.

Justice is third most often, and then Champion although Guardian seemed busier than Champion over the holidays at times.
All this is based on the reverse order list (server load vs. head counts)

There's also the issue with the big load servers getting locked out on major weekends. I understand it's not as big an issue with the Login Queues that were recently added, but it's still something that the OP may want to consider.

Virtue
I can tell because RMT squads can now be seen operating on Virtue (teams of Fire/ and /FF, /Sonic, /Kin controllers with random names, all with hotfeet on and who move each other around with recall friend).
Note that time of day also may have an effect on how populated a server is, since there are a couple of servers which are the unofficial homes for player communities outside the continental US.
If you are playing at off-peak hours (typically any time not after work, 6 p.m. to midnight in the US plus weekends) you may want to check those servers out.
I know Justice is/was the Pacific Oceanic server for those playing really off-peak for US hours.

And a warm welcome to Dangioffre. Like others have posted, Freedom and Virtue are the two most populous servers. Which one to play on is a matter of taste. The PvP vs. RP thing is only really significant if either one is a focus of your play time. Creating alts on both servers and trying them out is a good way to decide.
i'd also suggest getting the hang of the global chat (Paragon Wiki link) system. The global chat function works between all servers. With various global server channels set up in chat tabs it's easier to find out when events you'd like to join are happening on any given server.

Although in all honesty, the difference in population isn't gonna really make a difference. Not to mention, even the deadest CoX server has more community interaction than most other MMOs out there (depressingly enough )

Anyways - in regard to playing at off-hours, some servers are positivly DEAD at those hours, so if you think you'll be on a lot at say 3 AM, choose carefully.
What sever has more people playing on it? I want to start playing but I want the one with the most people on it.
